Chapter I General
Article I, in order to strengthen the management of results, preserve national security, promote the sharing and use of results and meet the needs of economic construction, defence and social development, develops this approach in line with the relevant laws, regulations, such as the National People's Republic of China Mapping Outcome Regulation, the Sichuan Province mapping Regulation.
Article 2 addresses, custody, provision, use, sharing, destruction of results in the administration of Sichuan Province, and applies this approach.
Article 3 describes the results of the mapping described in this approach as data, information, graphics and related technical information generated through mapping. Mapping results is based on mapping results and non-basic mapping results.
The following results are based on mapping results:
(i) To establish a national unified mapping benchmark and mapping system and a uniformed trajectory control network, a high-range control network, space positioning networks, measurements, standards, satellite geodesy, data and maps obtained;
(ii) Relevant data and photographs of the city's comparative stand-alone system;
(iii) Based mapping data and video material obtained by air photographs;
(iv) Remote remote sensing satellites and other space-faring vehicles on the basis of geographic information remote sensing information obtained from Earth observations;
(v) The basic size of the country, video maps and digital products;
(vi) Data and information on basic GIS.
Non-basic mapping results refer to the results of the mapping of professional content other than basic mapping.
Article IV. The provincial mapping administrative authorities are responsible for the uniform supervision of the whole provincial mapping of results. The provincial mapping information archives are responsible for the custody of provincial mapping information files.
The executive authorities are responsible for the integrated monitoring of the mapping of results in the current administration.
Other relevant departments are responsible for mapping results in this sector in accordance with their responsibilities.
Article 5 transfers, custody, delivery, sharing, publication and destruction of results should be in compliance with the relevant confidentiality laws, regulations and take the necessary measures to guarantee the safety of mapping results.
Chapter II
Article 6. The results of the basic mapping should be presented in a copy; the results of the non-Basic mapping should be brought together.
Purchase projects completed in provincial financial investments are presented by units that undertake the mapping project to map the administrative authorities in the province with a copy or a directory of the results of the mapping; a mapping project completed by the city (States), districts (markets, districts) financial investment, which is presented by the units responsible for the mapping project to the city (States), districts (markets, districts) mapping administrative authorities.
Mapping projects completed using other funds are carried out by Mapping Project financiers to mapping results by mapping administrative authorities at the location of the project.
Foreign organizations and individuals, in accordance with the law, engaged in the mapping of the results achieved in the administration of Sichuan Province, should submit a copy of the results of the mapping in accordance with the relevant provisions of the Department of State.
Specific approaches to mapping results were developed by provincial mapping administrative authorities.
Article 7. The unit of the project fund-raising project or the national investment mapping project shall, within three months of the date of the completion of the project survey, submit a copy or catalogue of results to the mapping administrative authorities.
Districts (communes, districts) mapping administrative authorities shall submit to the city (States) a copy or a directory of the results of the survey for the previous year by the end of March each year; and municipal (state) mapping administrative authorities shall transmit to the provincial authorities a copy or a directory of the results of the mapping of administrative authorities by the end of April each year.
Article 8. Mapping of administrative authorities shall receive a copy of the results of the Mapping or a copy of the presentation, and, within 10 working days, a copy of the results or a directory of the results.
Provincial mapping administrative authorities should produce a directory of results-based information for all provinces and be published every two years to society.
Chapter III
Article 9. Other mapping results completed by basic mapping results and financial investments shall be made available for policymaking and social public goods by State organs.
In addition to the preceding paragraph, the results of the mapping exercise are governed by the law by a system of paid use. People's governments at all levels and their relevant sectors and military needs for public interest, such as disaster prevention, mitigation, defence-building, can use results without compensation.
Article 10 requires the use of legal persons or other organizations that are the basis for the mapping of results in the country's secret, to make clear use and scope, to submit the relevant material to the mapping of administrative authorities for the processing of the clearance process.
The level of confidentiality and requirements for mapping results, the protection of the right to work, and the scope of the authorization should be informed in the approval document.
Article 11 provides for the use of the results of the clandestine base mapping, in addition to the approval by the Department of State of the mapping of administrative authorities, the provincial mapping administrative authorities are responsible for receiving the use of the secret base mapping results in the following countries:
(i) Data, photographs, etc., on the above-mentioned PACT, the Highway Control Network and the above-level Space Positioning Network;
(ii) 1:10000, 1:5,000 countries have basic sizeable maps, video maps and their digitalized products;
(iii) A large number of consecutive, covering more than 20 square meters, and a large proportion of the country's basic size maps, video maps and their digitalized products;
(iv) Based mapping data obtained by air photographs, information such as videos, and remote sensing information obtained from basic geographic information;
(v) Basic geo-information data;
(vi) The Department of State maps the results of the basic mapping of management commissioned by the administrative authorities.
In other countries, the use of the results of the confidential base mapping results was approved by the municipal (State) mapping administrative authorities.
Article 12. The results-based management unit provides national secret-based mapping results for the use of units by mapping the approval documents of the administrative authorities.
Article 13 uses basic geo-information data and shall enter into a licence agreement. Changes in the functionality of the units should be made available to provincial mapping administrative authorities.
Article 14.
(i) The application form for the use of the results of the national secret base mapping;
(ii) Effective identification of material by legal or other organizations;
(iii) Effective identification documents for the staff of the Office;
(iv) Organization body codes;
(v) The management system materials for mapping results;
(vi) Approval of documents using project designs, contracts or related sectoral projects using national secret base mapping results;
(vii) Other relevant materials.
