Chapter I General
In order to encourage scientific and technological innovation, citizens, legal persons or other organizations that make a prominent contribution in science and technology progress activities, mobilize the active and creative nature of science and technology personnel, accelerate the development of my city's science and technology and economic, social and economic, social development, and develop this approach in line with the National Science and Technology Awards and the Northern Province of the River.
Article 2 Municipal science and technology awards include scientific and technological contributions and science and technology advancement awards.
Other scientific and technical awards are no longer established by the Government of the city and by the respective sectors.
Article 3 citizens, legal persons or other organizations that have made a prominent contribution in scientific and technological progress in this city may declare municipal science and technology awards in accordance with this approach.
Article IV governs the management of the organization for the evaluation of municipal science and technology awards.
Article 5 declares, recommends, evaluates and awards of municipal science and technology awards in accordance with the principles of openness, equity, justice and non-intervention by any organization or individual.
Article 6 encourages social forces to establish social science and technology awards. Social forces have established science and technology awards, which should be registered in the municipal science and technology administration, and their incentives must not be charged.
Chapter II
Article 7. Citizens, legal persons or other organizations that meet one of the following conditions may declare the award of scientific and technological contributions:
(i) Significant economic benefits or social benefits in science and technology innovation, the transformation of science and technology outcomes, the industrialization of high-technical technologies and the introduction, sterilization, and intake of national and international scientific technical cooperation, and special contributions to economic and social development in the city;
(ii) A major breakthrough or special construction of trees in science and technology development before contemporary science and technology.
Article 8. The project recommended that the municipal science and technology fellowships be met with the following conditions:
(i) The main projects must be subject to higher scientific and technical incentives and significant innovation and development;
(ii) To recommend collective incentives, after the completion of the main project, more than one of the outcomes related to the major projects is required to receive higher-level scientific and technical incentives or to adopt a scientific and technical results evaluation organized by provincial, municipal science and technology management;
(iii) To recommend individual incentives, the nominees must be the first complete of the main project, while, with the exception of the main project, more than one candidate would be required to obtain scientific and technical incentives at the municipal level or through the evaluation of the scientific results organized by the provincial, municipal and scientific management, and with the consent of other major researchers in relation to the subject project.
Article 9. Civil, legal or other organizations that meet one of the following conditions may declare the award for scientific and technical progress:
(i) The articulation of natural phenomena, characteristics and regulations in research on the basis of natural sciences and the application of scientific basics for creative research results. Important scientific findings refer to the fact that the former has not yet been found or has not yet been clarified, that it is recognized by the natural scientific community at the national and international levels that have important scientific values or have an important impact on promoting economic construction and social development in the city;
(ii) The use of scientific and technological knowledge to make important technological inventions in products, processes, materials and systems. Technical invention refers to the fact that the former has not been invented or has not been made public, advanced and creative, which has been applied for more than one year and has achieved some economic benefits or social benefits;
(iii) In the implementation of technology development and high-technical industrialization projects, achieving the scientific and technical outcomes of important scientific and technological innovations in the country's advanced and above levels, completing the diffusion of important scientific and technological outcomes and creating significant economic benefits;
(iv) In the implementation of social good projects, long-term scientific and technical work on the basis of science and technology, socio-technical science and technology for universal access to tangible social benefits through practical tests;
(v) To take the lead in the application of new technologies and new approaches to bring the works to higher levels and achieve tangible results in the country.
Significant patent technology results have been implemented. The incentives provided for in subparagraph (v) of this article shall be granted only to the organization, but citizens who have scientifically found, technological inventions in the completion of the project may recommend incentives under subparagraphs (i), (ii) of this article.
Article 10
(i) The executive branch of science and technology in the district (market), the people of the region;
(ii) The formation of the Ministry of the People's Government and its immediate institutions;
(iii) Other units and scientific and technical experts identified by the municipal science and technology administration in compliance with the relevant qualifications;
(iv) Science and technology outcomes completed by the immediate, provincial governor's wing and the hiding forces can be recommended directly to the municipal science and technology administration.
Article 11 recommended units and individuals for science and technology awards and should complete and authentic evaluation materials. The same result could only be recommended in the evaluation year.
