Article 1 promotes the quality of vocational training in order to strengthen and regulate the management of vocational training institutions of the Civil Service, in accordance with the Education Promotion Act of the People's Republic of China, the Regulations of the People's Republic of China Education Promotion Act of the People's Republic of China and the relevant national provisions.
Article 2 applies to units within the executive branch (other than national institutions) and individuals using non-State financial resources for the implementation of vocational qualifications, vocational skills training as the primary training institution (hereinafter referred to as civil service).
Article 3. The municipal labour security administration is responsible for the integrated planning and monitoring of the management of vocational training institutions throughout the city and is specifically responsible for the supervision of vocational training institutions in mountainous areas, the West, the Sha River area, the Gang Basin region (hereinafter referred to as four areas in the city). Other districts (municipal) and major economic technology development zones, large-scale new technology industrial parks, major occupier labour security administrations are responsible for the supervision of vocational training institutions within the Territory and are guided and monitored by the municipal labour security administration.
Sections and individuals holding vocational training institutions shall have the following conditions:
(i) The unit shall be entitled to legal personality and the individual shall have a political and full civil capability to act.
(ii) There is a stable source of funding and fixed assets should be more than 200,000 dollars, with more than 10,000 dollars registered.
(iii) There is a clear purpose of conducting schools, practical teaching programmes and curricula, teaching materials and sound regulations.
(iv) A special director. The director has a large number of specialised education, qualifications for higher-level professional technical posts or for more than three years of national vocational training and familiarity with the relevant legal regulations and policies of national vocational training.
(v) There is a dedicated and part-time teachers who are responsive to the size of the school and to the professional qualifications. The full-time teachers are not less than 1/4 of the total number of teachers, with more than two theoretical teachers and interns providing guidance to teachers for each training profession. Teachers employed should be eligible for appointment in accordance with national qualifications.
(vi) A dedicated pedagogical and professional treasury personnel that are adapted to the size of the school. A dedicated pedagogical manager shall have a high degree of qualifications and the corresponding professional technical qualifications or vocational qualifications of more than two years of vocational training.
(vii) Training facilities and office buildings that are adapted to the size of the school. The lease of training places is not less than three years. There should be more than 300 square meters, non-risk homes, good lighting, ventilation conditions. Internships should meet the teaching needs of each job internships, in line with the relevant provisions of labour protection, safety and health.
(viii) Facilities and equipment to meet the needs for theoretical teaching and skills training.
(ix) Other conditions under the law, regulations and regulations.
Article 5
(i) The report and the statute of conduct;
(ii) A legal personality certificate or resident identity card;

Article 6. The Labour Guarantees Administration decided within three months from the date of application and in accordance with the conditions of conduct, authorized the establishment of the Civil Service Vocational Training Agency and the issuance of the Civil Service Vocational Training Licence (hereinafter referred to as “Accelerical licences”), and provided written replies in response to the conditions of conduct.
The Labour Security Administration shall transmit the status of the National Professional Training Agency established by law to the same-level education administration.
Article 7. The Civil Service shall be registered with the registration authority upon receipt of the Accreditation, the Accreditation, the identity card to be a legal representative and the statute of the office.
The organizer does not independently establish training institutions, which can be registered with the various registration procedures and the host units to the relevant executive branch to conduct specialized vocational training registrations.
Article 8. Execution of educational examinations, occupational qualifications examinations, etc., accredited by the State, shall not hold vocational training institutions associated with the examination projects carried out.
Article 9 Changes in the premises of the Civil Service should be reported to the approval authority; changes in affiliations, replacements should be reported to the approval of the approving authority; changes in school name and training levels, training of professional or working species, and approval by the approving authority.
Article 10 is one of the following conditions in the vocational training institutions of the Civil Service, and should be terminated:
(i) The lack of proper teaching activities for the reason;
(ii) The organizer's own request for dissolution;
(iii) The suspension of the Accreditation;
(iv) Other circumstances requiring termination.
In the event of the termination of the FIA vocational training institutions, students should be properly accommodated and property liquidation is carried out in accordance with the law. After the termination, the Labour Guarantees Administration recovered the offer of a school licence and informed the registration authority to write the registration.
Article 11 provides for a system of teachers' qualifications and qualifications in vocational training institutions. The Civil Service should enter into employment contracts with teachers (in part-time). The theoretical teaching of vocational training institutions should have higher qualifications, technical or vocational qualifications, qualifications, qualifications, qualifications, qualifications of teachers at the level of the profession, including technic schools, secondary vocational schools, etc., and the level of technology should be higher than the educational establishment target.

Article 13 provides that vocational training institutions shall engage in teaching activities within the scope of the training of professionals, training levels, as provided for in the Accreditation.
Article 14. The vocational training institutions of the Civil Service shall be strictly enforced by providing for the completion of the school content and the implementation of the internship teaching tasks as prescribed. Internship courses for trainees should be conducted under the guidance of interns, with theoretical and interns operating 4:6.
Article 15. Students at all levels recruited by the Civil Service shall not be trained in mixed classes and shall organize teaching and interns at all levels, in accordance with the teaching and teaching curricula.
In accordance with article 16, vocational training institutions of the Civil Service shall be advertised, briefed on the administrative support for labour security and, in accordance with the commitment to advertisements, courses shall be made to ensure the quality of teaching.
Article 17 projects and standards charged by the Civil Service Agency for the payment of fees shall be reported to the administrative authorities for the price of the material and to the society.
The fees charged by the Civil Service Agency for Vocational Training shall be used primarily for teaching activities and improvement of the conditions of conduct.
The National Professional Training Agency shall establish financial, accounting and asset management systems in accordance with the law. The use and financial management of assets are monitored by the approval authority and other relevant sectors.
Article 19 NPOs may not be forged, rented, transferred, sold and selling the IPS and shall not be entrusted to or contracted to other organizations or individuals for their training tasks.
In violation of this approach, the Civil Service has been punished by the Labour Security Administration in accordance with the provisions of the Education Promotion Act of the People's Republic of China and the Law on Education Promotion of the People's Republic of China.
Article 21
