Chapter I General
Article 1 provides for the maintenance of a high road traffic order, the prevention and reduction of traffic accidents, the security of personal security and the property of citizens, legal persons and other organizations, the development of this provision in line with the provisions of the People's Republic of China Road Traffic Safety Act, the Northern Province of the River, and the implementation of the provisions of the National People's Republic of China Road Traffic Safety Act.
Article 2 Drivers, carers and other units and individuals involved in highway transport activities in the administrative areas of the province must comply with this provision.
Article 3. Highway traffic safety management adheres to the first and foremost approach to safety, and is guided by the principles of law, openness and efficiency.
Article IV
The Government of the Provincial People's Government's Highway Transport Administration (hereinafter referred to as the Senior Highway Transport Administration of the Provincial Public Security Authority) is mandated to work specifically in the management of the transport order of the Highway, transportation accidents, security management and the disposal of criminal cases.
The relevant sectors such as public security, transport, safe production regulation, environmental protection, material prices and meteorology along the Highway should be provided with the required responsibilities for the safe and expeditious road traffic.
Article 5 Highway transport management of the provincial public security authorities should conduct regular inspections of the traffic safety conditions of the Highway with the provincial Highway Authority. Improvement measures are taken by the relevant units, as required, to detect traffic accidents.
Highway has a significant traffic safety hidden and the provincial public security authorities should be informed on a timely basis of the relevant sectors and report to the Government of the province.
Article 6 should strengthen scientific research and use advanced management methods, technology, equipment. Highway transport facilities and related resources should be shared.
Chapter II
Article 7. In addition to personnel and specialized vehicles, machines for highway conservation operations, road administration, failure to clean, accident rescue, etc., garners, non-mocile vehicles, low-removal vehicles, three trucks, trailers, wheeled machines, rotary-specific machine vehicles, hiding passenger vehicles, trawl trucks, trawls, test vehicles and other motor vehicles that are less than seven hundred kilometres at the highest level, shall not enter the Highway.
Article 8. Mobile vehicles entering the highway must be in line with national security technical standards and equipped with a failure-of-country-compliant vehicle warning mark and qualified firearms.
Prior to the highway on motor vehicles, the driver should check the vehicle's tyres, fuel, lubricants, switches, sensors, lights, extinguishers and warning signs and ensure full effectiveness.
Article 9. Mobile vehicles entering the Highway should be equipped with security belts in accordance with national standards.
The motor vehicle driver and the motor vehicle should use safety belts as prescribed.
Article 10 motor vehicles moving at a highway rate shall not exceed rapid, superman or overload.
The passenger motor vehicle shall not be in breach of the provision.

Article 11
(i) To conduct ultra-removal or dangerous cargo transport passes to the provincial public security authorities, and to escort the vehicle;

Article 12. The motor vehicle shall be routed in accordance with the required vehicle and at a time.

Article 17, when a warning mark is set at a highway, should be taken along the emergency road or side by side.
It is prohibited to replace the mark with other items or symbols.
Article 18
(i) The provisions of article 16, paragraphs 2, 3;
(ii) A warning mark for 100 and 2100 metres in the course of the vehicle;
(iii) Immediately report police stations and assist in the clean-up of vehicles by targeted units;
(iv) Restructuring businesses on near-moded motor vehicle repairs, owing to the inability to trace the need for repair within the vehicle.
Article 19, when a motor vehicle reaches a highway is blocked by pre-hand transport, vehicle parking units, etc., or slowly moving, should be waiting, reaching and opening dangerous alert lights. No vehicles may be installed or parked in emergency trucks, route.
In addition to the relevant laws, regulations and provisions, the motor vehicle shall not be parked on the highway, downloaded or dumped.
Article 21 Drivers have reached four hours of continuous driving vehicles at highway and should be parked and each parking rest should take over 20 minutes. The time taken for the driver to drive a motor vehicle within twenty-four hours shall not exceed eight hours.
Chapter III Safety and security of transport
In addition to the implementation of urgent public service by the people's police of the public security authorities, any unit or individual may not intercept the vehicle at the highway.
The Highway Traffic Police found that, in the event of a traffic safety offence for vehicles moving on the Highway, the driver should be given immediate redress or the vehicle being directed to the safe areas of highway exports, levies, service areas.
The staff of the highway fee station should be discouraged from returning vehicles and personnel who enter the highway under the relevant laws, regulations and present provisions. For forced access to a highway, police stations should be reported in a timely manner, to be dealt with by the provincial public security authorities in highway transport management.
Article 24 Highway management bodies and highway management units should collect, in a timely manner, data and information related to highway traffic safety, using the Highway entrance and the establishment of transformative information templates, signals, etc. facilities, and be made available to the provincial public security authorities for the use of high-quality road transport management.
Article 25, when there are major traffic accidents, natural disasters, snow ices, low-seeable weather conditions, highway repairs or sudden public incidents affecting vehicle safety, the provincial public security authorities are able to take, as prescribed, transport control measures such as road traffic restrictions, transport roads, suspension or closure of highway roads. Highway operators should take appropriate measures in a timely manner, in accordance with the provisions on road regulations, and assist the Highway Transport Police to evacuate traffic.
Article 26, following a decision to temporarily interrupt the movement, close the highway or resume movement and open the highway, the provincial public security authorities' transport command agencies should immediately notify the Highway Transport Management Unit, inform the Highway Highway Authority and promptly send transport police officers away from the site, evacuate vehicles and maintain transport order.
Upon notification of the closure of the Highway, the Highway Management Unit should immediately notify the charging station for the timely closure of the highway entrance and the export of the services area.
In adopting and eliminating transport controls that temporarily interrupted the passage or closed the highway, the provincial public security authorities should immediately use the media, such as radio stations, information help desks, to issue information; the Highway operation units should immediately utilize the information generated at the Highway entrance and along the routes.
Article 28 provides a safety escort network or a high level of escorts across the bridges across the highway, as well as those that are able to access the facilities.
Transport safety facilities such as highway traffic signs, mark lines should be maintained. The destruction or unauthorized movement and the relocation of highway traffic safety facilities are prohibited.
The trees planted on the two sides of the Highway, the advertised brands or the routing and other facilities that crossed the highway, shall not be allowed to block the traffic mark, impede the safety gap or affect the safety of vehicles.
Article 33, when road construction and conservation operations are conducted on a highway, should be carried out in accordance with national standards, in accordance with regional traffic safety controls, using anti-ray cone and silo lights. Article 31 does not carry out activities that affect the safety of transport, including through the use of highway sites.

