Chapter I General
Article 1 provides for the development of this approach in line with the relevant laws, regulations and regulations of the People's Republic of China Road Traffic Safety Act, the National People's Republic of China Road Traffic Safety Act, the National People's Republic of China Road Traffic Safety Act.

Article 3. Road traffic safety management should uphold the principle of people-centred, legal management, safety, first and prevention.
Article IV. Public security authorities are administrative authorities responsible for the management of road traffic safety in the city and are responsible for the implementation of this approach.
The transport management of the municipal public safety authority is specifically responsible for the management of road traffic in the city.
Any unit and individual found violations of the laws, regulations and regulations governing road traffic safety and has the right to be discouraged and reported to the transport management of public security authorities.
Units and individuals are encouraged to provide voluntary services to assist the public security authorities in the maintenance of road traffic order, in coordination with the transport management of the public security authorities.
Chapter II
The Government of the people of the region, the district (market) should establish and implement mechanisms for road safety responsibilities and transport security for emergencies, establish a coordination mechanism for the safe transport security process, incorporate road traffic safety into safe production of nuclear content, and organize regular evaluation of traffic safety annually. Units and personnel responsible for serious traffic accidents should be held in accordance with the law.

The executive authorities of education, schools should incorporate road traffic safety education into the rule of law education, and secondary schools should incorporate students' compliance with road traffic safety laws, regulations and regulations into the exercise.
Article 9. The management of internal traffic safety should be implemented by organs, enterprise units, social groups and other organizations, and the following provisions should be observed:
(i) Establish and strengthen internal transport safety systems;
(ii) Determine that a lead organization carries out internal traffic safety;
(iii) Guarantee transport safety inputs and improve security conditions;
(iv) The education of this unit's personnel in compliance with road traffic safety laws, regulations;
(v) The maintenance, maintenance and security of motor vehicles, the maintenance of a good safety technology for vehicles and the timely elimination of concealments;

Article 10

Article 11 Driver training schools (including training courses, below) should be conducted in accordance with relevant national provisions and curriculums, without shortening training times or reducing training content, and providing training records to motor vehicle drivers and training industry authorities.

Article 15. Chapter III Vehicles and drivers
Article 16 is required to move the road during the loss or damage of a motor vehicle and should be given to the public security authorities' transport management to conduct a provisional pass.

Chapter IV Conditions for road traffic

Chapter V Road traffic provisions

Article 55 should be taken on the basis of a designated route, parking at a prescribed stoppage shall not be allowed to park the passengers at a place other than a stop station and shall not be removed immediately after the arrival of the passengers. Article 56 rents of cars when travelling by passengers in the garage should guarantee the safety of other vehicles, without abrupt commutation of parks, abrupt conversion or abrupt garage.

Article 58

Article sixtieth, suspension of motor vehicles and temporary suspension, should comply with the following provisions:
(i) No parking in places where parking is prohibited or impeding transport;

Article 46 should comply with the following provisions:

Article 67 shall comply with the following provisions:

(iii) Non-moval of vehicles, vetting vehicles, forced cars, inter-recovering, spying and other activities that hinder transport;

(v) No vehicles, staying or selling, dispatching of goods, saving items shall be required on the road;

Article 68

(ii) No vehicle window, the left gateway and the vehicle gallery;
(iii) In the bus and long-range cars, the vehicle will be on the back-to-clock after the suspension or the designation of the place of the vehicle;
(iv) In the case of a motor vehicle, no one may be stationed or placed on the vehicle gallery;
(v) No one shall be equipped with a power-driven vehicle, a three-phase vehicle for human freight, a light motor vehicle, or a mobile chairs vehicle for persons with disabilities.
Chapter VI Legal responsibility
Article 69 imposes penalties for violations of the provisions of road traffic safety laws, regulations and this approach by the transport administration at the district level, in accordance with the Law on Road Traffic Safety of the People's Republic of China, the Regulations on Road Traffic Safety of the People's Republic of China and the present approach.

(ii) The use of a bridging block, the hiding of the street, the posting of goods or the cross-roads, affecting the movement of vehicles or the insecure of traffic signs, transport signals;
(iii) The motor vehicle meets the State's mandatory reporting standards, which are not registered in a timely manner in accordance with the provisions;
(iv) There is no parallel with the road to advertise, flagship.
Article 73 is one of the following acts, with a fine of 200 dollars:
(i) In violation of devices that provide for the installation of mobile vehicles and the use of light-hydro devices that impede the safe passage of other vehicles;
(ii) Insecure, collapse, commutation, overlapping vehicle numbers or unmaintained vehicle brands;
(iv) The use of motor drivers who are not in accordance with safety technical standards or do not have the training of specialized motor vehicles;
(v) The training of motor vehicle drivers has not been trained in mandated locations;
(vi) To block traffic symbols, traffic signals lights for items such as drying in road traffic safety facilities, hidings and advertising advertisements;
(vii) On the road to dry goods, distributing poultry, residues, sewerage, the placement of hidings, and the installation of interceptives that impede vehicle movement;
(viii) At the time of cross-roads under the control of transport signals, motor vehicles were not allowed to presuppose vehicles and chewings of the signals;

