Article 1 promotes the rapid development of the tourism industry in order to enable it to become the backbone industry in my city, in line with the relevant laws, regulations and regulations.
Article 2 applies to the promotion and development of tourism within the city's administration.
The tourism industry described in this approach refers to the use of tourism resources and facilities to provide tourists with comprehensive services such as lobbying, accommodation, catering, transportation, purchases, cultural recreation.
Article 3. The promotion and development of tourism upholds the principles of government promotion, social participation, operation of markets, sustainable development, highlighting the advantages of tourism resources and cultural identity.
Article IV. The Government of the city, the district (zone) has established the Tourism Development Committee, which is responsible for macro-level decision-making in tourism development, to deal with important matters in tourism development.
The Government's Tourism Administration is responsible for the planning, management, guidance, services and oversight of tourism development in the region of the administration.
Relevant sectors should be guided by their respective responsibilities to promote the development of tourism.
Article 5
The Government of the city, the district (zone) is developing specific enabling policies, in line with the development of tourism, to promote rapid tourism development.
Article 6. The Government of the city, the district (zone) has established dedicated funds for tourism development to be included in the annual financial budget and has gradually increased in line with the needs of tourism development. Specific funds for tourism development are used for tourism planning, advocacy, talent training, intellectual introduction and recognition.

The development of tourism projects should be based on a detailed planning of tourist regional planning and tourism landscape areas (points).

Article 9. Governments of municipalities, districts (zones) should strengthen their collaboration with neighbouring areas and tourist cities to harness local tourism resource features and geographical tourist product advantages, strengthen regional cooperation, implement resource sharing, strength and complementarities and establish a network of tourism products.
Article 10. Relevant administrative law enforcement units at all levels should establish a sound administrative enforcement system, regulating administrative law enforcement and maintaining the normal economic order of the tourism market, in accordance with their respective responsibilities.
Article 11. Governments of municipalities, districts (zones) should support the development of tourism education, encourage and channel social funding for investment in tourism education, develop tourism professionals, introduce intellectual results and improve the quality of tourism practitioners.
Article 12. Governments of municipalities, districts (zones) should strengthen the education of citizens in the city of tourists, improve the quality of civilization and create urban image and tourist economic development awareness.
Article 13 provides recognition and incentives to units and individuals that make a prominent contribution to the development of tourism.
Article 14. The executive authorities of the tourism industry should guide and support tourist operators in the development of specific tourism products such as industrial tourism, agricultural tourism, ecotourism, cultural tourism, ice tourism, and festival activities in the region.
Article 15. The executive authorities of the tourism industry should strengthen the development of information on tourism and establish a network of sound tourism information. In vehicle stations, major tourist landscape areas (points) and major commercial streets, public service advisory bodies or tourist information multimedia facilities are established to provide information advisory services to tourists.
Article 16 Planning for the establishment of administrative authorities should improve urban tourism functions in the development and rehabilitation of the new area, in accordance with national standards of excellence in tourism, and in line with the overall planning of the current stream tourism industry, the planned relocation of buildings, constructions and other facilities that are not in line with tourism development.

Article 20 encourages businesses, organizations or individuals within and outside the area to obtain the right to operate in the tourism sector, including through leases, purchase orders, participation units, transfers, which may be transferred or mortgaged by law, and the maximum use of the operation is 40 years, with the exception of laws, regulations and regulations.
Article 21 encourages and directs tourist operators to establish tourism industry associations, implement industry self-regulation and improve the quality and level of tourism services.
The legitimate rights and interests of the tourist operators are protected by law and, in the case of public interest, compensation is paid to the tourism facilities used or occupied by law.
Article 23 encourages State agencies, businesses and social groups to commission travel arrangements for transport, accommodation, boarding etc., and the travel agency's cheques may be included in administrative expenditure.
Article 24 encourages and directs tourist operators to participate in the screening of the hotels, the A-level tourist landscape (point) levels, and to implement the standardization of tourism services.
Article 25 encourages travel agencies to establish branches at the national and international levels to open the tourist market and to carry out a chain of business activities.
Article 26 encourages and facilitates the development, production of tourist commodities, such as local colour tourism memorials, Turk products, crafts.
Article 27 encourages the agencies, entrepreneurship units to carry out employment incentives for tourism, leading to the participation of citizens in tourism consumption.
Article 28 encourages individuals to use resources such as self-owned or contracted homes, land, mountain forests, watersheds and vehicles for the operation of tourism services.
Civil hortitors are encouraged to engage in cultural activities.
Article 29 punishes the authorities concerned in accordance with their respective responsibilities for the destruction of tourism resources, damage to tourist facilities, disruption of the cruise order, and the imposition of sanctions by public security authorities in accordance with the provisions of the People's Republic of China Law on Security Management of Penalties, and criminal responsibility by the judiciary in accordance with the law.
The executive organs and their staff do not carry out their duties in accordance with the law, violate the legitimate rights and interests of the tourist operators and hold administrative responsibility under the law.
