Chapter I General
Article 1, in order to enhance the management of the results of the mapping, improve the efficiency of the use of the results of the mapping, develop this approach in line with the People's Republic of China Mapping Act, the People's Republic of China mapping results management regulations, the Northern Lakes Province mapping management regulations.
Article 2 uses, preserves, transfers and delivers results in the administration of the province and applies this approach.
The results described in this approach include the following basic mapping results and non-basic mapping results:
(i) Daily measurement, geodesy, satellite geodesy, geodesy data and maps;
(ii) Aeronautical and Space-based remote sensing maps and magnetic tapes;
(iii) maps (including geomorphology, common maps, maps of land, maps of delimitation of administrative areas and other related thematic maps) and their digitalized products;
(iv) Engineering measurement data and maps;
(v) Other relevant geo-information data;
(vi) Technical material relevant directly to mapping results.
Article 3. Provincial mapping administrative authorities are responsible for the uniform supervision of the results of the whole province.
The municipal (state), district (market) mapping administrative authorities are responsible for the management of the harmonized monitoring of the results of the mapping in the current administrative region.
In line with the division of responsibilities among other relevant sectors of the population at the district level, it is responsible for mapping results in this sector.
Article IV. Mapping units shall indicate, in a timely manner, the time period for the mapping of results, in accordance with the provisions of the Department of State, the administrative authorities and the confidential work sector.
Article 5 defines the intellectual property and ownership of results protected by law and any unit and individual may not violate the legitimate rights and interests of all those who map the results.
More than 6 people at the district level should strengthen guidance for the mapping of results applications and establish and maintain a mechanism for sharing results. Units and individuals that have made a prominent contribution in mapping results management should be rewarded.
Chapter II
Article 7. Mapping projects completed in public financial investments should be carried out by the units responsible for mapping the project, in accordance with the principle of decentralized management, to map administrative authorities and municipalities (states), districts (markets) to map results by mapping administrative authorities; and other funds investments completed mapping projects, and project-funded project funds should submit results-based information to mapping administrative authorities at the mapping project location.
Article 8 A copy of the results of the mapping and a directory are not paid.
The provincial mapping of administrative authorities has led to the following basic mapping results within the province's administration area:
(i) The establishment, review and maintenance of national three, four parallel control networks, high-range control networks and spatial positioning networks;
(ii) 1:10000, 1:5,000 countries with basic scale maps, video maps and digital product measurements and updated results;
(iii) The establishment and updating of the provincial base information system;
(iv) Results of the provincial-based air photographs and remote sensing mapping projects;
(v) The Department of State maps the administrative authorities and the provincial people's Government's view that other basic mapping results to be carried out by the provincial authorities in the management and organization of administrative authorities.
The following basic mapping results in this administrative area are managed primarily by the municipal (state), district (market) mapping administrative authorities:
(i) The establishment, review and maintenance of the PACT, the High-range Control Network and the Space Positioning Network, among other things, the following:
(ii) 1: 2000 to 1:500 national base scale maps, video maps and corresponding digital product measurement and updating results;
(iii) The establishment and updating of the results of the current base geographic information system;
(iv) High-level mapping of other basic mapping results commissioned by administrative authorities to manage and organize implementation.
Article 9. Mapping units shall not reject a directory or a copy of the mapping results for any reason whatsoever and shall not be sent to a copy of the results of the painting, derogatory.
Article 10. Foreign organizations or individuals are co-sponsored and cooperated in accordance with the relevant parts of the People's Republic of China or with units of the People's Republic of China, and are authorized to carry out mapping activities within my province's administrative area, either by the Chinese cooperation department or by the unit, respectively, to the national and provincial mapping administrative authorities.
Article 11 presents a directory or a copy of the results of the Mapping Unit, which shall be transferred in a timely manner to the Mapping Unit as a repository of archival information, and the results-based receipt and custody units shall not be used for profit.
A directory and a copy of the results received by the administrative authorities shall be compiled on a regular basis and made available to society.
Chapter III
Article 12. The mapping unit accepts the results of the mapping completed by the commission, with its original mapping information and data, which may be preserved by the mapping unit or may be preserved by the commissioning unit. Mapping information and data maintained by the Mapping Unit shall not be replicated, borrowed, transferred or published without the consent of the delegated authority.
Article 13. The Mapping results-based management unit should establish a system of custody for the sound mapping of results-based information with the necessary facilities to ensure the safety of mapping results information and the introduction of a separate storage system for basic mapping results.