Article 15 requires the use of the results of the sterilization of other provinces, self-governance zones and the State's secrets, and the processing of correspondence by the provincial authorities.
Military mapping results in the province will need to be used, and evidence from the provincial mapping of administrative authorities has been shown to be used by the relevant departments of the military mapping results management.
Article 16
Article 17 provides offshore organizations or individuals with no public mapping results and is submitted for approval by provincial authorities. As a secret State, the views of the relevant military units should be sought before the approval.
More than 18 years of mapping of administrative authorities should enhance monitoring of the quality of the results of the mapping, and the mapping of product quality monitoring inspection agencies are entrusted by mapping administrative authorities to monitor the quality of results.
Mapping units should be responsible for the quality of the results achieved, and the quality of the results-based document should be signed by the registered Mappinger and incorporated into the executive printing, and no unit or individual will be able to alter and falsify the results.
The results of the completion of financial investments should be made available through the identification of eligible parties by the mapping product quality inspection body.
Chapter IV Results-sharing
The Government of the people at the district level should organize mechanisms for the exchange of geo-information data and the sharing of results, the establishment of basic geographic information systems and alignment with provincial base geographic information systems, and avoid duplication of mapping.
The basic geographic information systems and thematic geographic information systems established across and across sectors should be used to meet national standards. The geospatial framework in the provinces of Sichuan is a public platform for the integrated geodetic information base throughout the province.
Article 20 of the provincial mapping administrative authorities should harmonize the data format with the relevant departments to develop policy and technical protocols for the whole provincial mapping results and the sharing of geographical information resources.
Article 21
Chapter V Approval and publication of important geo-information data
Article 22 provides a uniform review and publication system for important geo-information data. Important geo-information data in the administration of the province may not be published by any unit or individual.
Article 23 presents important geo-information data in the administration of the province, with the exception of the Mapping of Administrative Authorities by the Department of State, which is reviewed by the provincial mapping administrative authorities and approved by the Government of the People of the province in consultation with the relevant departments.
Important geo-information data approved by the Government of the Provincial People are made available to society by the Government of the province or its mandated departments.
Units and individuals should use important geo-information data published by the Government.
Article 24
(i) The length, place and territorial area of the city of the neighbouring city (State), the city (community, district) and the government of the province;
(ii) Sichuan province's key features, such as geomorphology;
(iii) It is proposed that a wide range of geo-information data be made available in the words “Sichuan”, “Sichuan Province”, “Abichuan”, “A province-wide”;
(iv) Sources, lengths of major rivers in the provinces of Sichuan, lake area, depth;
(v) High distances and places at the peak of key mountains in the Sichuan province;
(vi) Other geo-information data on the location, length, depth, size, length, etc. of important natural and human-geographic geographic entities.
Chapter VI
Article 25. Clearing results-based use and custody units should clearly use, maintain responsibility and take effective measures to prevent fire, prevent theft, prevent the ideologies, prevent magneticization, and prevent the release of the painting results.
Article 26, in accordance with the provisions on the scope of State secrecy in mapping management, maps are a result of national secret mapping and are managed in accordance with different levels and scope of confidentiality.
Confidential provisions should be adhered to with the transmission of State secret mapping results.
Article 27, which causes the destruction of State secret mapping results and human-induced loss, leading accidents due to natural disasters, should report in a timely manner on the relevant sectors such as mapping administrative authorities and confidentiality in the event, and the relevant authorities should be reported in a timely manner.
Article 28 of the State's clandestine mapping results are not replicated without the approval of the mapping of administrative authorities; the reproduction of the results of the national secret mapping exercise is governed by the original confidentiality hierarchy.
Using the results of the development of production by national secret mapping results or products, the results or products are not subject to a confidential technical processing and approval by the provincial mapping administrative authorities.
Chapter VII Legal responsibility
Article 29, in violation of the provisions of this approach, is not punishable under article 47 of the People's Republic of China Mapping Act.
In violation of this approach, the custody and use of results is one of the following acts, which are warned by district-level administrative authorities to correct orders and may be fined by more than 30,000 dollars in the year 2000; and are criminalized by law:
(i) The failure to maintain the State's secret mapping results, resulting in the loss, destruction or exhumation of the results of secret mapping;
(ii) Reproduction, transfer, destruction of the results of clandestine mapping;
(iii) The destruction, loss and leading of State secret mapping results are not reported in a timely manner.
In violation of this approach, the custody and use of the results-based mapping units have the following acts, which are warned by district-level administrative authorities to correct orders and may be fined by more than 3,000 dollars of dollars; and criminal liability under the law:
(i) To provide overseas organizations and individuals with no public mapping results;
(ii) To modify or falsify the results of the mapping;
(iii) unauthorized development, use, transfer or provision of mapping results to third parties without the permission of the owner of the results.
In violation of this approach, the publication of significant geo-information data in the Sichuan Province was not authorized and punished in accordance with the provisions of article 29 of the People's Republic of China Mapping Outcome Regulation.
Chapter VIII
Article 33 of this approach was implemented effective 1 August 2007. The Modalities for the management of results in the Sichuan Province, enacted by the Government of the people of Sichuan Province on 19 December 1992, were also repealed.
