Chapter I General
In order to strengthen the management of food stocks at the level of the self-government zone, the real, quality and storage of food stocks at the level of the self-government zone is guaranteed and the role of the self-government sector reserve food in the management of the Government's macro-controlled food is effectively developed in accordance with the relevant legal regulations, taking into account the Central Reserve Food Management Regulations, and in the context of the self-government area.
Article II of this approach refers to food and food fuel for all-sector food supply and demand, stabilizing the food market, and responding to major natural disasters or other emergencies.
Article 3 units and individuals involved in and participating in the management of food reserves at the level of self-government zones must be subject to this approach.
Article IV, without the approval of the People's Government of the Autonomous Region, does not automatically use food at the level of self-government.
Article 5
The Executive Office of the League of Arab States, the National Food Administration of the Municipalities, in accordance with the mandate of the Food Administration of the People's Government of the Autonomous Region, assist in the management of food reserves at the level of the self-government, and is responsible for the quantity, quality and storage of food stocks at the level of the self-government.
Governments at all levels should support and assist in the management of food reserves at the level of self-government.
Article 6. The Financial Administration of the People's Government of the Autonomous Region is responsible for the organization of financial subsidies, such as loan interest, storage and rotation costs for food reserves in the self-government area and for the timely and full payment of payments; and for the monitoring of financial performance related to the reserves of the self-government area.
Article 7 of the China Bank for Agricultural Development distinguishes between Mongolia's self-government and its branches responsible for the timely and full arrangement of the loans required for food storage in the self-government area, in accordance with the relevant provisions of the national and self-government zones, and for the enforcement of credit regulations for the granting of the grant of a self-government reserve.
Article 8. Any unit or individual shall not in any way deceive financial subsidies such as the collection, crowding, detaining, diversion of food loans or loan interest, storage and rotation costs at the level of self-government.
Article 9. Any unit and individuals have the right to report to the relevant sectors, such as the Government's Food Administration, of the self-government. After reports received from the relevant sectors such as the Food Administration of the Government of the self-governing region, the processing of the reporting matter falls within the purview of other sectors and should be transferred in a timely manner.
Chapter II
Article 10. The Government of the People's Government of the Autonomous Region, in conjunction with the Financial Administration of the People's Government of the Autonomous Region, will propose the size, species and overall programme of storage of food at the level of the self-government, following approval by the Government of the Autonomous Region.
Article 11. The Food Administration of the Government of the self-government sector, in accordance with the size, variety and overall programme of storage of food stocks in the self-government area, develops the acquisition, sale plan of food stocks in the self-government area, and distinguishes between enterprises within the China Agricultural Development Bank for Mongolia's self-governing mandate for storage of food reserves in the self-government area (hereinafter referred to as reserves).
Article 12. The Agency of the League of Arab States, the Food Administration of the Municipal Government, in accordance with the acquisition, sale plan of food at the level of the self-government reserves, is responsible for organizing the acquisition, sale and sale of food at the self-government reserves in the depository enterprises in the present administration.
Article 13. A balanced rotation system for food reserves at the level of self-government.

Article 14. The Executive Office of the League of Arab States, the Food Administration of the Municipal Government shall make the specific implementation of the Autonomous Region reserve food acquisition, sale, annual rotation plan, the timely submission of the food administrative authorities and financial administrative authorities of the Government of the Autonomous Region and the transfer of a distinction between Mongolian self-government within the China Agricultural Development Bank.
Chapter III Storage of food reserves at the level of self-government
Article 15. The enterprise shall have the following conditions:
(i) More than 1 million tons of total warehouse capacity (excluding outside leases) and more than 5,000 tons of warehouse capacity in the same area, which is consistent with national standards and technical norms;
(ii) Storage equipment that is adapted to food storage functions, warehousing, access to and from food, food varieties, storage of food cycles;
(iii) With access to food quality testing instruments and places consistent with national standards, and conditions for the testing of storage temperatures, water subsidiaries, pest density during the food storage of the self-government area;
(iv) Have professional training and access to management technicians, such as food custody, testing, control and certification issued by the competent authorities;
(v) The management and credibility of the operation are good and there is no serious violation of the record of operations.
The Government's food administration in the self-governing area selects the storage company, which should be guided by the principle of a reasonable bonus for food storage at the level of self-government, for management and oversight, and for reducing costs and costs.
Article 16 provides for the storage of food at the level of self-government reserves and should strictly implement national standards and technical norms and operational management systems.
