(Adopted by Decree No. [2005] of 31 December 2005] by the Government of the Northern Province of the Sudan, No. 58th ordinary meeting of the People's Government of Northern Province, held on 28 December 2005)

The Northern Province People's Government has decided to amend the following:
Article 2, Article 2, Article 7, Article 12, paragraph 3, 16, article 19, paragraph 1, and paragraph 2, of Article 22 amends the “Special Prize for Science and Technology Presidencies” to “the award for scientific and technological contributions”.
The term “special technical position” in articles 14, paragraphs 1 and 24 is revised as “special technical qualifications”.
Paragraph 2 of article 15 reads as follows: “The relevant departments of the Government of the Provincial People, which are the relevant groups and other organizations”. In paragraph 2, the words “in-the-commission unit and the head force” were amended to read as “the head force and the medium-term vision unit”.
Article 20, paragraph 1, and paragraph 2, merged into paragraph 1 and amended to read: “The Science and Technology Screening Award, the Natural Science Award, the Technology Inventation Award and the Science and Technology Progress Awards were awarded by the Government of the province”.
Article 21, paragraph 1, was amended to read: “The amount of awards for scientific and technological contributions is made by the provincial science and technology administration with the financial sector and is submitted to the Government for approval”. Article 21 adds to paragraph 2: “The amount of awards for natural science awards, technical invention awards and scientific and technological advances awards is provided by the provincial science and technology administration with the financial sector”.
In Article 22, the word “interland” was amended to read “in the province”.
Article 23 was amended to read: “The provision for provincial science and technology incentives is included in the amount determined for scientific costs for provincial budget arrangements”.
Article 25 amends as follows: “Theft, intrusive of the scientific and technological outcomes of others or other unjustifiable means of decepting provincial science and technology awards, the withdrawal of incentives, the recovery of awards and awards after the approval of the Provincial Government of the People's Government, the elimination of the corresponding treatment, and, in the light of the circumstances, recommends that their administrative authorities give critical education or administrative disposal to the responsible”.
In addition, individual language changes were made and individual provisions were adjusted accordingly.
This decision has been implemented effective 1 February 2006.
The North Province's science and technology incentives scheme is released in accordance with this decision.

Annex: Science and technology incentives in Northern Province (Amendment 2005)
(Please No. 15 of the Northern Province of the River, 25 September 2001 and in accordance with the Decision of the Government of the Northern Province of the River on 5 June 2003 on the revision of the methodology for science and technology incentives in the northern province of the River, the first revision of the Decision of the Government of the People of the Northern Province of the River on 28 December 2005 to amend the Decision on Modalities for Science and Technology in Northern Province)
Chapter I General
Article 1 provides incentives for citizens, organizations that have made a prominent contribution in science and technology progress activities to play a full and active, creative role of science and technology personnel, encourage innovation in science and technology, accelerate the scientific and technological cause and economic and social development in my province, and develop this approach in line with the National Science and Technology Awards.
Article 2
(i) Science and technology contributions awards;
(ii) Natural science awards;
(iii) Technical invention awards;
(iv) Science and technology progress awards;
(v) International Scientific Technical Cooperation Award.
Article 3
Article IV recommended, evaluated and awarded provincial science and technology awards, in accordance with the principles of openness, equity, impartiality and impartiality, without unlawful interference by any organization or individual.
The provincial science and technology administration is responsible for the management of evaluation organizations and incentives for provincial science and technology awards.
Article 6. Social forces have established scientific and technical incentives across provinces or provinces, which should be registered in provincial science and technology administrations. Its incentives must not be charged with any cost.
Chapter II
Article 7. Science and technology highlights awards to the following citizens, organizations:
(i) Significant economic benefits and social benefits in science and technology innovation, scientific and technological transformation and high-technical industrialization, making special contributions to economic and social development in my province;
(ii) A major breakthrough on contemporary science and technology, or the creation of trees in science and technology development.
Article 8. The natural science award grants citizens who have identified natural phenomena, characteristics and regulations in basic research and the application of scientific basics for creative research results.
The important scientific discoveries referred to in the preceding paragraph refer to the fact that the former has not been found or has not yet been clarified, that it is recognized by the natural scientific community at the national and international levels, with important scientific values or an important impact on promoting economic construction and social development in the province.
Article 9. The Technical Invention Award grants citizens who use scientific and technological knowledge to make important technological inventions in the areas of products, processes, materials and systems.
The main technological invention referred to in the previous paragraph refers to the fact that the former had not been invented or had not been made public, advanced and creative, had been applied for more than one year and achieved greater economic benefits or social benefits.
Article 10 The Science and Technology Progress Prize awards to the following citizens, organizations that have made a prominent contribution in the development and application of the promotion of advanced science and technology outcomes:
(i) To complete the transformation of important scientific and technological innovation, science and technology outcomes and to create significant economic benefits in the implementation of technology development and high-technical industrialization projects;
(ii) In the implementation of social good projects, long-term scientific and technical work on the basis of science and technology, socio-technical science and technology promotion, which, through practical tests, create significant social benefits;
(iii) To take the lead in the application of new technologies and new methods to bring the works to the domestic leadership level in the implementation of major engineering projects.
The incentives set out in paragraph (iii) above are granted only to organizations. Citizens who are scientifically found and invented by technology in the completion of major engineering projects may recommend natural science awards, technical invention awards.
