(Adopted by the 61th ordinary meeting of the Government of Beijing, 25 February 2007, No. 187 of 7 March 2007 on the date of publication No. 187 of the Order of the People's Government of Beijing) The Government of the city decides to amend the Science and Technology Award in Beijing as follows: The second amendment reads: “The Government of the city has established the Beijing Municipal Science and Technology Award (hereinafter referred to as the Municipal Science and Technology Award). The municipal science and technology awards are used to reward organizations and individuals that have made a prominent contribution to science and technology innovation and development within the city's administration, with a focus on the technical outcomes of the development sector and the science and technology development focus areas identified in the Plan of Planning for National Economic and Social Development of the city, the development of joint research and the development of technical results that are being applied in this city, ownership of intellectual property or the development of national or international standards. Article 6 was amended to read: “The Government of the Municipalities established the Beijing Municipal Committee for the Assessment of Science and Technology Awards (hereinafter referred to as the Evaluation Committee). A number of professional evaluation committees have been established under the Evaluation Committee to be responsible for the evaluation of the municipal science and technology awards, in accordance with the provisions of this approach. The Evaluation Committee consists of the heads of relevant government departments responsible for science and technology work and experts in the field of industry, which are not less than 50 per cent. The members of the Evaluation Committee are presented by the Municipal Science and Technology Administration for approval by the Government of the city for a three-year term. The professional evaluation committees are composed of experts in the relevant professional areas, and the selection of the professional evaluation committees is determined by the municipal science and technology administration.” Article 8 amends to read: “The scope of incentives for municipal science and technology awards includes: (i) The adoption of original innovation, creativity and the introduction of technological results in re-investment should be used for economic construction and social development, ownership of intellectual property and greater economic benefits or social benefits; (ii) Research on the development of common technologies and key technologies in the areas of products, processes, materials and implementation, with greater economic benefits or social benefits; (iii) Considerable economic benefits or social benefits in the transformation, diffusion and industrialization of scientific and technological outcomes; (iv) Access to greater economic benefits or social benefits in science and technology-based work and socio-public science and technology; (v) The articulation of natural phenomena, characteristics, regulations, academicly new insights, the well-established results of basic research at the national and international academia, which have important value for science and technology development; (vi) Research results play a significant role in promoting scientificization and management of decision-making and in promoting scientific, economic and social coordination; (vii) Research and development of major scientific and technical outcomes by foreign organizations or individuals in cooperation with organizations or individuals in this city; (viii) Complete works that have a clear effect on raising the scientific culture of the public.” Article 11 was amended to read: “The municipal science and technology awards are awarded to major scientific and technological innovation awards, one such award, two awards and three awards. The total number of projects such as awards, two awards and three awards per year is around 150. Of these, there are no more than 15 awards, no more than 30 awards, and the remaining three awards. The award, such as the award of $200,000, the award of $100,000 and the award of $50,000. Major scientific and technological innovation awards can be awarded to organizations and individuals that complete the achievement of significant economic benefits or social benefits. Evaluations of major scientific and technological innovation awards are made by the Municipal Science and Technology Administration to the Government of the People. V. Article 12 amends as follows: “The number of awards for municipal science and technology awards is not more than 15, and the award is not more than 10, and the three awards are not exceeding 6. The awards were ranked by the size of the contribution. Major engineering categories and major extensions are expected to be awarded only to organizations according to the unit's declaration.” Article 13 amends as follows: (i) The State and the relevant sectors of the city; (ii) The areas in which the population of the district is located; (iii) Other organizations and individuals accredited by the municipal science and technology administration.” Article 14. Article 15, paragraph 2, reads as follows: Article 16: “The Evaluation Committee conducts an integrated review of the results of the first instance and the review of views based on the focus of the incentives, with secret balloting, and presents the evaluation of the candidates for the project and the hierarchy of incentives”. Article 16, as Article 17, was amended to read: “The Municipal Science and Technology Administration, after the review of the evaluation of the award and the incentive levels proposed by the Evaluation Committee, shall be approved by the Government of the People's Republic of the city's personnel sector”. Article 21, Article 20, as Article 21, amends the following: “The major scientific and technological innovation awards for the City Science and Technology Awards, awards, etc., awards for awards in accordance with the conditions for the declaration of national science and technology awards, which are recommended by the municipal science and technology administration”. Article XII, Article 21, as article 22, amends to reads as follows: “The evaluation expert and the relevant staff shall be