The storage facilities and conditions for mapping results should be consistent with the relevant provisions of confidentiality, firefighting and archives management.
Article 14. No units that have been established at the pre-stigation level shall be authorized by any unit or individual to unauthorizedly replicate, transfer or transfer confidential mapping results. The collection, transmission and expatriation of confidential mapping results must take security measures as prescribed.
Conditional mapping results, which were approved and reproduced, must be managed at the original level.
Article 15. The executive authorities of more than the district level shall monitor the use, management of confidential mapping results by law and report on the results of the inspection to the executive authorities and the confidential work sector.
Article 16 Destruction of confidential mapping results must be considered in accordance with the terms of reference for mapping results management, with the identification of the institutions involved in managing the results of the mapping:
The results-based units within the district (markets) destroyed the results of confidential mapping, which were approved by the executive heads of the district (market);
The results-based units affiliated to the city and the state destroyed the results of confidential mapping, with the approval of the executive heads of the State's business authorities;
The results of the destruction of confidential mapping were approved by the executive heads of this unit by the immediate provincial units, the central presence in the country and the colleges.
Article 17 After the destruction of the results of the confidential mapping exercise, the unit of the outcome should be provided. The destruction of stereotyped results should be made available to provincial authorities.
Chapter IV Provision and use of mapping results
More than 18 per cent of the population's government mapping administrative authorities should actively promote the preparation of public mapping results, encourage the development of public mapping results and promote the socialization of the results.
Article 19 mapping projects using financial funds and construction projects using financial funds should seek in writing the views of the executive authorities for the mapping of the current level prior to approval. The mapping of administrative authorities shall receive feedback from the authorities within 10 days of the receipt of the solicitation material. It is appropriate to map results and to make full use of existing mapping results and avoid duplication of mapping.
Article 20 requires legal persons or other organizations that use the results of the basic mapping in the province, to make clear use purposes and scope, to have relevant evidence that, in accordance with the scope of management of the results of the mapping, as set out in Article 8 of this approach, is to be used by the mapping administrative authorities for the management of the results after the processing of the clearance process.
The mapping of consent by the administrative authorities should be informed, in writing, of the secret hierarchy of results, confidentiality requirements and the requirements for the protection of the right to work.
Article 21, which requires the use of provincial-based mapping results, requires proof and other related materials from the localities, municipal mapping administrative authorities, which are subject to approval by the provincial, self-governing area and the administrative authorities responsible for mapping the results.
Article 2 requires that foreigners be provided or required to access unpublicized results of the mapping, and that they may be made available or used by foreign nationals, subject to provincial mapping of the approval and processing of the provisions. The provincial mapping of administrative authorities should seek the views of military authorities prior to approval.
Other mapping results completed by basic mapping results and financial investments should be made available for policymaking and social public goods by State organs.
In addition to the preceding paragraph, the results of the mapping are governed by the law by a system of paid use. However, the people's governments at all levels and their relevant sectors and the military can use results without compensation for the needs of public interest, such as disaster prevention, mitigation and defence.
In accordance with the law, the use of mapping results is reimbursable, and the use of the user and the project's financial contributor shall enter into a written agreement clarifying the rights and obligations of both parties.
Article 24 prohibits the carrying of unpublicized mapping results. Those who are required to perform work should be reviewed by provincial mapping administrative authorities for approval and technical treatment.
Article 25 Mapping units must strictly implement the technical standards and technical norms established by the State and be responsible for the quality of the results of the measurement system.
Chapter V Legal responsibility
Article 26 violates this approach, and the provisions of the law, legislation and regulations have been punished.
In the second article, the results-based mapping unit, without the consent of the mapping administrative authorities, has been able to change the purpose and scope of the results by warning by the administrative authorities responsible for the management of the outcome, reordering the order and imposing a fine of more than three times the proceeds of the violation, not exceeding $30,000; there has been no proceeds of the offence and a fine of up to 1 million.
Article 28 State staff engaged in mapping administrative management and mapping results management do not perform duties, abuse of authority, corruption, favouring private fraud, are subject to administrative disposition by their units or superior authorities, and criminal liability is a crime under the law.
Article 29 of this approach was carried out from the date of publication on 1 June 2007, while the Government of the Northern Province of the Great Lakes Region, in its Order No. 35 of 12 July 1992, reproduces the management of results in the northern provinces of the Lake.
