(The 40th ordinary meeting of the Government of the Turkmen Republic of 13 March 2007 considered the adoption of the Decree No. 73 of 13 April 2007 of the Government of the Turkmen Republic of 20 May 2007 (Act No. 73 of 13 April 2007)

Article I, in order to enhance the protection of the treasury trees and the follow-up resources of the archaeological trees in this city, develops this approach in line with the relevant laws, regulations and regulations, such as the Urban Greenization Regulations of the Department of State, the Quick City Greenization Regulations.
Article 2 of this approach refers to trees of more than 100 years of age.
The trees described in this approach are the following trees:
(i) The logic and rare;
(ii) Significant historical values or observances;
(iii) Significant scientific research values.
This approach refers to the post-conflict resources of the trees aged up to 100 years.
Article 3 protects the protection of the archipso and lobbi resources in the urban planning area of this city.
Article IV. The Greenhouse Administrative Authority of the Municipal Plan is the competent authority for the management of the archipso trees and the follow-up resources for the conservation of the urban planning area. In the district (community) area, the Greenhouse Administrative Authority is responsible for the management of the archipso trees and the successor resources of Guang trees in the urban planning area of the District (market) and is operationally guided by the municipal greening administrative authorities.
The management concerned, such as planning, construction, agriculture, municipalities, water, environmental protection, national religion and tourism, works in line with their respective responsibilities.
Article 5
Any units and individuals have the obligation to protect the follow-up resources of Guang trees and Gu trees and their protection facilities, and have the right to stop, prosecute and prosecute damage, destroy the archipso-up resources and their protection facilities.
Article 7 provides incentives to units or individuals whose follow-up resources for the conservation of ancient trees and ancient trees are significant.
Article 8. The Green Greenhouse Administrative Authority shall delineate the scope of protection of the successor resources of Guang trees and Guang trees, in conjunction with the relevant sectors such as planning:

Article 11

The custodians may be conserving themselves or may also be entrusted with the conservation of the units of the greenification of conservation qualifications or individuals designated as specialized technical functions for the greening of forests.
Article 12

Article 13

Article 14.
Constraints or individuals that bear the costs of conservation may apply for the conservation grant to the greening administrative authorities in the district (market) area. The provision for conservation subsidies should be earmarked for the conservation of the funds used for the follow-up to the Gu trees and trees.
Article 15. Governments of municipalities, districts (markets) should establish specific funding for the conservation, rescue, rehabilitation, protection of facilities, maintenance, and scientific research, advocacy and incentives for the conservation, promotion and protection of the rights of Guang trees and the follow-up resources.
Article 16 encourages units and individuals to participate in the conservation of archaeological trees and the follow-up resources. Units and individuals that contribute to, identify trees and follow-up resources for trees can enjoy a certain time-bound commitment in the Skills and Guang trees follow-up resource protection brands.

Article 17 prohibits:

Article 20 prohibits deforestation, the unauthorized removal of vegetation trees and the follow-up resources of gu trees.
In the light of special needs, it is necessary to relocate the vegetation trees and the follow-up resources of the trees, which should be submitted to the authorities of the Greenization Administration in the zones (markets). The Greenhouse Administrative Authority of the District (market) shall submit a review opinion within five working days of the date of receipt of the request and report on the review of the municipal parking greener administrative authorities. The greening administrative authorities should organize expert arguments, hearings, and provide a review of 10 working days after the receipt of the review opinion, and inform the Government of the city for approval.

The cost of transplanning and chewing resources and conservation costs within five years of revegetation are included in the construction price and are borne by the construction units.
Article 21
(i) Because of (focused) infrastructure construction or focus construction projects are indeed unable to avoid affordability or to avoid excessive costs;
(ii) Transplanation programmes are feasible and the technological maturity of the transplant;
(iii) The cost of transplanation and subsequent maintenance has been implemented.
Upon approval of the resupply of vegetation, the transplanants should take effective measures to ensure a one-year life cycle, with the exception of deaths due to force majeure factors.
The following documents should be submitted in conjunction with Article 22, paragraph 1, of the Convention:
(i) Applications;
(ii) The logo for the approval of the trees (contacts);
(iii) Construction of project approval documents;
(iv) Transplanation programmes, including transplanatory technologies, transplant units and transvegetation, and conservation costs.
Article 23 of the trees and the follow-up resources of Guangroves occur in pests, or are man-made and naturally injured, with a clear loss of life and endangered symptoms, and the constituency should report in a timely manner on the greening administrative authorities of district (market) parks.
In the two working days after the receipt of the report by the Regional Greenification Administration authorities of the District (market) and reported to the City Greenerization Administration authorities, experts and technicians were organized within three working days of the report, and measures were taken to re-establish and rescue the Guang trees and the follow-up resources.
Article 24 Deaths of the Guang trees and the follow-up resources of Guangroves should be reported on time by the custodians of the greening administrative authorities in the zones (markets).
Following reports received from the District (market) Greenification Administration authorities, timely reports should be made of the municipal parking greener administrative authorities, which should investigate, verify and identify the reasons for clear responsibility within 10 working days; and the write-off of the death and the timely submission of the results to the commune.
The death of ancient trees and the follow-up resources of Guangroves, without confirmation by the authorities of the greening of parks, no unit or individual shall be left behind.
Article 25
The executive authorities in the area of greening in the district (market) should identify specialized personnel responsible for the management of the management of archipso trees and the follow-up resources of Guang trees, the state of life, conservation, etc., on a regular basis, and, within 10 working days of the inspection, recording of the results of the inspection, the executive authorities of the greening of the plant, as set out below:
(i) At least six months of the trees;

Article 26, in violation of article 13, paragraph 2, 23, paragraph 1, and article 24, paragraph 1, of the scheme, is being corrected by an administrative authority responsible for the greening of an administrative authority and imposes a fine of up to $50 million for the unit, with a fine of up to $50 million.

Article 28, in violation of article 17, paragraph 2, and article 18 of this scheme, is subject to a fine of 200,000 dollars for the Greenhouse Administrative Authority in the form of a fine of more than 50 million yen; causes damage to facilities and compensation in accordance with the standards of greenfield facilities; causes serious consequences, resulting in damage to or death of archaeological trees, imposing a fine of 200,000 yen; constitutes an offence and criminal liability.
Article 29, in violation of article 21, paragraph 2, of the scheme, resulted in the death of treasury trees by fines of 200,000 dollars per parking Greenhouse administrative authority; resulting in the death of the archaeological follow-up resources and fines of up to 1 million dollars per strain by the Greenhouse Administrative Authority.
Article 33 The Greening Administration and its staff are not governed by the law, play negligence, abuse of authority, provocative fraud, and are governed by the law by their units or superior authorities; and criminal responsibility is lawful.
Article 31 protects the protection of archipso trees outside the urban planning area and the follow-up resources of the tropolitan administration, which may be implemented in the light of this approach.
Article 32 of this approach is implemented effective 20 May 2007.
