Article 1, in order to strengthen defence traffic and to guarantee the safe passage of defence in special situations of wartime peace, establishes this provision in the light of the National Defence Transport Regulations and relevant laws, regulations and regulations.
Article 2 engages in defence traffic within the territorial administration and must comply with the Defence Transport Regulations and the relevant laws, regulations and provisions.
This provision refers to the railways, roads, waterways, aviation, pipelines, postals and telecommunications services that serve defence.
Article 3. The Regional Office for more than veterans is the local defence transport authority, under the leadership of the People's Government and the Defence Mobilization Commission, responsible for defence traffic in the present administration.
Industrial management responsible for railways, roads, waterways, aviation, pipelines, postals and telecommunications are transport management responsible for the defence transport of the system.
Business units that are responsible for defence traffic tasks should perform their duties in accordance with the law and be able to work in defence transportation.
Article IV. The Government of the people at the district level should include defence traffic costs in the current financial budget.
Enterprise units that are responsible for defence traffic tasks, implementation of the management, training, performance requirements of the militia's transport security forces, inclusion in local government militias' service arrangements, provision of defence transportation security missions, and provision of assistance in the budget of the secured units.
The construction of the defence transport engineering facility, which is assumed by the enterprise unit, provides for tax relief in accordance with national provisions.
According to the National Defence Traffic Safety Plan, provincial defence transport authorities have organized provincial and military authorities to develop provincial defence traffic safety plans and to seek advice from the above-level defence transport authorities, which are approved by the Government.
The defence transport authorities in the State (markets), districts (markets, districts) organize, as required by the superior defence traffic safety plan, the relevant departments and military authorities of the current Government develop defence traffic safety plans in the administrative area, seek advice from the above-level defence transport authorities, report to the Government of the people at this level for approval and report to the defence transport authorities at the highest level.
The defence transport security plan has been revised every five years, with special circumstances that may be either advanced or postponed, and approval, filing procedures are implemented in accordance with the provisions of the preceding paragraphs.
The defence transport construction planning has been developed by provincial, state (community), district (commune, district) defence transport authorities, and is integrated into the planning of economic and social development of the people's government at this level, following a comprehensive balance with the transport management.
Article 7 provides for the construction of defence transportation construction projects and the development of defence requirements, which should be agreed by provincial defence transport authorities.
Article 8 provides for the scope of the State and the construction of the National Defence Transport Engineering Facility project and the implementation of the defence requirements project, its feasibility study review, design identification (review) identification and completion of the inspection, with the consent of the provincial defence transport authorities; and the national defence transport authorities responsible for the clearance and processing of the relevant national provisions:
(i) Railway construction projects;
(ii) National border road construction projects;
(iii) Major bridges, critical terminals, important tunnels, passenger transport hubs;
(iv) Airport construction projects;
(v) The mail treatment centre, the Principality of the Public Communications Network and the transfer of dry-line construction projects over the second-tier length;
(vi) Other important construction projects related to defence transport.
Article 9. Governments and transport management at the district level should be responsible for the establishment and management of the defence traffic security force in the region, as required by the defence transport security plan and the superior defence transport authorities.
Article 10. The defence traffic security force is divided into the professional security force and along the transport.
The professional security force is founded on the business units of railways, roads, water routes, aviation, pipelines, postals, telecommunications systems, respectively, to undertake the following main tasks:
(i) Renovation and seizure of defence traffic works facilities in special situations of peace during wartime;
(ii) Contrary to the collapse of the movement of troops and the construction of temporary routes and sites;
(iii) In coordination with the protection of important transport communications facilities, the imposition of abundance mandate and traffic control;
(iv) Provision of command communications guarantees for leadership and troops.
The security forces along the transport line are organized by more than the people at the district level along the transport line and by the same level of military authority, with the primary responsibility for the protection and rehabilitation of local defence traffic facilities.
Article 11. Vehicles, vessels and other mobile equipment of the defence traffic security force should be established in accordance with the provisions of national defence transport authorities, with priority being given to transportation and removal of freight charges in exceptional circumstances when peace occurs.
Article 12. Legal responsibility is held in accordance with the relevant provisions of the Defence Transport Regulations for violations of the management of national defence traffic.
