Article 1 ensures that the national security authorities carry out their national security tasks in accordance with the law, maintain national security and interests, protect the legitimate rights and interests of citizens, legal persons and other organizations, and develop this approach in line with the relevant laws, regulations, such as the National Security Act of the People's Republic of China and the Rules for the Implementation of the National Security Act of the People's Republic of China.
Article 2
Article 3 of this approach refers to a reconnaissance certificate by the Ministry of National Security of the People's Republic of China, which has been unified by the Ministry of National Security.
This approach refers to the particular signs of movement of vehicles, which are codified by the Ministry of National Security and are placed on vehicles that carry out urgent national security missions by national security agencies.
Article IV is limited to the use of national security authorities staff in the implementation of national security tasks under the law, and the special vehicle traffic symbol is limited to the use of vehicles carrying out urgent national security tasks.
Article 5 Staff members of the National Security Agency may enjoy the following powers, in accordance with the relevant provisions of the State, when carrying out their national security tasks under the law, in accordance with the relevant provisions of the State:
(i) Identification of the identity of Chinese citizens or persons outside the country, and investigation, inquiries and information to relevant organizations and personnel;
(ii) To enter the institutions, groups, business units and units, places of entry, etc., where they are registered or validated;
(iii) Access to places where vouchers are required, such as physical protection units, sports sites (consultations), exhibitions, museums, recreational sites and landscape areas;
(iv) Access to transport controls and restricted areas, units and places of entry, such as clocking areas, military management zones;
(v) Priority should be given to the purchase of aircraft tickets, fire tickets, long-range road tickets, ship tickets, priority options for the subsurer (away) and the paving of the seat, and, in emergencies, may be allowed to replace the tickets;
(vi) Prioritize access to public transport tools and, where necessary, the use of organizational and personal means, communications tools, sites and buildings;
(vii) Non-reimbursable access to the relevant archives, information, goods;
(viii) Accreditation organization and a person's electronic communications tools, facilities, such as equipment, equipment and facilities;
(ix) To bring information, equipment, goods from inspection bodies, such as customs, border crossings;
(x) A questioning, inspection of persons suspected of national security offences and, if necessary, the right to call them to a designated location for interrogation and to refuse to accept summons may be issued.
Article 6 vehicles carrying out urgent national security tasks under the law, with special signs of movement of vehicles, or through a national security agency staff presentation of reconnaissance certificates, may have the following powers to ensure security:
(i) No restrictions on the pace of movement, route, direction and transport signals;
(ii) Prioritization of movement when transportation impedes;
(iii) Access to transport control or to areas of strict order from inspection of the customs card;
(iv) Resistance of parking fees at non-designated locations.
Article 7. Staff members of the National Security Agency shall facilitate conditions or other assistance in the exercise of their national security tasks in accordance with the law, using a reconnaissance or vehicle special symbol, and conservatively understand the secret of national security.
Appreciation and incentives for support, assistance to the staff of the national security authorities in the implementation of their mandates and the maintenance of national security; criminal accountability in accordance with the relevant provisions of national legislation, legislation and regulations for denial of information, intentional obstruction of the implementation of the national security authorities, the disclosure of secrets in the national security process, and the provision of sanctions in accordance with the relevant provisions of national legislation, regulations and regulations; and the commission of criminal liability in accordance with the law.
Article 8. No citizen, legal person or other organization shall be prohibited from falsifying, transforming, selling or using falsified, transgressive reconnaissance, vehicle special traffic symbols.
Criminal liability is criminalized in accordance with the relevant provisions of national legislation, legislation and regulations for the forgery, conversion, sale or use of forged, transgressed and special vehicle traffic signs.
Article 9. National security authorities should exercise strict management of special signs of reconnaissance and vehicle traffic. Staff members of the National Security Agency should perform the approval, registration process and return in a timely manner when they require the use of reconnaissance or vehicle special traffic symbols.
Article 10. Staff members of the National Security Agency shall not exceed, abuse their functions and shall not infringe the legitimate rights and interests of citizens, legal persons or other organizations.
Article 11. Staff members of the National Security Agency, in violation of this approach and the relevant provisions for the use of reconnaissance or special vehicle traffic symbols, engage in matters that are not relevant to national security or undertake other unlawful activities, render administrative action to the directly responsible person in accordance with the law; constitute criminal liability by law; violate the legitimate rights and interests of citizens, legal persons or other organizations, cause loss of personal and property and shall be compensated in accordance with the relevant provisions of the State.
Article 12 Civil, legal or other organizations have the right to sue and complain to the superior national security authorities or to the relevant authorities, in violation of this approach by the staff of the national security authorities of the use of a reconnaissance certificate or a special vehicle traffic symbol.
