The Government of the city has decided to amend the following provisions for the promotion of the development of high-level science and technology parks in Shanghai City:
Article 2
The city has established the High-level Committee for the Management of Science and Technology Parks (hereinafter referred to as the Committee) as a dispatcher of the municipal government and the Philips. The Board is responsible for the approval of investment projects in the park area, basic construction projects, in accordance with the relevant administrative departments, agencies entrusted or delegated authority in the city and the new districts concerned; for the identification of high-technical enterprises, software enterprises, pooled circuit enterprises, high-scale new technologies; for coordinating the day-to-day administration, annual screening and implementation of preferential policies for enterprises in the park area; and for providing the necessary services to enterprises in the park area.
“Observations of parks” in the provisions are revised to the Commission.
In Article 7, paragraph 1, the Urban Information Service was amended to read “The Urban Information Committee”.
This decision was implemented effective 1 May 2007. Several provisions for the promotion of the development of high-level science and technology parks in Shanghai City have been re-published in accordance with this decision.

Annex: Several provisions for the promotion of the development of high-level science and technology parks in Shanghai City (amended in 2007)
(Adopted by the Government of the Shanghai City on 5 July 2001 on the basis of the Decision of the Government of the Shanghai City of 24 June 2004 on the amendment of the regulations and normative documents of the Government of the Shanghai City for the production of chemical dangerous goods, such as the Safety Monitoring of the Management of Chemical Dangerous Goods in the Shanghai City, the first amendment to the Decision of the Government of the Shanghai City of 29 March 2007 on the revision and re-publishment of a number of provisions of the Decision of the Government of the Shanghai City to promote the development of high-science parks)
Article 1
In order to promote the development of high-level science and technology parks, this provision has been developed in the light of the decision of the Central Department of State to enhance the industrialization of technological innovation and the development of high-technical science and technology.
Article 2
The city has established the High-level Committee for the Management of Science and Technology Parks (hereinafter referred to as the Committee) as a dispatcher of the municipal government and the Philips. The Board is responsible for the approval of investment projects in the park area, basic construction projects, in accordance with the relevant administrative departments, agencies entrusted or delegated authority in the city and the new districts concerned; for the identification of high-technical enterprises, software enterprises, pooled circuit enterprises, high-scale new technologies; for coordinating the day-to-day administration, annual screening and implementation of preferential policies for enterprises in the park area; and for providing the necessary services to enterprises in the park area.
Article 3
Enterprises are established in the park area and are registered directly.
In line with the conditions established by the enterprise, the business administration should be completed within three working days.
The law, administrative regulations stipulate that pre-approved approval, the manner in which “business and business, releasing the relevant, and co-approval and time-limits are completed”, and the relevant authorities should process the approval process within five working days.
The application for the establishment of an enterprise may also entrust the registrar of the enterprise to conduct the proceedings.
Removal of the establishment of pre-removal approvals by the municipal authorities and enterprises established by their respective sectors.
Science and technology personnel and managers may apply for the establishment of a science- and technology-based enterprise in the parking area and may apply to the business administration sector on the basis of the relevant personal evidence. Specific operational scope is no longer restricted to STIs.
Article IV
The Board accepted the commission's commission on foreign investment in the parking area and will report the results on the administration sector.
The Board accepts the authorization of the relevant administration sector in this city and approves the in-house projects in the park area.
Article 5
Planning management in the park area is entrusted to the Commission for approval in accordance with the approved detailed planning; in the park area, in the construction area, and in the area of construction, the CMAC is entrusted with approval. The Board shall report the results to the relevant administrative offices in the municipalities and the new districts of Philip.
Article 6
The parks focus on enabling the following high-technical industries:
(i) The industries included in the National High New Technologies Products List;
(ii) Biomedical industries;
(iii) Information industry;
(iv) Other industries provided by the Government of the city.
Article 7
The identification of high-technical enterprises in the park area, software enterprises, pooled circuits, high-technical results-transfer projects has been coordinated by the Commission, such as the Municipal Council, the Urban Information Commission and the City High-level New Technologies Business Determinants. The Board conducts the identification process in accordance with the principles of adherence to the criteria and efficiency, simplification of procedures and facilitation of business, and will identify the results to be presented to the relevant administrative departments, institutions.
