(Adopted at the 8th ordinary meeting of the People's Government of New York, 7 August 2007, No. 148, of 28 August 2007, by Decree No. 148 of the People's Government Order No. 148, dated 1 November 2007)

Article 1, in order to strengthen the safe management of dangerous chemicals, to guarantee the lives, property security of the people, to protect the environment, to develop this provision in line with the People's Republic of China Act on Safety of Production, the People's Republic of China Road Traffic Safety Act and other relevant laws, regulations and regulations.
Article 2
This provision refers to the use of specialized vehicles for the transport of hazardous chemicals through road.
The specialized vehicles referred to in this provision include vehicles that meet the technical standards related to the transport of dangerous chemicals (hereinafter referred to as rough vehicles) and other vehicles.
Article 3. Removal and transport units of hazardous chemicals and their practitioners shall engage in loading and road transport activities for hazardous chemicals, as required by relevant laws, regulations and technical standards.
Article IV. municipalities and districts (markets), the people of the region should strengthen their leadership in the safe management of hazardous chemicals, and establish a mechanism for the coordination of safety oversight management, consisting of sections such as Accreditation, Public Security, Transport, Quality, Environment and Health.
Sectors such as Accreditation, Public Security, Transport and Quality should improve the regulatory information system for the transport of dangerous chemicals (hereinafter referred to as the information system) for the collection, maintenance, management and application of relevant information.
Article 5 Integrated monitoring management of the handling of hazardous chemicals-specific vehicles in this administrative area and the safety of road transport is carried out by municipalities and counties (markets), sector safety and production monitoring authorities.
Relevant sectors such as municipalities and districts (markets), regional public security, transport, quality, environmental protection and health are responsible, within their respective responsibilities, for the safe management and emergency relief of hazardous chemicals.
Article 6. The planning sector should, in line with the overall urban planning requirements, incorporate information on the transport of dangerous chemicals, with the same level of public safety transport management, municipal facilities administrative authorities to adjust their specialized vehicle parks in a timely manner, to be approved by the same people.
Highway, road-building authorities should work with hazardous chemicals road transport information to rationalize the development of roads, new road construction, expansion, alteration planning.
Article 7
Article 8
(i) The establishment, maintenance of safe production responsibilities and the development and implementation of regulations and safe operating protocols;
(ii) An effective accreditation exercise for a full or loading operation;
(iii) Provision of safety technical notes for storing hazardous chemicals for tanks; provision of safety technical notes and safety labels for other specialized vehicles containing hazardous chemicals;
(iv) The use of qualified measurements shall not be excessive.
The user units of dangerous chemical tanks should also include accurate and accurate access to information systems for vehicles and their driver, the detainee.
Article 9
(i) The specialized vehicle quality documents, the driver and the detainee are fully effective;
(ii) A dedicated vehicle is consistent with a photograph of the route;
(iii) A dedicated vehicle marking light, marker, road transport dangerous cargo safety cards are complete;
(iv) The conduct of regular inspections, testing and eligibility of specialized vehicles as required;
(v) The operation of hazardous chemicals transport operations at this city site should be held by specialized vehicles from outside provinces (communes) in the operation of the Carriage Register in the Zhong Province, and specialized vehicles operated by non-Nencies should be held in the city for hazardous chemicals.
(vi) The availability of specialized vehicle satellite positioners. There is no satellite positioning tool and it should be informed that satellite positioning services are free of charge for near-registration services.
Article 10
(i) The establishment, maintenance of safe production responsibilities and the development and implementation of regulations and safe operating protocols;
(ii) No supraload;
(iii) The liability of the carrier to be in possession of hazardous chemicals in accordance with the relevant provisions;
(iv) Safety education and training for practitioners;
(v) Effective management of the satellite positioning aircraft equipped with specialized vehicles, implementation of the management system and enhancement of vehicle operation control;
(vi) Matters consistent with article 9, subparagraphs (i), (ii), (iii), (iv), (v).
The dangerous chemical tank vehicle transport units should also be able to maintain the well-being of the stoves, refrigeration and maintenance without unauthorized replacement and regular testing of the tanks.
Article 11 Drivers, detainees should comply with transport safety management provisions that maintain the normal operation of the satellite positioning aircraft without the illegal sale and the provision of hazardous chemicals.
Article 12 Dangerous chemicals shippers should entrust transport units with the quality of transport of dangerous chemicals.
The loading of hazardous chemicals should be carried out under the on-site command of the outgoing manager.
Article 14.
Article 15. The city, in accordance with the relevant provisions of the State, imposes a risk-collection regime for hazardous chemicals loading, loading and road transport units.
Article 16 of the Public Security Transport Administration is responsible for monitoring the movement, loading of dangerous chemicals-specific vehicles, carrying out inspections of offences such as super-loading, hyper-removal and non-application of prescribed routes, and placing overloaded vehicles into designated locations safely outloaded by units with secure reloading conditions, and is responsible for the maintenance of information in the information system relating to driving evidence, vehicle testing, precision cards, road transport of toxic chemicals, embargo zones and road routes.
Article 17 Transport management is responsible for the supervision of vehicle logs, markers and satellite positioners, vehicle transport quality certificates, driver, licensor from industrial qualifications, offshore (market) vehicle fleets in the Zangger, out-of-court vouchers, exclusive vehicles in the Province (communes) for the handling of dangerous cargo storage cards in the zz, for the identification of offences, and for the identification of hazardous vehicles in the information system, driver and shipment vehicles, for the storage of vehicles in the Principality, and for the registration of vehicles outside the city.