subject to evaluation provisions, shall not be contacted separately from the candidate for the award and shall not disclose the technical content and evaluation of the evaluation project; and the relationship between the post-statement incentive project or the organization or the individual's benefit.” Article 22 was deleted. Articles XIV and 23 were amended to read: “Abducting incentives, such as vouchers, theft of others, and by the municipal science and technology administration, with the approval of the Government of the people of the city, withdraw their incentives, recover awards and certificates and make them public in the relevant media”. Articles XV, 24 were amended to read: “The evaluation experts and staff members have a retreat in the evaluation process, infrastructural fraud and other violations of the evaluation provisions, which are governed by the law by their competent authorities; and in accordance with the approval of the Government of the people of the city, the executive branch of the city of science and technology has removed their evaluation expert qualifications”. Articles 16 and 25 were amended to read: “The recommended unit provides false material to assist others in decepting municipal science and technology awards, which are removed by the municipal science and technology administration for the three years and made public in the relevant media”. In addition, the individual language and the order of the articles are modified and adjusted accordingly. This decision is implemented since the date of publication. The Beijing Measuring of Science and Technology, issued by Order No. 93 of the Government of the People of Beijing on 11 April 2002, was reissued in accordance with the amendments to this decision. Annex: Science and technology incentives in Beijing (amending this 2007) (Act No. 93 of 11 April 2002 of the Beijing People's Government issued amending Decree No. 187 of 7 March 2007 of the Beijing People's Government) Article 1 provides incentives for individuals and organizations that have made a prominent contribution in scientific and technological progress activities in this city, mobilizes the active and creative nature of science and technology personnel, accelerate progress in science and technology in the city, promote economic and social development in the capital, and develops this approach in the light of the relevant provisions of the National Science and Technology Approval Regulations. The Government of the city has established the Beijing Municipal Science and Technology Award (hereinafter referred to as the City Science and Technology Award). The municipal science and technology awards are used to reward organizations and individuals that have made a prominent contribution to science and technology innovation and development within the city's administration, with a focus on the technical results achieved in the development sector and in the science and technology development focus areas identified in the Plan of Planning for National Economic and Social Development of the city, the development of joint research and the development of technical results to be applied in this city, ownership of intellectual property or the development of national or international standards. Article 3 Article IV evaluates and awards of municipal science and technology awards and implements the principles of openness, equity and justice. Article 5 is responsible for the organization and management of municipal science and technology awards. Article 6. The Government of the city has established the Beijing Municipal Council for the Assessment of Science and Technology (hereinafter referred to as the Evaluation Committee). A number of professional evaluation committees have been established under the Evaluation Committee to be responsible for the evaluation of the municipal science and technology awards, in accordance with the provisions of this approach. The Evaluation Committee consists of the heads of relevant government departments responsible for science and technology work and experts in the field of industry, which are not less than 50 per cent. The members of the Evaluation Committee are presented by the Municipal Science and Technology Administration for approval by the Government of the city for a three-year term. The various professional evaluation committees are composed of experts in the relevant professional areas, who are identified by the municipal science and technology administration. Article 7. Social forces have established local science and technology awards for this city, and registration procedures should be undertaken to the municipal science and technology administration. The social forces are registered with the establishment of local science and technology awards for this city, and no costs are charged in evaluation, incentives. Article 8 (i) The adoption of original innovation, creativity and the introduction of technological results in re-investment should be used for economic construction and social development, ownership of intellectual property and greater economic benefits or social benefits; (ii) Research on the development of common technologies and key technologies in the areas of products, processes, materials and implementation, with greater economic benefits or social benefits; (iii) Considerable economic benefits or social benefits in the transformation, diffusion and industrialization of scientific and technological outcomes; (iv) Access to greater economic benefits or social benefits in science and technology-based work and socio-public science and technology; (v) The articulation of natural phenomena, characteristics, regulations, academicly new insights, the well-established results of basic research at the national and international academia, which have important value for science and technology development; (vi) Research results play a significant role in promoting scientificization and management of decision-making and in promoting scientific, economic and social coordination; (vii) Research and development of major scientific and technical outcomes by foreign organizations or individuals in cooperation with organizations or individuals in this city; (viii) Complete works that enhance the scientific culture of the public are clearly effective. The following results of article 9 are not