Article 1 establishes this approach in line with the State Department's Regulations on the Emergency Response of Major Animals.
Article 2
More than veterinary government authorities are specifically responsible for organizing emergency monitoring, investigation, control and extinguishment.
Other relevant sectors, such as hygienic, forestry, public safety, within their competence, carry out emergency responsibilities for major animal epidemics.
Article 3. Governments of more than veterans in the region should develop major animal emergency scenarios in the current administration area, report back to the Government's veterinary administrative authorities; establish a major animal emergency command, harmonize leadership, command and decision-making on major animal epidemic emergencies; establish emergency preparedness teams and conduct regular technical training and emergency response exercises.
More than veterinary government authorities at the district level should establish an expert group on the control of major animal diseases, which is responsible for the management of the major animal epidemic.
Article IV Governments of the above-mentioned population at the district level and their relevant sectors should make the necessary vaccines, medicines, facilities and protective supplies in accordance with major animal emergencies.
Article 5 units and individuals involved in the cultivation of livestock breeding have the obligation to accept the compulsory immunization of major animal diseases.
Article 6 units and individuals involved in activities such as animal tests, epidemic surveillance, isolation, sanitary research and medical treatment, and animal feeding, dying processing, transport, operation, etc., found that the animal had been sick or killed and should be reported immediately to local district-level surveillance bodies. Other relevant units and individuals should be transferred immediately to local district-level animal protection monitoring bodies after they are reported.
The district-level animal protection monitoring body should inform society of its name, address and contact.
Article 7. Upon receipt of the report by the district-level surveillance body, it should be reported simultaneously to the same veterinary administrative authorities and immediately dispatched more than two veterinary specialist technicians to conduct on-site investigations. Initially considered to be a major animal epidemic, the reporting period, time frames and content reporting epidemics should be established.
Article 8 Until the epidemic is confirmed, any unit and individual shall not dominate, transport, processing, food use, sale, concealment, transfer and dispose of the animal and animal products of illness or illness.
Article 9. During the reporting period of major animal epidemics, local district-level animal protection monitoring bodies should immediately take the following temporary segregation control measures against suspected sanitary points:
(i) Prohibition of the diversion of sanitary or phytosanitary products and all contaminated or contaminated items within suspected sanitary sites; and prohibition of the diversion of sexually transmitted diseases outside the suspected sanitary point;
(ii) Comprehensive and strict toxicity of contaminated sites, animal circles, goods;
(iii) Restrictions on the movement of personnel, vehicles and poisoning of access and vehicles.
Where necessary, the Government of the people at the local district level may decide on the basis of the law and take measures such as killings, destruction. The units and individuals must be implemented or implemented in collaboration with them.
Article 10
The major animal epidemics identified in this province must be published by the veterinary administrative authorities of the State Department and no other units and individuals may be made public; all media shall not issue major animal epidemics that are not published by the veterinary administrative authorities of the State.
Following the occurrence of major animal sanitary conditions, the Government of the people concerned should immediately launch major animal emergencies and address the sites and materials that are environmentally sound; transport sectors such as aviation, railway, roads and water routes should be guaranteed for the movement of persons and related materiel. The veterinary administrative authorities should inform local health administration authorities in a timely manner.
Article 12. In the emergency treatment of major animal sanitary diseases, the number and quantity of animal products destroyed should be cleared, the list of items to be signed by the parties without error, and compensation for the loss of the breadwinner due to forced killings.
No unit or individual shall automatically use the animal and animal products that have been segregated under the law. Theft of animals that have been severely disposed of.
Article XIV takes place in the adjacent area of major animal epidemics, where the local people's Government and the relevant authorities have been informed by the epidemic, the necessary preventive measures should be taken to prevent the occurrence of the epidemic within the administrative sphere and subject to the unity of command of the people at the highest level to support the emergency treatment of the epidemic.
Article 15, in violation of article 5 of this approach, rejects the compulsory immunization obligation of major animal diseases, which is addressed in accordance with the relevant provisions of the Act.
Article 16, in violation of articles 8 and 13 of this approach, provides a warning by the authorities of the veterinary veterinary veterans of the veterinary veterinary Government; constitutes an offence punishable by law.

Article 18, in violation of this approach, provides that all levels of the people's Government and its relevant departments do not perform emergency responsibilities, default on their duties, and that their principals, responsible supervisors and other responsible personnel are given administrative treatment under the law; and that criminal responsibility is lawful.
