Article 1. To enhance the management of civilian buildings, reduce the use of buildings, increase efficiency in energy use, promote economic and social sustainable development in my city, and develop this approach in line with the provisions of relevant national laws, regulations and regulations.

Article 3. This approach refers to activities aimed at reducing energy consumption through the implementation of construction-based energy efficiency standards in the planning, design, construction and use of buildings.
Article IV. The establishment of administrative authorities in the city is responsible for the supervision of the construction section in this city. The city-building administrative authorities may entrust the municipal construction section management with specific work to oversee the management of the city's construction section.
The establishment of administrative authorities in each district (market) is responsible for overseeing the management of buildings in this administrative area.
The relevant sectors such as development and reform, the economy, finance, planning and premises, in line with their respective responsibilities, are managed in a coordinated manner.
Article 5 The construction section will be designed specifically by the construction of administrative authorities in the city, district (market) to organize implementation.
Article 6. The Government of the city has established economic incentives for the advancement of buildings, encouraging pluralism, multimodal investment construction and renovating existing buildings.
Article 7 The specific approach was developed by the city-building administrative authorities with the municipal financial sector.
Article 8 encourages the development of scientific research and technological developments in construction festivals, and promotes the development of renewable energy sources by making use of energy-efficient technologies, materials, products, equipment. Emphasis is placed on the development of the following building energy technologies and products:
(i) Reservations, heat technologies and materials for new sections of power walls and roofs;
(ii) Safeguarded hot and closed technologies with windows;
(iii) Focusing on heating and heat, electricity and refrigeration technologies;
(iv) Technology and devices for heat heating systems for temperature regulation and subsector heat measurement;
(v) Renewable energy applications and equipment, such as solar, geothermal;
(vi) The construction lighting section can design and produce;
(vii) Acquired refrigeration technologies and products;
(viii) Other technology mature, effectiveness and energy management technologies.
Article 9. Construction materials, products, equipment and technology used in construction works should be in line with the standards of State buildings and the requirements for the regulation of the relevant construction sections. The use of construction materials, products, equipment and technology for phase-out of national orders is prohibited.
Building lighting works should have reasonable choice of lighting standards, lighting, methods of control and the full use of natural lights, select energy-efficient products, reduce the cost of lighting and improve the quality of lighting.
The construction, alteration and expansion of construction works should be carried out in accordance with the standards of building energy promulgated by States and provinces; the construction should be phased out in accordance with the standards of architectural energy and related technical requirements.
Article 11. Newly constructed, modified and expanded buildings should be installed by subsectors using measurement devices and indoor temperature management devices.
Article 12 Construction engineering projects require the preparation of feasibility studies and should establish a dedicated section.
In reviewing town-specific planning and construction design programmes, the urban planning administration authorities should take into account the requirements for energy use and construction in a comprehensive manner in the areas of construction, jeopardy, and greenization.
Article 14. The construction units shall entrust the design, construction and treasury of the construction projects in accordance with the requirements of the standard and technical norms of construction, and shall not be able to design the documentation without any reason requiring the design of units, construction units to reduce the standard of efficiency in the construction section.

Article 17 The construction units shall be constructed in accordance with the requirements of the review of the qualified design document and the standard of efficiency of the construction. The construction technology programme should establish a dedicated chapter of the construction section.
Article 18 The POI should establish a dedicated chapter on the quality of construction of buildings.
Article 19 The construction quality monitoring body should enhance oversight of the implementation of the standards of the construction section and provide specific oversight observations on the efficiency of the construction section in the proposed quality monitoring report.
Article 20, when the construction units were completed, should be accompanied by the implementation of the construction section and the performance of the construction of the construction of the construction of the construction of the construction of the engineering inspection report, which indicates the content and receipt of the construction section.

Article 26 Construction units, design units, construction map review bodies, construction units, treasury units are not subject to this approach and are not penalized in accordance with the provisions of the relevant laws, regulations, such as the construction law of the People's Republic of China, the construction of the quality management regulations.
Article 27 may apply to administrative review or administrative proceedings in accordance with the law.
Article 28 builds the staff of the executive authorities and the construction management structure, and performs duties, abuse of authority and provocative fraud in the course of the management of the construction section, and provides administrative disposal in accordance with the law; constitutes an offence and is criminally criminalized by law.