The municipal administration authorities, institutions oversee the Commission's identification and issuance of documents, and the determinations that are incompatible with standards or requirements are entitled to be withdrawn.
Article 8
The following preferential policies are available in the area of parking in connection with municipal administrations, institutions or business and projects identified by the Committee:
(i) The State and the city's preferential policies to encourage technological innovation;
(ii) National and present municipalities' preferential policies to encourage the transformation of scientific and technological results and industrialization;
(iii) The State and the city encourage preferential policies in the software industry and in the form of the electrical industry;
(iv) Relevant preferential policies for SME development in the city.
Article 9
Enterprises in the park area are governed by the law by autonomous operators, self-owners, autonomous distribution and self-sufficiency.
Scientific research institutions in the park area can autonomously establish job responsibilities and terms of office, in accordance with development needs, for professional technical positions, and for the self-employment of professional technical functions.
Article 10
A statutory obligation should be assumed for enterprises in the park area, and the relevant administration should be informed in writing.
The legal obligations to be assumed by the enterprise may be committed or guaranteed by the enterprise itself to the relevant administration and the corresponding legal responsibility.
Article 11
Quality-technical oversight, drug surveillance management can be legally documented to monitor, inspect and test the product quality of enterprises in the park area in accordance with the law.
The executive branch shall carry out inspections and supervision of enterprises in the park area in accordance with the law and shall notify the relevant businesses in advance of 15 working days, and coordinate arrangements with the Commission.
The executive branch conducts annual inspections of enterprises in the park area in accordance with the provisions of the law, administrative regulations and shall be coordinated by the Commission.
Article 12
An enterprise pay registration card system was introduced in the park area.
When the fees are charged to the enterprise, legitimate documents such as the Fee Licence (concluded) should be presented and, on a case-by-case basis, the Register of Business Payments in the Shanghai City. The fee unit does not produce the Fee Licence and does not complete the Register of Business Payments in Shanghai City, and the enterprise has the right to refuse payment.
Article 13 (Intermediation services)
The parking area should improve the system of brokering services by providing a variety of brokering services, such as technology innovation and the transformation and industrialization activities, consistent with international practice and national norms, technology, market marketing, information, talent, finance, financial, standards and measurement, patents, laws and public evidence.
Intermediation services should increase the level of technical transactions, technology property transactions, technology brokering, technical advice, intangible asset assessment, technical investment advice and technology evaluation services.
Article 14.
National and foreign professionals are encouraged to engage in scientific research projects development and results-based transformation.
Streamlining the clearance process for enterprises in the park area for public departures. Policies relating to major projects such as technological innovation and the transfer of scientific and technological results and industrialization should be prioritized.
Article 15 (Protection of intellectual property)
Enterprises in the park area are encouraged to develop technology with autonomous intellectual property. Enterprises are encouraged to contribute quite emoluments or dividends to inventors, designers, authors and key implementers of intellectual property.
Technical innovation and the transfer of scientific and technological results and industrialization activities in the park area should be governed by laws, regulations and international treaties, agreements to which my country is a party or has signed.
A special incentive fund was established in the parking area to encourage businesses to actively apply for patents and to promote the industrialization of patent projects.
Article 16
Entrepreneurship investment institutions are encouraged by domestic and foreign institutions in the parking areas.
Enactment and exit mechanisms for venture investment funds are encouraged in enterprises in the park area.
Enterprises in the park area are encouraged to undertake technical, property transactions.
Article 17
The executive branch and other units are prohibited to require businesses in the park area to participate in various forms of inspections, ratings, and to prohibit the payment of fees to enterprises in the park area in any name.
Article 18
The Board shall make a presentation on the basis, content, conditions, procedures, time periods and the full material required and the model text of the application.
The applicant requests the Board to provide clarifications and explanations of the content, and the Board should provide accurate and reliable information.
Enterprises in the park area may lodge a complaint to the Committee if they are not in compliance with this provision or that preferential treatment should be enjoyed.
Article 19
This provision applies to enterprises in the area developed.
The Commission and the relevant departments may establish the rules for implementation in accordance with this provision.
This provision has been implemented since the date of publication.
