(The 18th ordinary meeting of the People's Government of the Tibetan Autonomous Region, held on 18 September 2005, considered the adoption of the Decree No. 67 of 1 October 2005 of the People's Government of the Tibetan Autonomous Region, which came into force on 1 December 2005)

Chapter I General
Article 1 provides incentives for citizens, organizations that have made a prominent contribution in science and technology activities to fully mobilize the active and creative nature of science and technology workers and to promote scientific and technological progress and economic and social development in my region, in accordance with the National Science and Technology Approval Regulations, and to develop this approach in the light of my region's practice.
The Government of the people of the self-government has established a scientific and technical award for the self-government area.
Article 3. The scientific and technical administration of the self-government area is responsible for the organization of scientific and technical incentives.
Article IV establishes a scientific and technical incentives evaluation committee consisting of experts, scholars with high-ranking functions in the area of natural science, responsible for the evaluation of scientific and technical incentives in the self-government region. The members of the Evaluation Committee were nominated by the scientific and technical administration of the autonomous region and endorsed by the Government of the People's Republic of the autonomous region.
The Scientific and Technical Approval Committee of the Self-Government Zone (hereinafter referred to as an incentive) has been established by the Scientific and Technological Advice Evaluation Committee in the self-government area.
Article 5 Science and technology awards in self-government zones adhere to the “respect for labour, respect for knowledge, respect for the talent and respect for the creation”.
Article 6. Science and technology awards in self-government zones are subject to fair, fair, open, economic and social benefits, awards and very poor principles.
Article 7. Science and technology incentives in self-government zones are governed by an indicative system.

Article 9. Science and technology awards in self-government zones are divided into awards such as special awards, one such award, two awards, three awards and international scientific technical cooperation honour awards. The total number of each incentive project is not more than 35.
Article 10 provides awards for special economic social benefits and contributions in science and technology innovation, science and technology industries, or major breakthroughs leading to science and technology. Each evaluation award, with only one such award, could be vacant.
Article 11 Awards such as science and technology 1 in the self-government area, ii, and three awards are awarded to citizens, organizations that meet one of the following conditions:
(i) To achieve significant economic benefits or social benefits in introducing, absorbing, promoting the application of advanced scientific and technological outcomes or promoting industrialization of high-new technologies;
(ii) To complete major scientific and technological innovation in technology development projects, promote the transformation of science and technology outcomes and create significant economic benefits;
(iii) In the organization of major engineering projects, its technical and institutional management is more innovative, and the overall technical level and major technical economic indicators of the works reach advanced levels in the country, with significant economic benefits, social benefits or ecological benefits;
(iv) An important contribution to scientific and technical basic work and socio-public science and technology in the implementation of social good projects, which have been tested in practice to create tangible benefits;
(v) The use of scientific and technological knowledge to make significant technological inventions, with significant market value in terms of products, processes, materials, equipment and systems;
(vi) The articulation of natural phenomena, characteristics and regulations in basic research and the application of basic studies, and significant scientific discoveries or significant innovation.
Article 12 awards to foreigners or organizations that meet one of the following conditions:
(i) In international scientific technical cooperation, research, development and achievement of significant scientific and technological results in cooperation with citizens or organizations in my region;
(ii) The transfer of advanced science and technology to citizens or organizations in my region is particularly significant;
(iii) To make a significant contribution to the promotion of international scientific and technological exchanges and cooperation in my region and to the development of science and technology in my region.
Chapter III Evaluation and award
Article 13. Science and technology awards in self-government zones are evaluated every two years.
Article 14. Candidates for science and technology awards in self-government areas are recommended by the following units or individuals:
(i) The Government of the people of the city of Lasa;
(ii) Relevant sectors of the Government of the People of the Autonomous Region;
(iii) Contained troops, intermediate units;
(iv) Units, scientific and technical experts identified by the scientific and technical administration of the State or autonomous region.
