In order to further manage the rescue of those who live in the cities of my province, this approach is based on the State Department's approach to the management of street beggings living in urban areas and the relevant national provisions.
Article II refers to “cruitless street beggings” (hereinafter referred to as street beggings) as they are unable to resolve their accommodations, do not have access to urban minimum living guarantees or subsurer in rural areas, and those who are living in the urban begging day.
Despite the fact that they are begging, there is no provision in the preceding paragraph, which is not the subject of relief.

Article 7. Article 8. Article 18 provides care for persons with disabilities, minors, pregnant women and the elderly of the recipients and provides the necessary protection.
A person who suffers from mental illness may pose a threat to the safety of other recipients and may be subject to binding management.
Article 19 establishes a period of time for assistance in accordance with the circumstances of the helpee, which is generally not more than 10 days; the civil affairs sector reserve for the head of the facility should be reported as a result of the need for an extension of the period of time.

Article 2

Article 25

Article 28

(v) Issuance of documents, complaints material for aid workers;
(vi) Non-exclusive appointments to the management of aid workers;
(vii) Non-exclusive use of the help staff to work in private;
(viii) No alcohol consumption during the work;
(ix) Women are not allowed to do so.
Article 31 provides for 24 hours of work at the Resistance Station, with at least two staff members each. Female recipients are managed by female staff.
Article 31 provides for relief, the use of goods must be strictly enforced in the respective management system and be made in full and clear accounts.
In article 32, the Resistance station shall classify material on the admission, departure and access to assistance, and establish archives and manage them properly. The date of the management of the archives is limited to the implementation of the relevant provisions.
Remedies should be subject to social scrutiny. Resistance stations should establish complaints boxes at a noticeable location and inform complaints petitions in the local civil affairs sector. The responsibility of the responsible person is vested in law by the relevant departments and the staff of the Resistance Unit in the service.
Article 37 help stations are in violation of one of the acts listed in article 29 of this approach, criticizing the person responsible for education or administrative disposition, constituting an offence, and hold criminal responsibility under the law.
Article 33, paragraph 1, of the present article is implemented effective 1 January 2006.
