Article 1 regulates the registration of the population, guarantees the legitimate rights and interests of the population, preserves the order of social security and social stability, enhances the level of decision-making in social management, and develops this approach in line with the relevant laws, regulations, such as the Southern Province of the River.
Article 2, this approach applies to persons who are temporarily residing within the city's area, without including the streets.
This approach is not applicable to foster readings, visitors, travel, medical and tourists.
Foreigners, stateless persons and ports, Macau, Cyclones, Aliens in the city area are administered in accordance with the relevant provisions of the State.
Article III governs the release of population registration and upholds the principles of openness and efficiency.
Article IV, city, area (unless of the streets) is the public security authority responsible for the suspension of population registration management. The Public Security Officers are specifically responsible for the suspension of population registration and perform the following duties:
(i) Secrete registration of the population, issuance, change, collection and write-off of residence cards;
(ii) Regular checks of the registration of temporary persons and the promotion of the rule of law education for temporary residents;
(iii) The establishment of a management system for the protection of the population, the establishment of a population file within the Territory, the regular conduct of population statistics and the improvement of the management of the population in the Territory;
(iv) Examination, supervision of the relevant units and responsibilities for the implementation of the responsibility and measures to register the population.
The relevant sectors, such as labour and social security, population and family planning, education, business, tax, real estate management, should, within their respective responsibilities, cooperate with the public security authorities in the process of temporarily registering the population.
The street offices, the communes (communes) and the People's Council (Leal) should assist the public security authorities in the conduct of the population registration process.
Article 5 of the Public Security Agency's establishment of a temporary population registration station and the establishment of a temporary population registration point in accordance with the conditions of residence of the population, is responsible for receiving the application for the suspension of population registration and providing services to the population.
Regional public security authorities may hire temporary population consortia to assist public security officers in their physical registration and daily management. The requirements for the recruitment of temporary population constituency officers are vested in the finances of the people of the region.
The WCPU has given priority to the employment of unemployed persons in this city, with specific employment, appraisal and management methods developed by the municipal public security authorities.
Requirements for the management of the population are included in the same Government's financial budget, which should be allocated in a timely manner.
Article 7. Municipal, regional public security agencies and public security offices should use advanced management tools to increase the level of population registration management.
Sections such as public safety, business, tax, real estate, population and family planning, labour and social security, education should establish information-sharing systems to achieve information-sharing.
The public security authorities should keep the population registration briefs to the sectors such as real estate, tax, education, population and family planning in a timely manner.
Real estate management should keep home rental registration briefs to public security, business, tax, population and family planning.
Public security authorities should be briefed in a timely manner on the discovery of the absence of a home lease registration file in the business registry, the business sector in the processing of business registration, and the tax administration in the tax administration.
Article 9. The legitimate rights and interests of the population are protected by law and no unit or individual shall discriminate against the population.
In the event of a violation of the legitimate rights and interests of the population, the right to submit to the relevant authorities and the temporary population registration stations, point reports or complaints. The relevant departments and temporary population registration stations should be dealt with in a timely manner by law.
Article 10. The temporary population shall receive a residence certificate in accordance with the time frame set out in the Southern Province for the suspension of the population management regulations.
Registration of accommodations in hotels is administered in accordance with the requirements for the management of the hotel industry.
Article 11. The declaration of suspension of registration shall be governed by the following provisions:
(i) Accreditation and provision of accommodation by a unit to be declared by a user unit;
(ii) Individual commercial and industrial candidates for temporary accommodation and accommodation are declared by the employer;
(iii) A temporary resident who rents the house, to be operated by a renter;
(iv) Other temporary assistance personnel are declared by themselves.
Article 12. The declaration of suspension of registration shall be submitted to the resident identification card of the temporary person. It is also necessary to receive a residence permit and to submit two copies of the recent standard photographs of the permanent personnel.
In addition to the material submitted in the previous paragraph, a housing rental certificate shall be presented.
The declaration of the suspension of population registration is in accordance with the provisions of the preceding paragraph, and public security officers should register the names of the population at the time of registration, the date of birth, the place of the permanent household, the number of citizenship documents, the place of residence, the reasons for the suspension and the residence certificate of the unified format.
Article 13 Changes in the temporary residence address should be made in the form of a temporary registration change from within 7 days of the date of the change of the address to the later date. The original residence certificate is in force until the change is registered.
Article 14. In addition to the legal exercise by public security authorities, no unit or person shall be inspected, seized of the residence certificate of the person.
Article 15. The suspension of the registration of officers by public security officers shall not be charged. The person must receive a residence certificate and shall pay the work expenses in accordance with the relevant provisions of the State, the province.
Article 16 states that the renter of the home shall guarantee the security of the house and keep the rented house regularly safely checked and implement safety precautions.
Article 17: The owner shall register the name, type and number of the lessee, in accordance with the relevant provisions, and shall not be allowed to rent the house to the temporary residence of the undocumented. It was found that temporary persons were suspected of criminal offences and that public security authorities should be reported in a timely manner.
The renter of the house should sign a book of security responsibility with the public security service. The Public Security Service should establish a monitoring appraisal mechanism for house rentalrs to perform policing responsibilities.
Article 18 The National Commission for the Rehabitation of the Population (Chief of Village) should strengthen the defence of the security, promote the exercise of the security responsibility of the house's renters and assist in the management of the registration of the population by public security officers.
Article 19 Staff members of the Public Security Agency, the Public Security Service and the Population Registration Station, at the time of the suspension of the registration of the population, shall be subject to the administrative, civilized law enforcement and provide quality services for the temporary population and receive oversight.
Article 20 of the Human Rights Unit, the Individual and Commercial Devices are not registered as requiring the release of the population, which is being ordered by the public security officer for a period of time and is being warned; the time has not been changed and fined by $50 per person.
The renter of the house would be rented to persons without identity documents or would not register the name of the lessee, the type and number of identification documents, with a fine of more than 500 dollars.
Article 21, Public security authorities, public security police stations and temporary population registration stations, pointed staff, in the context of the suspension of population registration management, favour private fraud, abuse of duties, negligence, bribes, violations of the legitimate rights and interests of the temporary population, are treated in accordance with the law, and criminal responsibility is held by law.
In the course of the suspension of population registration and day-to-day management, WCPU has been subjected to unlawful misconduct, violations of the legitimate rights and interests of the temporary person, which are dealt with by public security officers or by public security authorities.
Article 2
Article 23 (Central) and the suspension of population registration in the streets are implemented in the light of this approach.