covered by the evaluation of the municipal science and technology award: (i) The question of defence, national security and the lack of public results due to national security and confidentiality; (ii) The results being studied and cannot be applied in other areas; (iii) The existence of intellectual property and the results of disputes relating to the completion units and the completion of personnel; (iv) The results of other provinces (ministerial) scientific and technical incentives have been declared. Article 10 provides for an annual evaluation of the municipal science and technology awards, which is awarded by the Government of the city. The provision of incentives is vested in municipal finances. Article 11. Municipal science and technology awards are based on major scientific and technological innovation awards, one such award, two awards and three awards. The total number of projects such as awards, two awards and three awards per year is around 150. Of these, there are no more than 15 awards, no more than 30 awards, and the remaining three awards. The award was $200,000 and the award of $100,000 was awarded, and the award of $50,000 was awarded. Major scientific and technological innovation awards can be awarded to organizations and individuals that complete the achievement of significant economic benefits or social benefits. The evaluation of major scientific and technological innovation awards was decided by the Municipal Science and Technology Administration. Article 12. The number of awards for municipal science and technology awards is not more than 15, while the award is not more than 10, and the three awards do not exceed 6. The awards were ranked by the size of the contribution. Major engineering categories and major extensions are expected to be awarded only to the organization on the basis of a corporate declaration. Options for the municipal science and technology awards are recommended by the following organizations within the city's administration: (i) The State and the relevant sectors of the city; (ii) The areas in which the population of the district is located; (iii) Other organizations and individuals accredited by the municipal science and technology administration. Article XIV professional evaluation committees are responsible for the first instance of the candidate project, which, in accordance with the evaluation criteria and evaluation indicators developed by the municipal science and technology administration, presents the results of the first instance of the incentive project by an average score. Article 15. The results of the first instance of the municipal science and technology awards are subject to a system of appeal. The results of the first instance were published in the media designated by the municipal science and technology administration for 30 days. The findings of the first instance could be reviewed during the reporting period. The executive branch of municipal science and technology organizes expert reviews of the objections to the incentive project, with secret balloting, commenting on the review and submitting the evaluation committee. In accordance with the incentive focus, the Evaluation Committee conducts an integrated review of the outcome of the first instance and the review of views, with secret balloting, and offers evaluation opinions on the candidates for the project and the incentive hierarchy. Article 17, the municipal science and technology administration, after the review of the evaluation of the award and the level of incentives presented by the Evaluation Committee, was approved by the municipality's people's government. Article 18 Article 19 organizations that have received municipal science and technology awards should draw a certain proportion of the benefits from the implementation of the award project and reward the principal completeers of the award. Article 20 winners of the municipal science and technology awards apply to the municipal science and technology plan project, which may be prioritized under the same conditions. Article 21, the major scientific and technological innovation awards, one such award, and the award project, are in line with the state-level scientific and technical awards and are recommended by the municipal science and technology administration. The evaluation expert and the relevant staff shall be subject to evaluation provisions and shall not be contacted separately from the candidate for the award and shall not disclose the technical content and evaluation of the evaluation project; the organization or personal interest of the declaration incentive project in the event of the year. Article 23 gives incentives for misappropriation and for theft of others, with the approval of the Government of the city's science and technology administration, the withdrawal of its incentives, the recovery of awards and certificates and the publication of them in the relevant media. Article 24 evaluates experts and staff members who have misguided, favoured private fraud and other violations of the evaluation provisions by their competent authorities, which are subject to administrative disposition by law; and the executive branch of the city's science and technology, with the approval of the Government of the people of the city, has removed their evaluation expert qualifications. Article 25. Recommended units provide false material to assist others in decepting municipal science and technology awards, which are cancelled by the municipal science and technology administration for the three years and made public in the relevant media. Article 26 Social forces have not been registered and have established local science and technology awards for this city, which are banned by the municipal science and technology administration. The local science and technology awards established by the social forces are registered, charged in the evaluation, incentive activities, forfeiture of the fees charged by the municipal science and technology administration, which can be charged with a fine of up to three times the cost charged; in the case of serious circumstances, the withdrawal of registration. Article 27 of this approach was implemented effective 8 May 2002. The Award for Science and Technology Progress in Beijing, issued by the Municipal Government in 1988, was also repealed. |