Article 11 International Scientific Technical Cooperation Awards foreign nationals or foreign organizations that make important contributions to the scientific and technological cause of the province:
(i) Cooperate with Chinese citizens or organizations within the territorial administration to study, develop and achieve significant scientific and technological results;
(ii) The transfer of advanced science and technology and the development of talent to Chinese citizens or organizations within the province's administration is significant;
(iii) To contribute to scientific and technological exchanges and cooperation between the province and foreign countries.
Chapter III Evaluation and award
Article 12 Science and technology highlighted contributions awards every two years; natural science awards, technology inventories, science and technology progress awards and international scientific technical cooperation awards are evaluated annually.
Article 13 establishes a provincial science and technology incentive evaluation committee (hereinafter referred to as the evaluation committee), responsible for the evaluation of provincial science and technology awards.
The Evaluation Committee's office is based in the provincial science and technology administration and is responsible for the day-to-day work.
Article 14. The Evaluation Committee consists of experts and scholars in line with the following conditions:
(i) High-level technical qualifications;
(ii) Work on scientific research, technology development;
(iii) A wealth of expertise and experience in practice, familiar with the developments in science and technology development in this discipline, in the professional field and in the country;
(iv) There is a high level of policy and good ideological ethics and adherence to the principles and integrity.
Article 15 Candidates for provincial science and technology awards are recommended by the following units or individuals:
(i) The Government's science and technology administration in the established area;
(ii) The relevant departments of the Government of the province, which are relevant groups and other organizations;
(iii) Other units that meet the qualifications set by the provincial science and technology administration and experts in science and technology.
The scientific and technical outcomes completed by the head of the force and the parent unit may be recommended by the relevant departments of the provincial government through the municipal science and technology administration in the area of the location.
Article 16 recommended units and individuals that recommend provincial science and technology awards should be completed in a uniform format to provide complete, real and reliable evaluation materials.
The same result will only recommend a category of provincial science and technology awards for evaluation in the evaluation year.
It was recommended that scientific and technological contributions be paid in the evaluation and that they should have more than two awards in the provincial level and have significant innovation and development.
Article 17 evaluates the candidate project and makes recommendations for the award and grade.
Article 18 As a result of the recommendations made by the Evaluation Committee, social oversight was made available to society.
Any unit and individual objection shall be made within 30 days of the date of publication, to the Evaluation Committee's office, which shall be dealt with by its responsible organization of the relevant departments and experts. No objection has been made or, despite any objection, has been resolved within the prescribed period, with the approval of the Government of the people of the province by the provincial science and technology administration.
Article 19 Science and technology highlights contributions awards and international scientific technical cooperation awards at all levels. Natural science awards, technology invention awards, science and technology advancement awards are divided into one such award, two awards, and three levels.
Science and technology have highlighted contributions awards, with no more than four individual awards.
Natural science awards, technical invention awards, scientific and technological progress awards and international scientific technical cooperation awards, each year the total number of projects is not more than three hundred.
Various types of incentives for science and technology are not eligible for evaluation.
Article 20 Screening Awards for Science and Technology, Natural Sciences Awards, Technology Inventation Awards and Science and Technology Progress Awards were awarded by the Government of the Provincial People.
The International Scientific Technical Cooperation Award was issued by the Government of the Provincial People.
Article 21 awards for scientific and technological contributions are made by the Provincial Science and Technology Administration with the financial sector and are submitted to the Government for approval.
The amount of awards for natural science awards, technical invention awards and scientific and technological progress awards is provided by the provincial science and technology administration with the financial sector.
The International Scientific Technical Cooperation Prize is awarded only awards.
Individuals and collective chiefs (other than in the province) who have obtained a science and technology highlighting contribution awards enjoy the provincial model treatment.
Article 23 provides for provincial science and technology incentives in the amount determined by the scientific cost of provincial budget arrangements.
Article 24 awards for provincial science and technology awards should be recorded in their own archives as the basis for the conduct of the examination, promotion, evaluation of professional technical qualifications and access to the treatment.
Chapter IV Corporal punishment
Article 25: Theft, expropriation of the scientific and technological outcomes of others or other unjustifiable means of decepting the provincial science and technology awards, the withdrawal of incentives, the recovery of awards and awards, and the elimination of the corresponding treatment and, depending on the merits, recommends that their administrative authorities give criticism of education or administrative disposal to those responsible.
Article 26 recommends units or individuals provide false material to assist others in decepting provincial science and technology awards, which are criticized by the provincial science and technology executive branch; in serious circumstances, suspension or removal of their recommended qualifications; and to recommend administrative disposition by the relevant departments.
Article 27 has not been registered and has been established by the Ministry of Science and Technology for All in the province or within the province, which is banned by the provincial science and technology administration.
However, fees have been registered for scientific and technological incentives, which are confiscated by the provincial science and technology administration, which can and receive more than three times the fines; in serious circumstances, the registration is cancelled.
Article 28, when the members of the Evaluation Committee and their staff use their posts, misleading, provocative fraud in the course of the evaluation, are subject to administrative disposition by their competent authorities or by their units, which constitute a crime, and criminal responsibility by the judiciary.
Article 29 is incompatible with administrative penalties by the parties and may apply for administrative review or administrative proceedings in accordance with the law.
Chapter V
The commune government of the establishment of a science and technology award, which is set out by the local people's Government, provides for the provincial science and technology administration.
The Ministry of the People's Government of the province has no longer established science and technology awards.
Article 32 is implemented since the date of publication.