Article 32 governs the management of highway policing and the first disposition of criminal cases, which is developed separately by the Government's public security authorities.
Article 33 is required to investigate the cases of fugitives and traffic accidents, and the provincial public security authorities have access to highway traffic offices, mobile vehicle maintenance enterprises and other units and individuals to replicate information. The units and individuals concerned should be assisted and provided in a timely manner.
Article 34 Highway operators should actively create conditions that facilitate the safe management of premises for highway traffic.
Chapter IV
Article XV Highway transport management of the provincial public security authorities should establish an intermodal movement mechanism for highway traffic accidents, with the relevant departments and units, and develop major road traffic accident emergencies.
After a major traffic accident on the Highway, the relevant sectors and units should be coordinated with each other, in accordance with the terms of the required responsibilities and emergency prestiges, to expedite accident processing and rescue.
The medical emergency response units designated by the public safety fire and the provincial public security authorities along the highway road traffic management must be established in accordance with the required responsibilities and the provisions of the Highway major traffic accident emergency response scenarios, to establish the emergency relief work programme of the Unit, to identify personnel and vehicles responsible for emergency disposal tasks and to reserve appropriate equipment, equipment and other supplies.
After receiving a warning of high road traffic accidents or receiving information, the public safety fire and medical first-aid units must immediately be removed from the accident site and promptly rescue. There is no reason to delay or to push for precision.
Article 37, after a traffic accident at a highway, shall be subject to the following provisions:
(i) Immediate parking, reporting and rescue of wounded;
(ii) The provisions of article 16, paragraphs 2, 3 and 18, paragraph 2, of this article;
(iii) To protect accidents on the ground and to cooperate with the Highway Traffic Police to handle accidents.
In the wake of a high-speed road traffic alert by the provincial public security authorities, transport police officers should be deployed to carry out on-site raids and clean-up on-site organizational work and to rehabilitate transport as soon as possible.
The following provisions should be observed:
(i) The installation of branding lights by prescribed vehicles, the apparent mark of the spraying and the continuing opening of a mark light and dangerous poster light lights at the operational level;
(ii) Operational personnel are strictly operating according to operational disciplines through anti-satellite work;
(iii) On-site organizations, movement control movements of the Highway Traffic Police and, within the prescribed time frame, the evacuation of accident vehicles.
Article 40 found that high road traffic accidents were carried out in accordance with the relevant provisions of road safety laws, regulations and regulations.

Chapter V Legal responsibility
Article 43 contains one of the following acts by the Highway Traffic Police, which is governed by the law, which constitutes an offence and is criminalized by the judiciary by law:
(i) No fines collected under the law shall be paid in the sum of the contributing State;
(ii) Use of posts to facilitate the receipt of property belonging to others;
(iii) The collection of fines at the same time does not result in a fine collection, which is not the result of the actual completion of the fine or the imposition of a payment incompatible with the provision of a fine;
(iv) Excellence of law enforcement, in favour of private fraud, in the use of authority to harass and revenge others;
(v) The unlawful seizure of vehicles, vehicle number, route, driver's or the seizure of vehicles, vehicle number, pass, driver's certificate, and the driving certificate shall not be delivered as prescribed;
(vi) Failure to perform statutory responsibilities resulting in traffic accidents, highway blocks or other grave consequences;
(vii) Other violations of the provisions of the law, regulations.
Article 444 Highway traffic management and its transport police should be promptly corrected and administrative sanctions are imposed in accordance with the relevant laws, regulations and regulations.
In carrying out administrative penalties duties by the Highway Traffic Police, the parties whose traffic safety is minor and without affecting the passage of the highway shall be removed after the offence is indicated and given an oral warning. The imposition of a fine of up to 2,000 dollars under the law may take administrative sanctions decisions at the time.
The Highway Traffic Police shall notify the parties that are required to pay a fine in accordance with the law, the time period, place and other related matters. The payment of a fine by the licensor to the designated bank is difficult, and the person has been sentenced to the punishment to submit that the transport police may collect a fine at the time, but the reasons for the collection at the time taken on the basis of the administrative sanctions decision should be taken.
Article 46, in violation of articles 20 and 31 of this provision, is a warning by the provincial public security authorities of the Highway Transport Administration or a fine of over 50 yen and 2 million dollars, which constitutes a serious offence and is criminalized by the judiciary by law.
