(The 30th ordinary meeting of the Municipal Government of 22 November 2005 considered the adoption of the Decree No. 115 of 28 November 2005 concerning the Government of the city, which came into force on 1 January 2006)

Article 1 provides for the effective strengthening of the safe management of cigarettes and the security of the State, collective property and civil, property, in accordance with the provisions of the relevant legal regulations, such as the People's Republic of China Act on Safety of Production, the People's Republic of China Regulations on the Management of Civilian Explosive Goods.
Article 2 units and individuals involved in activities such as cigarette production, operation, storage, transport and flammation within the city's administration should comply with this provision. The provisions of the law are otherwise provided.
Article 3 states that pyrethroids referred to in this Article refer to recreational products such as cigarettes, graphs, flashs, etc. that are capable of producing cigarettes, cigarettes, gass, etc.
Article IV. Safe production supervision, public safety, quality technical supervision, business administration, distribution, urban management, etc., should be managed in accordance with their respective responsibilities.
(i) Safety and productive management responsibilities:
1) Supervision of the production of cigarettes and implementation of legislation on safe production;
2: Review and operation of licences for the production of cigarettes, safety conditions for operating units;
Three units and individuals that do not have the safety conditions for the safe production of bamboo and do not permit the production and distribution of cigarettes;
Including the safe production of bamboo in the organization of cigarettes.
(ii) The functions of the public security sector:
1 responsible for the issuance of a cigarette transport pass and the identification of a cigarette transport route;
2 Violations of pyrotechnical burning;
Violations of the unlawful manufacture, sale, storage, transport and mail pyrotechnics.
(iii) The quality technical supervision sector is responsible for the management of quality oversight in the area of cigarette production, and the production of cigarettes that are not in compliance with national security quality standards.
(iv) The business administration sector is responsible for the management of quality oversight in the area of cigarette circulation, with no reference to production, distribution of cigarettes and sale of cigarettes that are not in compliance with national security quality standards.
(v) The Urban Administration is responsible for the approval of the temporary retail assessment point for cigarette swing.
(vi) In collaboration with the relevant authorities in the management of the operation of the pyrotechnical pyrotechnologies to assist the relevant sectors in the regulation of the cigarb market.
Article 5
The units and individuals that have been distributed by cigarettes must be granted a licence issued by the safe production management under the law and may be operated by the licensee granted by the business administration.
The units and individuals involved in the transport of cigarettes must be brought to the public security authorities for the handling of the explosive cargo transport certificate.
Article 6. The pyrotechnical units should be established, the main lead, the heads of sub-offices, the security production manager, functional sector safety and production responsibilities; the development of regulations for the safe production of the pyrotechnical units and compliance with the safety operation requirements of the pyrotechnical Safety Technical Protocol.
Article 7. The pyrotechnical units must be removed from the production units that have obtained the licence for safe production of pyrotechnics, without allowing for the operation of products prohibited by the national order. The ban on the production of pyrotechnics to retail points is prohibited. It is prohibited to grant the cigarette to units and individuals without a licence.
Article 8. The pyrotechnical units should perform their duties of uniform distribution to the retail units, as prescribed, and shall promptly recover, maintain temporary retail units free of charge, and the pyrotechnical products that are not sold by individuals.
Article 9
(i) In accordance with the conditions laid down in the cigaretteer's retail point;
(ii) There is a sound marketing management system, including, inter alia, the responsibilities of sales officers, the acquisition management system, the storage management system;
(iii) Within 100 metres of retail location, no fuel stations and other hazardous material production, storage facilities such as flammable explosive, toxic, harmful, etc.; and in half mun, there are no schools, kindergartens, sports parks, institutions, homes, etc.;
(iv) There is a security-compliant treasury house with a total of 20 boxes of pyrotechnical products at each assessment point, which may not exceed 100 boxes, with a maximum of 30 kg per box;
(v) A reliable communications facility;
(vi) equipped with firefighting equipment and equipment consistent with the requirements;
(vii) The retail of pyrotechnics that meet the requirements of safe fuel;
(viii) The retailer should be equipped with more than one trained security manager;
(ix) Other conditions provided for in the legislation.
Article 10. The approval of the cigaretteer's retail point is governed by the principle of uniform planning, rationalization, strict approval and security.
The permanent retail point is chosen by the Municipal Security Production Monitoring Authority and the municipal feeders.
The temporary retail assessment point during the spring period was chosen by the Urban Security Production Monitoring Authority and was established in conjunction with the City Urban Administration, the city feeding agency.
Parts of Article 11 new zones, prefabricated areas, eastern and urban areas are limited to fuelled cigarbage.
Between 20 March and 15 February and 24 hours a year in the region, the pyrotechnical pyrethroids were allowed to smoking cigarettes per day by 6 p.m. to the beginning of the year, and the other time was prohibited by the pyrotechnical pyrethroid from 20 to 6 p.m.