Article 12 The declared material is not in accordance with the request that a written notification be made by the author within fifteen days and that the author's late failure to fill is considered automatically abandoned.
Chapter III Evaluation and award
Article 13. Municipal scientific and technological advancement awards are evaluated every two years by awarding a collective or individual, with a maximum of 15 awards per award of 15, each of which is collective or individual, each evaluation award is not exceeding four times per year, divided into one such award, two awards, three awards, each of which is a maximum of 10 awards, two awards, etc.
Article 14. The Committee for the Evaluation of Science and Technology (hereinafter referred to as the Evaluation Committee) is responsible for the evaluation of the Municipal Science and Technology Award, which is based in the municipal science and technology administration.
Article 15
(i) High-level technical qualifications;
(ii) Work on scientific research, technology development;
(iii) A wealth of expertise and experience in practice, familiar with the developments in science and technology development in this discipline, in the professional field and in the country;
(iv) There is a high level of policy and good moral character that can uphold the principles and integrity.
Article 16 Adjustments to one third of the composition of the Evaluation Committee each year.
Article 17. The Evaluation Committee established a number of sectoral evaluation teams to conduct initial evaluation of recommended materials within the scope of the formal review.
Article 18 The Evaluation Committee conducts a general assessment of the results of the first evaluation, presenting the awards and the level of incentives.
Article 19 of the municipal science and technology administration has been reviewed by the evaluation committees for the award projects and the level of advice presented by the evaluation committees, and the municipal government has agreed that the daily newspaper should be made available to society in a timely manner. Within 30 days from the date of publication, any unit or individual may challenge the content of the announcement to the scientific and technical administration of the city, with the responsibility of the municipal science and technology administration to organize a review of the relevant departments and experts and to inform the objector in writing of the review. After the expiry of the demonstration, there was no objection or, despite any objection, was maintained by the municipal science and technology administration.
Article 20, Participatory evaluation project, which is not in accordance with the award and the corresponding vacancy.
The proportion of awards I, II and III for science and technology progress awards should be controlled by 20 per cent, 30 per cent and 50 per cent.
Article 21 provides incentives and material incentives. Mental incentives for advocacy in a variety of ways to create an environment of technological innovation; material incentives, in addition to the issuance of certificates, and awards according to the following criteria:
(i) The Science and Technology Screening Award of $100,000;
(ii) The award for scientific and technological progress was €2 million, 2,000 and NZ$0.5 million, respectively.
The incentives for the municipal science and technology awards should be adjusted as the growth in the city's financial income is timely.
The provision of incentives at the municipal level for science and technology awards is included in the municipal financial budget and is included in the cost of scientific work for municipal budget arrangements.
Article 23 awards for municipal science and technology awards should be recorded in their own archives as the basis for the examination, promotion, evaluation of professional technical functions and access to the treatment.
Chapter IV Legal responsibility
Article 24 deducts, falses, intrusives of the scientific and technological outcomes of others or other unjustifiable means of decepting the municipal science and technology awards, which are revoked by the municipal science and technology administration after the approval of the Government of the people of the city, the recovery awards and the award, the elimination of the corresponding treatment and, in the light of the gravity of the circumstances, the administrative disposal of its units or their subordinate executive heads.
Article 25. Recommended units or individuals provide false data, materials to assist others in decepting municipal science and technology awards, which are criticized by the municipal science and technology administration; in serious circumstances, suspension or removal of their recommended qualifications; and administrative disposition by their units or superior authorities.
Article 26 Social forces have not been registered to carry out scientific and technical incentives for society, which is banned by the municipal science and technology administration.
Article 27, when the members of the Evaluation Committee and other staff use their posts, misleading, provocative fraud in the evaluation activities, were cancelled by the scientific and technical administration and would inform the competent authorities and the units, whether by their authorities or by their units, administratively disposed of the circumstances; constituted a crime and criminalized by the judiciary.
Chapter V
The evaluation rules of the municipal science and technology awards are developed by the municipal science and technology administration.
The twenty-ninth approach was implemented effective 1 August 2006. The provisions relating to scientific and technical incentives issued by the Government of the former city are inconsistent with this approach.
