Chapter I General
Article 1 improves the role of urban construction archives in urban planning, construction, management and scientific research in order to strengthen the management of the city's archives and develop this approach in line with the relevant laws, regulations, such as the People's Republic of China Archives Act, the Construction of Engineering Quality Management Regulations and the Urban Archives Management Provisions.
Article II of this approach refers to documents that are directly generated in urban planning, construction and management activities that are valuable to the State and society.
Article 3. This approach applies to activities such as the collection, transfer, receipt, collation, custody and use of archives in the city's administrative region.
Article 4 Urban Archives are entrusted with the construction of administrative authorities in the city, specifically responsible for the management of the Archives throughout the city.
The flag (at the district, area) builds the management of the Archives in the city of the competent executive authority.
The administration of the archives in the municipalities, flags (zones, districts) oversees and guides the construction of archives in the same city.
Article 5 provides for the reception, maintenance and use of engineering files at the municipal level within the city's area of construction of archives and flags (the district).
The flag (Parliament) is responsible for the reception, maintenance and use of the Archives in the city of the Territory, the transfer of the directory of the city's archives to the city's town and the operational guidance of the City Archives.
Article 6. Governments at all levels should strengthen their leadership in the construction of the city archives by integrating the city's Archives into urban development planning, ensuring that the city's Archives are adapted to urban development, and guaranteeing that the city's Archives, staffing and funding are tailored to the needs of urban construction.

Article 9. Establishment of a unit of the city's archives and transfer of the city's archives in accordance with the following provisions:
(i) The Urban Construction Archives under article 8, paragraph (i), of this approach shall be established and prepared by the construction unit and transferred to the City Archives (rooms) within three months of the completion of the work. (iii) The urban gateway engineering archives are managed in accordance with the Urban Underline Engineering Archives Management Scheme.
The city's gateline survey and recalculation, and the local gate-line archives developed should be transferred to the City Archives (rooms) within three months of the end of the census, mapping. Each year, the geotechnical management units should be transferred to the House of Archives (rooms) in the city, the current map and information on the trajectory.
(iv) According to information on urban construction developed in accordance with article 8, subparagraphs (iii), (iv), of this approach, the formation of units shall be transferred to the City Archives (rooms) in accordance with this approach.
The Urban Construction Archives transferred to the City Archives (rooms) shall be in compliance with the following provisions:
(i) The archival material should be the original, true, complete, accurate and systematic;
(ii) The completion of the construction work map shall be in line with the engineering entity and be added to the completion map and the signing process is complete;
(iii) Construction works should be accompanied by the transfer of paper-based files, and electronic archives such as photographs, videos and CD-ROMs, magnets, etc. should also be transferred to relevant construction works as specified;
(iv) The documentation of the archival material should be consistent with the requirements of the Archives of Construction Documents (GB/T50328).
Article 11. The construction unit, in conjunction with the construction work permit, is expected to sign the letter of responsibility for the transfer of the construction of the construction works in the city of Horizon and Tete (hereinafter referred to as the letter of responsibility).
The collection, collation, preparation of the construction of the engineering archives is synchronized with construction.
Article 12 Archives of construction and construction work are kept by construction units. The construction of the construction of the unit should be transferred to its superior authority or to the City Archives (rooms) according to this approach.
Article 13. Article 15. The construction unit may organize the completion of the work test after the acquisition of the qualification certificate for the construction of the engineering archives. Chapter III Protection and use of urban construction archives
Article 16 should establish a management system for the construction of archives in the city. Modernization of the management of the city's archives is gradually achieved through advanced technologies. Special protection measures are needed to ensure that the city's archives are completed.
Article 17 Effective measures are needed to ensure the security of the archives through the defence of the archives, the prevention of piracy, pests, trajectorys, hidings, fires, antimagnetics, anti-gas gases.
Article 18 Establishment of the Archives (rooms) in the city should actively develop information resources for the construction of archives in the city and provide archives services to society in accordance with the relevant provisions of the State.
Article 19 Civil and organizational possession of legal documents can be used for the establishment of the city's archives. The authorized reproduction can be replicated when accessing the city's archives.
No unit or individual shall be damaged by the archives and shall not be brought to the House of Archives (rooms).
Article 20 of the establishment of the Archives (rooms) in the city shall be charged to the society in accordance with national provisions. The establishment of the Archives in the city shall not be charged with the use of the unit or the creation, transfer, donation and storage of the city's archives.
Article 21 Establishment of the Archives (rooms) in the city should be made available to the society in the form of reproduction.
The construction of the archives (rooms) with the signature of the statutory representative of the City, the printing of the stamps, and the reproduction of the archives are equally effective.
In providing the archives, staff members of the Archives (rooms) in the town should strictly adhere to the provisions of the relevant laws, regulations.
Chapter IV Legal responsibility
Article 23, in violation of the provisions of this approach, undermines the destruction, loss, alteration, falsification, destruction of the city's archives and is dealt with by the relevant authorities in accordance with the relevant laws, regulations and regulations, such as the People's Republic of China Archives Act.
Article 24: The construction unit violates this approach, consists of one of the following acts, to be corrected by the establishment of an administrative authority and fines to the amount of 2000 to 5,000 dollars:

Article 28 provides administrative disposal by the relevant authorities for the management of the urban Archives toys, abuse of authority, and provocative fraud, which constitutes an offence and is criminally prosecuted by law.
