Article 1, in order to strengthen the management of safe production, to increase the level of safe production of commercial retail operators, to prevent and reduce accidents in production and to secure the lives and property of the people, to establish this provision in accordance with the People's Republic of China Security Production Act and the Beijing City Security Production Regulations and relevant laws, regulations and regulations.
Article 2
The commercial retail units referred to in this provision include the construction of barters, shopping centres, supermarkets, stores, home construction stores, professional stores, sales stores, discount shops, etc.
Article 3. Safety production management and adherence to safe first, preventive and integrated governance approaches.
Article IV. Sectors such as municipal and district, district commercial administrations oversee the implementation of industrial supervision for the safe production of commercial retail operators; public safety firefighting, quality technical supervision, etc., undertake specific oversight management of fire safety in commercial retail operators, special equipment safety, etc.; integrated supervision by security production supervision management for the safe production of commercial retail units, guidance, coordination and oversight of the Government's authorities' responsibility for the safe production management of production.
The Association assists the Government in providing guidance to its member units for safe production and the development of safe production systems, protocols and services.
The main heads of commercial retail operators are fully responsible for the security production of this unit.
Article 6. Business retail operators should comply with laws, regulations, regulations and regulations relating to safe production, strengthen the management of safe production, establish a safe and safe production responsibility regime, improve security production conditions and ensure safe production.
Article 7. More than 300 practitioners in commercial retail operators should establish safe production management structures or be equipped with dedicated security production managers; practitioners should be equipped with dedicated or part-time security production managers or commissioned engineering technicians with relevant national technical qualifications to provide safe production management services.
The practitioners referred to in the previous paragraph included employees of this unit and other personnel engaged in productive activities within this unit.
Article 8. Business retail operators should conduct safe production and training for practitioners. Unless trained and trained practitioners are safely produced, no induction is permitted.
Business retail operators should record the production of education and training in safety and record at least two years.
Article 9. Special operators of commercial retail operators should obtain special operational qualifications certificates, in accordance with national regulations, for specialized training in safety operations.
Article 10 Business retail units should establish a safe production case system that regularly examines the production of the unit's security; develops effective security production measures and conducts inspections of the implementation of the measures.
Article 11. Commercial retail operators should establish a system of identification of spoilers of production safety accidents, facilities that are vulnerable to accidents, clear liability personnel, and preventive and emergency measures.
Article 12 Commercial retail operators should conduct a comprehensive security inspection of the business area before and after the start of their business on a daily basis, and at least one safe trajectory during the course of business. Inspections and inspections should be recorded.

Article 16 Business retailing units should guarantee the smoothness of safe exports; non-closed, construed security exports; and the Security Export Service may not set the threshold.

Article 17 Number of security exports in the area of business, safe evacuation distances, evacuations and the breadth of the corridor should be consistent with national standards or industry standards.

The breadth in the garbage area is below 20 metres, with at least one purchaser export; more than 20 metres, an increase of at least one purchaser exports and an increase of less than 20 metres, based on an increase of 20 metres.
The purchaserry and purchaser vehicles in the area of business should be cleared in a timely manner.

Security alert signs should be clear and sustained and accessible to the public.
Article 23 of the commercial retail operators conduct construction, maintenance, rehabilitation, etc. in the area of operation and do not stop their business, shall enter into specialized security production management agreements with the construction units to clarify security responsibilities; the construction area should be separate from other business areas and take security measures to ensure security.
Article 24 allows commercial retail operators to rent their premises and shall enter into security production management agreements with the lessee and clarify their safety and productive management responsibilities.
Business retail operators harmonize and manage the security production of the lease units.
Article 25. The treasury of commercial retail operators shall not create mobile light lights, without the use of iodine sketches, more than 60Ws. The range of lights and goods cannot be less than 0.5 m. The fire-fighting measures, such as heat and heat, should be taken by the fire-fighting machines of the daylight. Electrical equipment should be in line with the requirement of fire.
Hazardous items should be stored separately and administered by a person.
Article 26
The largest number of persons accommodated in accordance with the public area of the area of operation shall not be smaller than 0.8 square meters, and other commercial retail operators may not be smaller than 0.6 m2.
Public area in the area of business is the proportion of the total area of business, which is not less than 35 per cent in the city, and other commercial retail operators are not less than 40 per cent.
Article 27 should take effective control and evacuation measures to ensure security when it is close to the largest number of persons or the relative pool of persons.
Article 28 Business retail operators organize promotion activities in the hotels, and emergency relief advances should be developed.
During the event, security measures should be implemented with adequate dedicated security staff to maintain on-site order; commercial retail units with more than 1 million square meters should be equipped with at least 50 dedicated security staff.
Article 29 does not place the area of business below three levels. No hazardous items shall be operated or stored in the area under the land.
Article 33 Business retail operators should establish pre-empts for the production of safe accidents. Emergency relief advances should include elements such as emergency relief organizations, hazardous targets, start-up procedures and emergency response measures.
Emergency relief advances should be conducted at least once a year and recorded.
The relevant heads of commercial retail operators should have the full content of emergency relief advances; other personnel should be able to use emergency response equipment to understand the location of safe export and evacuation corridors and the emergency relief responsibilities of this job.
Article 32 Commercial retail operators should establish emergency broadcasting capable of covering all areas of business and can be broadcast in two languages in English.
In the aftermath of a production security accident in commercial retail operators, emergency relief advances should be launched quickly, effective measures should be taken to disperse personnel, to prevent the expansion of accidents and to report promptly and in accordance with the relevant provisions of the State and the city.
Article 34, Safety and Productive Regulators have found that commercial retail units have a safety production problem and fall under industrial supervision or dedicated oversight management responsibilities, and should be addressed in writing.
Article 335 Business retail operators violate this provision, with one of the following cases being rectified by the Business Administration and administrative penalties in accordance with the following provisions:
(i) Without the establishment of a security production case system or the absence of a security production measure, the amount of €50 million was fined;
(ii) Without the establishment of a system of identification of spoilers of production security accidents, there are more than 5,000 fines;
(iii) The breadth, number of non-purchased-exports or purchase-free exports are not required, with a fine of more than 3,000 dollars;
(iv) There is no provision to cover emergency broadcasts in all business areas or to be able to broadcast in two languages in English, with a fine of more than 5,000 dollars.
In violation of this provision, the regulations, regulations and regulations, such as security production, firefighting, special equipment security, should be punished by law by the relevant authorities.