Article 12: The following places and regional bans pyrotechnologies:
(i) Intensive places such as vehicle stations, hospitals, schools, kindergartens, occupiers, theatres, stores, markets;
(ii) In the 100-metre area of essential items such as oil banks, fuel stations, hydrates and production, storage of flammable items and food, oil and lee;
(iii) High pressure lines, transformative power facilities, mountain forests, nursery and greening areas;
(iv) Historical material protection units, areas and protected buildings;
(v) State orders prohibit other regions where fuel is released.
Article 13. Units and individuals should be purchased from licensed retail points and be released in accordance with the right and safe terrain, and should comply with the following provisions:
(i) No pyrotechnical pyrotechnologies that are fuelled by crowds, vehicles, buildings, firewoods;
(ii) No pyrotechnologies should be taken in buildings, roofs, spoilers or throwing cigarettes;
(iii) No impediment to the safe passage of vehicles;
(iv) No cigarette containing more than one box or more than 30 kilograms;
(v) Bring cigarettes from minors under the age of 14 years should be escorted by the guardian or other adults;
(vi) No cigarette shall be used in ways that endanger public safety and the safety of others.
Article XIV pyrotechnical foams vary according to national technical standards, at A, B, C, D, four levels, and pyrotechnical pyrethroids are required to be fuelled by professionals in specific conditions.
Article 15 prohibits all units and individuals from producing pyrotechnics such as artillery, artillery, fire, fire paper, earth rats, man-made fires and diameters greater than 30mm, long distances greater than 200mm.
No unit or person is prohibited from producing, distributing, deficient and non-qualified bamboo.
Article 16 provides for a large public good activity or a major day-to-day campaign to smoking bamboo, which is subject to approval by the Government of the city by the smoking plant and organizer.
Article 17, in violation of article 5, paragraph 1, of the present article, does not permit the production of cigarettes without the licence, and is seized by the municipal security production supervision management of cigarettes, forfeiture proceeds of the violation, with a fine of €50 million.
In violation of article 5, paragraph 2, of the present article, unlicensed operations and purchases of cigarettes are collected by safe production supervision management, forfeiture proceeds of the violation and fines of over 1,000 yen.
In violation of article 5, paragraph 3, of the present article, the transportation of the explosive material and the storage of cigarbs was not obtained, with the collection of cigarettes by public security authorities, confiscation of proceeds of the law and a fine of €300,000; and criminal responsibility for the grave consequences was held in accordance with the law.
Article 18, in violation of Articles 11 and 12 of the present article, imposes a fine of up to 500 dollars for public security authorities within the jurisdiction to limit the time of the banishment in the area of releasing and the ban on the use of cigarettes in the region.
Article 19, in violation of article 14 of the present article, non-specialists fuelled the pyrotechnical pyrotechnic, with a fine of up to 1000 by the public security authorities.

In violation of article 15, paragraph 2, of the present article, the use of voids, inferiority, non-qualified cigarbs was collected by the business administration and the confiscation of proceeds of the violation, with a fine of up to 1,000 yen.
Article 22, in violation of this provision, prevents law enforcement officials from carrying out their duties, and punishes the public security authorities in accordance with the Law on the Safety and Security of the People's Republic of China.
Article 23 is inconsistency with penalties and may apply for review to the superior executive organ or the Government of the people at the superior level within 60 days of the date of receipt of the sanctions decision, or to the People's Court in accordance with the law.
Article 24 In line with the provisions of the Government of the Municipalities concerning the prohibition of cigarette smoking in some parts of the area (No. 11 of 22 April 1995) and the Decision of the Government of the commune to amend the provisions of the Government of the People's Republic on the prohibition of pyrotechnologies in some parts of the region (Act No. 35 of 22 December 1997) and repealed.