(xii) The driving motor vehicle is paralleled, intersected, competing or opened for the vehicle fleet;
(xiii) The motor vehicle does not conduct safety technical tests according to the provisions;
(xiv) The vehicle was stopped in violation of the prohibition.
Article 74 contains one of the following acts and fines:
(i) The special vehicle for the delivery of secondary and young children is not marked in accordance with the provisions for spraying;
(ii) Changes in the information of motor vehicle drivers have not been made in accordance with the required procedures for processing change;
(iii) Public transportation and long-range passenger vehicles are in violation of the requirement to stop on the road beyond specialized parking and passenger stations;
(iv) A breach of the provision for a person to be in a vehicle gallery;
(v) No screening of motor vehicle drivers in accordance with the provisions;
(vi) The number of pyrethroids, the name of the operating unit and the number of shipments on both sides of the road passenger bus driving cell;
(vii) The motor vehicle does not set the vehicle counter-ray mark in accordance with the provisions;
(viii) No security chain has been installed between the cargo motor vehicle vehicle and the wall vehicle, which is not installed in accordance with the provisions, and the axes have not installed effective safety protection networks in line with the provisions;
(ix) No effective extinguishment of firearms;

(xii) The driving vehicle does not open the instructions;
(xiii) The driving vehicle does not carry the required routes and parks;

(xv) Carrying out specialized vehicles and units of secondary school students, young children, in violation of the provisions of the suspension of the cars of the worker;
(xvi) In violation of the provision for temporary suspension;
(17) Mobile cars are subject to crossroads, uters, road entrances or access, and through road violations;
(xviii) The road and time of the vehicle being blocked;
(xix) The cranes are not allowed to run the road according to the provisions;
(20) The driving motor vehicle did not have dedicated safety helmets.
Article 765 Drivers a non-moile vehicle with a fine of 50 kidnapped:
(i) Drivering non-moile vehicles at the road level, which is not fixed in accordance with the provisions, or by borrowing, misappropriation, alteration and use of falses, ineffective non-moil vehicles and pass;
(ii) In violation of the provision for the conversion of electric vehicles, mobile chairs for persons with disabilities;

Article 76: Drivers a non-modile vehicle with a fine of 20.
(i) There is no clear and complete presence of non-modile vehicles;
(ii) Changes in registration project information that are not subject to the required procedures for processing change;
(iii) A total of more than two vehicles;
(iv) Incarceration in the vehicle;
(v) In the event of a man's trajectory or when a person is allowed to walk, the person has not escaped;
(vi) Non-moile vehicles that have switched to lights have not started to shift to lights;
(vii) In the course of their own vehicles, three manifold vehicles, electric motorcycles at street facilities, such as the poles, the streets, and in the streets, no vehicles have been introduced or suddenly returned;
(viii) In the event of a crossroad signal under the control of transport signals, the vehicle was not allowed to take the lead;
(ix) No traffic signals have been placed on the road through crossroads controlled by transport signals, or, when parking signals are not parked outside the road;
(x) Beaching or parking in the area of non-mocile car ban.
Article 77 has one of the following acts:
(i) In the 100-metre context, the road blocked by a manifold line, the street facility was not adopted in the street line and the street facilities;
(ii) Access to high-roads, urban rapid roadways, a bridging block for mobile vehicles or other closed motor vehicles;
(iii) Instances on the road, cars, forced blocks, intersects, hurdles and other activities that hinder transport safety;
(iv) The absence of proper care in carrying out the luxury, which impedes the movement of vehicles and persons;
(v) To solicit vehicles, stays or sells, sends goods, saving items on the road.
Article 78 consists of one of the following acts by the vehicle:
(i) The vehicle at the time of the slackening of motor vehicles or other signals;
(ii) Beaching from the vehicle window, the left gateway and the vehicle gallery;
(iii) At the time of the freight forwarder vehicle or at the vehicle gallery;
(iv) There is no dedicated security helmet in the motor vehicle.
Article 79 imposes administrative penalties on the transport management of public security authorities and may apply to administrative review or administrative proceedings in accordance with the law.
Article 810 criminalizes road traffic safety in information obtained through photographs, in cameras, measurements, alcohol tests, memorials, transport law automatic record systems and other transport technology monitoring equipment, and the transport management of the public safety authority may impose penalties on all persons in violation of the law or the manager, and the owner or manager of the vehicles in conflict with the law shall be treated within 15 days of receipt of the notice.
Article 81 does not strictly enforce law enforcement by the transport management of the public security authorities and in violation of the law, and is treated in accordance with article 115 of the People's Republic of China Road Traffic Safety Act, with the corresponding administrative disposition of the competent and other persons directly responsible.