Article 17 shall ensure that credits at the level of self-government reserves in the treasury shall be delivered to the level of the acquisition, rotation plan, and in accordance with the quality standards established by the State. Article 18

Article 20 should establish a safe management system for the sound storage of food at the level of self-government, fire protection, flood prevention and protection, as well as the necessary security protection facilities.
Governments at all levels should support the safe management of the reserves in the self-government area for the depository enterprises within this administration.
Article 21 should conduct regular inspections of the management of storage of food stocks at the level of self-government; identify issues relating to the quantity, quality and storage of food reserves in the self-government area should be addressed in a timely manner and address results-based reports on a case-by-step basis; and the main holder of the enterprise should report in a timely manner on the status of the management of the Agency's executive branch, the Government's Food Administration, the Executive Office of the League of Arab States, the authorities of the city's food administration should address and address the food administration authorities of the people of the self-government.
Article 2
A specific management approach to the rotation of food reserves at the level of self-government has been developed by the Food Administration of the People's Government of the Autonomous Region with the Financial Administration of the People's Government of the Autonomous Region and by Mongolia's self-government within the China Agricultural Development Bank.
Article 23. The acquisition, sale and rotation of grains at the level of self-government zones, in principle, through regulated food-professional markets, may also be carried out through other means specified in national and autonomous areas.
The depositor's enterprise has been repealed, dissolved or bankruptized by law, and its storage of food at the level of self-government reserves is organized by the Government's food administration authorities in the self-government.
Article 24 Storage and rotational cost subsidies for food reserves in the self-government area, in accordance with the Central Reserve Food Cost Subsidies criteria, are paid from the Food Risk Fund by the financial administrative authorities of the self-government authorities of the self-governing Party through the self-government of Mongolia in the China Bank for Agricultural Development, by assigning subsidies in full and directly to the reserve.
The interest in food loans at the level of self-government has been effectively subsidized, with the regular reunification of the financial administrative authorities of the Government of the self-government of the self-governing region to pay Mongolia's self-government in the China Agricultural Development Bank.
Article 25
Reservations should distinguish between Mongolia's self-government and its branches into the basic accounts within the China Agricultural Development Bank and accept their credit regulation.
Article 26 Entrepreneurs of food at the level of self-government reserves are approved by the Financial Administration of the People's Government of the Autonomous Region and by the Government of the People's Government of the Autonomous Region, as well as by Mongolia's self-government in China's Agricultural Development Bank. No unit or individual shall be allowed to change the cost of the approved post-Autonomous Region reserve.
Article 27 establishes a system of loss of food reserves at the level of self-government, the depletion of the processing system and the timely processing of losses and losses incurred. Specific approaches are developed by the Financial Administration of the People's Government of the Autonomous Region, together with the Food Administration of the People's Government of the Autonomous Region, and by the views of the China Bank for Agricultural Development of Mongolia.
Article 28 shall be regularly statistical, analyse the management of storage of grains at the level of self-government reserves and communicate statistics, analyses to the Government's food administrative authorities, financial administrative authorities and Mongolia's self-government within the China Agricultural Development Bank.
Chapter IV
Article 29 of the Government of the People's Food Administration of the Autonomous Region is responsible for coordinating the relevant sectors, establishing an early-warning mechanism for the use of food reserves at the level of the Autonomous Region, strengthening monitoring of the need for food use in the area of self-government reserves, and making recommendations for use as appropriate.
Article 33 arises as follows:
(i) A marked supply of food to all areas or part of allies, or a volatile market price;
(ii) Significant natural disasters or other sudden-onset events require the use of planted food at the level of self-government;
(iii) The Government of the people of the self-governing region considers that there is a need to take advantage of other circumstances in which the food at the level of the self-government reserves are needed.
Article 31 uses food reserves at the level of self-government, which is approved by the Government of the People's Government of the Autonomous Region by making use programmes with the Financial Administration of the People's Government of the Autonomous Region. The use of programmes should include the use of the varieties, quantity, quality, prices, arrangements for use, transport security.
In accordance with article 32, the Government of the People's Food Administration of the Self-Government Zone ordered the use of the food use programme approved by the Government of the People's Party of the Autonomous Region, to be carried out by the Agency of the League of Arab States, the National Food Administration of the city.
In emergencies, the Government of the people of the Autonomous Region directly decided to use food at the level of the self-government reserves and to make orders.
Support and collaboration should be provided to all relevant sectors of the self-governing region and to the executive branch of the League of Arab States, the Government of the city, and the Government of the communes, to implement orders for food use at the level of the self-government reserves.
No unit or individual may refuse to implement or change orders for food use at the level of self-government reserves.