The candidates for the scientific and technical awards recommended by the recommended units referred to in the previous paragraph should be determined in accordance with the evaluation findings of scientific and technical experts on their scientific and technological outcomes and the recommendations to be awarded to the awarding hierarchy; the individual recommended for human science and technology experts should provide an evaluation of the scientific and technological results recommended by themselves.
Article 15 recommends that scientific and technical awards in self-government zones should submit proposals for a unified format within the specified time frame and provide evidence or evaluation materials.
Article 16 has been awarded at the national level, in other provinces (communes, districts) for science and technology awards, which are no longer recommended for the self-government sector.
Science and technology outcomes involving national security should be recommended in accordance with the provisions.
Article 17 evaluates the evaluation of scientific and technical incentives in the self-government area, which is presented to society by the scientific and technical administration of the self-government sector in the main media of the self-government area, at 30 days. During the public statements, any organization and individual may apply for an objection to the evaluation results, which is inadmissible.
Article 18 shall, after taking into account the application of the objection, be validated within 20 days, to report to the Committee on Scientific and Technological Approval of the Self-Government Zone on the verification of objections, the submission of comments or recommendations, and the decision taken by the Scientific and Technical Approval Committee of the Autonomous Region. The award shall be communicated to the objector, the recommended unit or individual in a timely manner.
Article 19 The Committee on Science and Technology Approval of the Self-Government Zone approved by the Government of the People's Government of the Nuclear Autonomous Region of the autonomous scientific and technical administration of the self-government sector, in accordance with the feedback from its Bulletin and the results identified by the opposition.
Article 20 grants such as science and technology in self-government zones, signed by the President of the Autonomous Region, issued certificates and 500,000 yen awards, of which 100,000 were earned on the individual of the awardor and 400,000 were used as a resource for scientific and technological research and development, and were chosen by the winner.
Article 21 awards such as science and technology 1 in the self-government area amounted to US$ 50,000, and the award of scientific and technical incentives by the self-government.
Awards such as Science and Technology I in the self-governance area, awards, etc. II and three awards were awarded to the principal completeers of the award, which were autonomously distributed by the results-based project facilitators in accordance with the size and size of the contributions of the main completeers, and no units and individuals should be stopped.
Article 2 awards for international scientific technical cooperation in the self-government area are awarded by the Government of the people of the autonomous region.
Article 23 provides for awards for scientific and technical awards in the self-government area and for incentives for evaluation, which are specifically addressed by the self-government sector.
Article 24 does not serve as a direct basis for determining the right to scientific and technical results.
Chapter IV Corporal punishment
Article 25, inventing, detecting or other scientific and technological outcomes, or using other unjustifiable means to extract scientific and technical incentives from self-government zones, is reported to the Government of the people of the self-governing region to approve the withdrawal of their incentives, the recovery awards and certificates, and the parties may not declare scientific and technical awards in the self-government area within five years.
Violations of intellectual property are dealt with in accordance with the relevant laws, regulations.
Article 26 recommends units or individuals provide false data, materials to assist others in decepting scientific and technical awards in self-government zones, to be criticized by the scientific and technical administration of the self-government area and to remove their recommended qualifications; and to provide administrative disposal to their competent authorities or the inspectorate.
Article 27 of the Social Forces has been unregistered and has established social-oriented science and technology awards, or has been charged by the self-government sector for science and technology administration.
Article 28 experts and staff of the Committee on Science and Technology Approval of the Self-Government Zone, who are misleading, favouring private fraud in evaluation activities, are subject to administrative disposal by their competent authorities or inspection bodies, in grave circumstances constituting a crime and are held accountable under the law.
Chapter V
Article 29 Other scientific and technical incentives assessed by all sectors of the self-government zone shall not be made available to the name of scientific and technical awards in the Tibetan Autonomous Region.
The science and technology administration in the self-government area may establish the rules in accordance with this approach.
Article 31 The incentives for scientific and technological progress in the Tibetan Autonomous Region were also repealed on 29 September 1998.
