Chapter I General
Article 1. Improving the planning, construction, management and protection of parks, improving the urban ecological environment, promoting the physical and mental health of citizens, and developing this approach in line with the relevant laws, regulations.
Article 2
The park referred to in Article 3 of this approach refers to the opening of the public to fill the main functions and to green areas of ecological, Americanization and disaster prevention, including integrated parks, community parks, specialized parks and green squares.
Article IV is responsible for the management of parks throughout the city administration.
The executive authorities of the district (markets), the greening of parks are responsible for the management of parks in the present administration, in accordance with their responsibilities.
The park administration is responsible for the day-to-day management of the park.
The relevant administrations, such as land resources, planning, construction, urban management and public safety, are governed by parks, in line with their respective responsibilities.
Article 5 The categories and levels of parks are determined and published by the municipal parking greener administrative authorities in accordance with the relevant provisions.
Article 6. Municipal, district (communication), the Government of the District shall incorporate the construction and management of parks into the current fiscal budget and guarantee the development of parked public goods.
The greening administrative authorities should organize the construction and management of parks through marketization and socialization models.
Business, cause, citizens and other social groups are encouraged to participate in the construction, management and protection of parks, including through self-building, financing, donations, recognition.
Article 7. The municipalities, districts (markets), the people of the region have given recognition and incentives to units and individuals that have achieved significant achievements in the construction, protection and management of parks.
Any units and individuals have the responsibility to protect greenfields and facilities within parks and have the right to discourage, suppress and report acts that undermine the park's green areas and facilities.
Chapter II Planning and construction
Article 9. The urban parking greener administrative authorities should prepare park development planning with the urban planning sector, with the approval of the city, district and district governments.
The park and the planning of parked parks have been established and the urban green line control management has been implemented.
Article 10 Governments at all levels should build large, medium-sized parks in accordance with local historical cultural features, and focus on building small parks that are less than five hundred metres.
The construction of new residential areas, the rehabilitation of the old urban areas and the development of new areas must build community parks in accordance with established standards.
On both sides of the urban roads and on the side of the river, there should be conditions for the construction of parks along the surrounding environment.

Article 11. The executive authorities, such as planning, land resources, should exercise strict control over construction projects that may affect the landscape surrounding parks. Where construction project planning is in the vicinity of the park, there is no control of detailed planning, and the views of the greening administrative authorities should be sought in writing.
Any unit and individual may not use the park image to carry out an operationally motivated advertising campaign without the approval of the Greenization Administration.
Article 12. The new construction, alteration and expansion of parks projects are governed by plans developed by municipal, district (communication), district garden greener administrations based on park development planning, reporting on relevant procedures such as planning, construction, etc.
The construction, alteration and expansion of parks projects shall be designed, constructed, treasury units through tendering.
The design of new park construction, alteration and expansion projects should be carried out by design units with corresponding qualifications, and the design of programmes should be in line with park development planning, organized by the municipality, district (market) greener administration authorities to provide advice on the approval of the Government of the city, the district (market).
The construction of new park construction, alteration and expansion projects should be borne by the construction units with corresponding qualifications and be implemented in strict compliance with approved design programmes without undue change. Article 14. The construction unit shall entrust the plant with quality supervision of the park construction works.

Article 16 provides that all types of municipal facilities such as water, electricity, fuel, heat and power in the park should be concealed without disrupting the park landscape.
The facilities such as utilities, pyrethroid boxes, road chairs, service ministries should be adapted to the park function and coordinated with the landscape.
Chapter III Management and protection
No unit or individual shall be allowed to change the geographical nature of the park. Adjustment programmes should be developed to compensate for economic losses and to compensate the land in the near future due to urban planning. Adjustment programmes are subject to advice from sectoral arguments such as planning, parking and forestry, with the consent of the Government of the city, district (commune) to report approval by the same-ranking or its Standing Committees. The construction of temporary parks for urban infrastructure is governed by the relevant provisions.
Article 18 Deforestation, updating, revegetation and screening of trees in the park are governed by the Greening Regulation for Urban Parks in the Metropolitan City.
Article 19 The park administration shall protect the treasury in the park by law. There should be no removal of the trees and the strengthening of the conservation of the trees.
Article 20 should strengthen animal feeding, breeding and protection, engage actively in scientific research, expand scarce and endangered animal species, and introduce, exchange and etc. by law.
Plant and plant parks should strengthen plant scientific research and citation and actively carry out the activities of the Psychia.
Article 21 Conservation management of parks shall select the workforce through marketization.
In article 22, tourists should be civilized parks, escort parked greenfields, protect park facilities, maintain park order and comply with the codes of parks. The following acts are prohibited in the park:
(i) Beaching chairs, booths, etc.;
(ii) swimming, celeste, slide, smelting, etc. in non-designated areas; regional poaching (since) fish in waters is not designated;
(iii) Searching, drubing, inclamation, paper, dumping of garbage and blends, etc.;
(iv) Receiving the fence of parks (walls), lags and nights;
(v) Entrance;
(vi) Excellence activities such as life and b;
(vii) Restructuring, inclination, construction, sing and hard-copy interfaces;
(viii) Recruiting stones, destroying planted trees, burning garbage or other blends;
(ix) Intimidation, surrender, arrest, injury or feeding of animals in non-referrous areas;
(x) Acts of obstruction of public order, such as fighting, alcohol abuse;
(xi) The unauthorized dissemination of publicity, such as advertising;
(xii) Urgent reference to water bodies, the use of water-washing materials, vehicles;
(xiii) Emission of smoke, harmful gases in parks and dumping of waste;
(xiv) Emission of sewage and dumping of toxic substances within park water;
(xv) Other acts affecting the park order.
Article 23 Sanitation of the park shall be in compliance with the following requirements:
(i) Environmental integrity and a United States perspective;
(ii) The integrity of tenure, the absence of garbage, the lack of water, stigma, slogan and cigarette;
(iii) The cleaning of buoys and the quality of water is in line with the standards of appreciation;
(iv) The timely delivery of garbage;
(v) The toilets are responsible for the maintenance of facilities and sanitation.
Article 24 provides for access to buildings and facilities in the park, which are maintained and maintained by the park administration and cannot be used for change.

Article 37 activities such as exhibitions, advocacy, counselling, performance should be carried out in accordance with the nature and functions of the park, uphold the principles of health, civilization, prohibit all types of commercial promotion and advertising campaigns and not undermine the greenization and environmental quality of parks.

Chapter IV Legal responsibility

Article 444 Staff members of the park administrative authorities and park administrations play a role in depriving losses, which are criticized by their units or superior authorities for educational or administrative disposition; abuse of authority, provocative fraud, suspected criminality by the judiciary.