Oversight inspection
In accordance with their respective responsibilities, the authorities of the Government of the People's Democratic Republic of the Congo are conducting monitoring inspections under the law on the implementation of the scheme and related food regulations for the self-government sector-level reserve reserve. In the course of monitoring inspections, the following functions may be exercised:
(i) The number, quality and storage of food at the level of self-government reserves to enter the storage enterprise;
(ii) To inform relevant units and personnel about the implementation of the acquisition, sale, rotation plan and the use of orders for the acquisition, sale and rotation of reserves at the level of self-government;
(iii) To receive information, vouchers, on the management of food reserves at the level of self-government;
(iv) The offence is dealt with by law.
Article XV of the Government of the People's Government of the Autonomous Region, the Financial Administration, in monitoring inspections, found that the quantity, quality, storage and security of the self-government reserves were problematic, and should be tasked with immediate redress or treatment by the relevant government administrations, the authorities of the city's food administration and the host enterprises. Reservations are no longer in place and the Government's food administration authorities in the self-governance area should remove their reserves and redeploy their reserves in the self-governance area and pay the expenses incurred.
Article 36 Monitoring inspectors of the Government of the People's Democratic Republic of the Congo, the financial administration authorities shall make a written record of the oversight and shall be signed by the inspector and the head of the inspection unit. The head of the inspectorate refused to sign and the supervisor should record the situation.
Article 337, in accordance with its mandate and procedures under the audit law, performs audit oversight of the financial and balance-of-payments of food at the level of self-government reserves; it is found that problems should be addressed in a timely manner.
Article 338 shall cooperate with the authorities of the Government of the People of the Autonomous Region, the financial administration, the supervision of the auditor, in accordance with the law.
No unit or person shall refuse, obstruct and interfere with the supervision duties of the food administrative authorities of the self-government, the financial administration, the inspector of the audit body.
Article 39 of the National Authority, the Government's food administration authorities should conduct daily management and oversight inspections of food stocks at the level of self-government, correcting the number, quality of food reserves in the self-government area, and address critical issues that endanger the safe storage of food stocks at the level of self-government zones, take immediate and effective measures to address them and report on the distinction between the self-government authorities, the financial administration authorities and Mongolia's self-government in China's agricultural development banks.
Article 40 China Bank for Agricultural Development of Mongolia's self-government distinctions and its branches should implement credit regulation in accordance with the provisions of financial closure. The credit regulation of the self-government of Mongolia within the China Bank for Agricultural Development should be synergized and provided in a timely manner.
Chapter VI Legal responsibility
Article 40
(i) No timely acquisition, sale and annual rotation plans for the acquisition, sale and rotation of food reserves at the level of self-government;
(ii) The non-transfer of interest, storage and rotational benefits for the payment of food at the level of self-government reserves in a timely manner;
(iii) The discovery of the existence of reserves that are not suitable for the storage of foods at the level of self-government reserves, and do not oblige the depositor to renovate the enterprise period;
(iv) Reports received and found violations in a timely manner.
Article 42, the Agency of the League of Arab States, the Government's Food Administration, in violation of this approach, has one of the following acts, which are restructured by the Government of the self-government in the area of food administration;
(i) To reject the acquisition, sale, annual rotation plans and the use of orders for food purchases, sale, and self-organizational changes in sub-regional reserves;
(ii) Identification of the number, quality of food stocks at the level of self-government zones, or the identification of major issues that endanger the security of the reserves at the level of self-government, without immediate and effective measures to address and report in accordance with the provisions;
(iii) To deny, block and interfere with the food administrative authorities of the people of the self-government, the financial administration, the supervision of the auditor, in accordance with this approach, to perform oversight duties.

Article 41 Reservations are in violation of article 19, paragraph (viii), of this scheme by the Food Administration of the Government of the Autonomous Region, the Financial Administration authorities, in accordance with their respective responsibilities, order the conversion of their credits and loan interest, storage and rotation costs, and impose a fine of up to 3,000 yen; disciplinary action on the direct responsible supervisors and other direct responsibilities; compensation for loss of food reserves in the self-government area; and criminal liability for the crime of criminal liability.
Article 46, in violation of this approach, provides for financial subsidies such as crowding, intercepting, diversion of food loans at the level of self-government reserves or loan interest, storage and rotation costs, or unauthorized changes to the cost of food storage at the level of self-government, which are being converted by the Financial Administration of the People's Government of the Autonomous Region, the food administration authorities in accordance with their respective responsibilities; disciplinary action on the direct responsible and other direct responsible personnel; and criminal liability in accordance with the law.
Chapter VII
Article 47 regulates the management of food stocks at all levels of allies, drawing on this approach.
