Chapter I General
Article 1
To mobilize the active and creative nature of science and technology workers, this approach has been developed in the light of the relevant provisions of the National Science and Technology Approval Regulations, the China Patent Award and the Sichuan Province Science and Technology Awards.
Article 2
The municipalities have established the following Metropolitan Science and Technology Awards to reward units and individuals that have made a prominent contribution to promoting scientific and technological progress and economic and social development in the city:
(i) Advantage Awards for excellence in science and technology (hereinafter referred to as the Science and Technology Memorial Award);
(ii) Medalial science and technology progress awards (hereinafter referred to as the Science and Technology Progress Award);
(iii) Patricia patent awards (hereinafter referred to as patent awards).
The municipalities no longer have science and technology awards.
Article 3
Science and technology incentives uphold the principles of respect for knowledge, respect for talent and encourage innovation.
Article IV
Maintenance of the authority and seriousness of the Metropolitan Science and Technology Award. The evaluation of the Metropolitan Science and Technology Award, which is guided by the principles of openness, equity and justice, is free from illegal interference by any organization or individual.
Article 5
The municipal science and technology administration sector is responsible for organizing the evaluation of the Metropolitan Science and Technology Award.
Article 6
The establishment of municipal science and technology incentives committees; the composition of the municipal science and technology incentive committees is presented by the municipal science and technology administration sector, which is approved by the municipal government.
The Urban Science and Technology Approval Committee employs experts, scholars to form evaluation committees responsible for the evaluation of the Metropolitan Science and Technology Award, in accordance with the provisions of this approach.
The Office of the Urban Science and Technology Approval Committee is located in the municipal science and technology administration.
Article 7
Social forces are encouraged to set up scientific and technical awards for this city. The establishment of a science and technology award for this city by social forces should be in line with the relevant provisions of the National Science and Technology Award for Social Forces.
Chapter II
Article 8
The award of the following science and technology workers was awarded by the Memorial Fund for Science and Technology:
(i) creativity and major research outcomes in the area of high-technical technologies and scientific and technological development, and contribute to the promotion of scientific and technological progress and economic development in the city;
(ii) Advantages in the transformation of scientific and technological results and the promotion of industrialization of the outcomes of high-new technologies have resulted in enormous economic benefits and social benefits.
Article 9
The Urban Science and Technology Progress Prize awards to the following units and individuals:
(i) The completion of major scientific and technological innovations and the creation of significant economic benefits in terms of scientific and technological research and the transformation of the results of the implementation of high-new technologies;
(ii) To create tangible social benefits in terms of socio-public science and technology research;
(iii) To complete the study of soft science projects, which has been used to promote scientificization and management of decision-making, play an important role in promoting coordinated development in science and technology, economy and society, and to create significant social benefits.
Article 10 (Central award)
The municipal patent award granted inventions, new types of patents, high levels of technology and the creation of units and individuals with significant economic benefits or social benefits after implementation.
Article 11
The award for outstanding scientific and technological contributions in the city is no hierarchy.
The Urban Science and Technology Progress Award was awarded at four levels, such as awards, awards, two awards and three awards.
Municipal patent awards, fine awards and three levels of excellence.
Chapter III Recommendations, evaluation and award
Article 12
The award for outstanding scientific and technological contributions in the city was chosen every two years, with no more than three awards per award.
The Urban Science and Technology Progress Award evaluated once a year, with a total of more than 100 projects per year.
The municipal patent awards are evaluated once a year, with the total number of awards per year not exceeding 60.
Article 13
The Metropolitan Science and Technology Award is recommended by the following units:
(i) The Government's science and technology administration sector, the patent administration sector;
(ii) Relevant sectors at the municipal level;
(iii) Other relevant units.
Candidates for the award of excellence in science and technology in the city could also be recommended by more than three experts in the same industry.
Article 14.
The recommended awards for metropolitan science and technology awards should be completed in the harmonized format, providing authentic and reliable evaluation materials and making specific recommendations.
Article 15
The evaluation rules of the Metropolitan Science and Technology Award are provided by the municipal science and technology administration.
Article 16
The Evaluation Committee shall determine the scientific and technical projects and candidates for review and make recommendations to the Committee on Science and Technology for the selection of candidates and the type and level of incentives.
In accordance with the recommendations of the evaluation Committee, the Committee on Science and Technology (ICG) made resolutions on the types and levels of award and incentives and made public statements in the whole city for a period of 30 days.
Article 17
A unit or individual who objects shall submit a written object and related supporting material to sign a true name or a seal. The Municipal Committee on Science and Technology Awards should address the objection. The objected project was not processed without the award.
Article 18
The municipal science and technology administration sector, in accordance with the decisions taken by the Urban Science and Technology Approval Committee on Medalities, units, personnel and grades, reports to the municipal government for approval.
Article 19
The Metropolitan Science and Technology Award was awarded by the Municipal Government.
The amount of awards for the Metropolitan Science and Technology Award is provided by the municipality.
The provision for awards for the Metropolitan Science and Technology Awards is vested in the city.
Article 20
Medalists for Metropolitan Science and Technology are recorded in their own archives as an important basis for the qualification of professional technical functions.
Chapter IV Legal responsibility
Article 21
Disadvantages, seizures, provision of false data, materials, etc., are not validated by the municipality's science and technology administration, which has revoked incentives, reclaim certificates, recovery awards, and social announcements after the approval of the municipal government.
To assist others in decepting the Metropolitan Science and Technology Awards, they are criticized by the municipal science and technology administration, who are responsible for direct responsibility and other direct responsibilities, and are administratively disposed of by the relevant departments.
Article 22 (Currence of accountability)
Those involved in the evaluation of the Metropolitan Science and Technology Award and the related work were slackening, favouring private fraud in the evaluation process, and were subject to administrative disposition by the relevant departments.

The specific application of this approach is explained by the Department of Metropolitan Science and Technology.
Article 24
This approach was implemented effective 1 November 2006. The Metropolitan Science and Technology Award issued by the Metropolitan Government on 29 July 2001 was also repealed.