Article 18 Safety and Productive Regulators are responsible for monitoring inspections of specialized vehicles equipped with hazardous chemicals and carrying units, carrying out investigations of violations, and for the maintenance of information on the basic information of hazardous chemicals loading and loading units in information systems.
Article 19 Quality Department is responsible for monitoring the status of regular testing of dangerous chemical containers and the inspection activities of the body's inspection body, as well as the maintenance of the information system for the testing of information, and for the detection of violations.

Article 20 is proposed by the Municipal Agency of Antilles, along with the public security, transport, etc., and, with the approval of the Municipal People's Government, a vehicle transport registration point may be established.
Public safety, the transport sector should enhance the management of registration services.
The registration service points mainly provide the following services:
(i) Provision of satellite positioning services free of charge to field-specific vehicles entering the city's administrative area for hazardous chemicals (other than those operating at this city's location);
(ii) To inform regional, road and time permitted by specialized hazardous chemicals vehicles;
(iii) Information on hazardous chemicals-specific vehicles entering the city's administrative region will be accurately recorded in the information system.
Article 21 Towns and counties (markets), the people of the region should organize the relevant sectors to develop emergency relief scenarios for hazardous chemicals in the administrative area and to establish an emergency response system. The requirements for emergency response to hazardous chemicals road transport accidents are budgeted by the same level of finance.
Article 2
Article 23, after a dangerous road transport accident, the driver, the detainee should immediately report to the police and report the main heads of the unit, while taking the necessary emergency disposal and warning measures.
After the report was received by the main heads of the accident units, reports should be made to the safe production management of the population at the district level where the accident occurred and to the relevant departments with the responsibility for the safe production management.
In accordance with the relevant provisions, a report on accidents was received by the security production supervision management and the relevant departments with the responsibility to oversee the management of safe production, which should be communicated to other relevant departments.
Article 25 Governments of the people who have been in danger of transport accidents should organize emergency relief efforts for accidents in the relevant sectors.
After receipt of accident reports from the relevant sectors, such as Andi, public safety, transport, quality, environmental protection and health, relief should be carried out in accordance with the pre-disaster response to accidents in dangerous chemicals.
Article 26 The Government of the people in the event of a dangerous chemical road transport accident shall organize a survey of dangerous chemicals road transport accidents under the law of the administration.
In violation of this provision, article 27 of the hazardous chemical loading and loading units, one of the following cases is punished by the Safety and Productive Monitoring Management under the following provisions:
(i) The container of the vehicle and its driver, the detainee's information and integrity are not accurately recorded in the information system in a timely and accurate manner, the corrective order and the fine below $500,000;
(ii) No provision of a statement of technical safety for hazardous chemicals that is or is loaded or loaded, safety labelling, corrective action and fines of up to 1,000 dollars;
(iii) Overloading and loading units, with more than 5,000 fines, resulting in accidents in road transport and fines of up to 50,000 dollars;
(iv) In violation of article 9, subparagraphs (i), (ii), (iii), (iv), (v), (v) stipulate that a specialized vehicle and its driver, the licensor's incompatibility with the conditions of the maintenance and load are subject to fines of up to 3,000 dollars, resulting in a road transport accident and a fine of up to 500,000 dollars;
(v) In violation of article 9, subparagraph (vi), it was found that specialized vehicles had not been used by satellite positioning aircraft to be fully loaded and loaded, corrective orders and fined up to $50 million.
In violation of this provision by the Transport Unit of Dangerous Chemicals, there are one of the following cases, which are sanctioned by the transport management by:
(i) No provision for effective management of the satellite positioning aircraft is made and a fine of up to 500,000 dollars;
(ii) No fine of up to 5,000 dollars for the maintenance and detection of specialized vehicles as prescribed;
(iii) Drivers, detainees, loaders and loading managers, without nuclear qualifications, have obtained an induction certificate, corrective orders and fines of up to 50,000 yen; consequently, road transport accidents have resulted in a fine of more than 500,000 dollars.
Article 29 of the vehicle test body does not allow the periodic test information of the tankers to be accurately recorded in the information system in a timely and accurate manner, which is rectified by the Order of the Quality Service and fines up to $500,000.
Article 33 Drivers, registrars of hazardous chemicals-specific vehicles, in violation of this provision, have one of the following conditions, been converted by public safety orders and a fine of US$ 200 to:
(i) Not be allowed to shut down and walk in transport;
(ii) Not registered at the registration service point;
(iii) The regular operation of the Satellite Positioning System is not established.
Article 33 of the Act on the Safety and Security of the People's Republic of China, which criminalizes serious consequences, constitutes criminal liability under the law.
Article 32, in which dangerous road transport accidents occur, the relevant authorities do not carry out their duties under this provision, organize relief or take the necessary measures, or delay, prestigation, and give administrative treatment to responsible supervisors and other persons directly responsible, in accordance with the law; constitute a crime and hold criminal responsibility under the law.
Article 33
Hazardous chemicals refer to hazardous chemical items included in the List of Dangerous Goods (GB12268), including compression of gases and liquid gases,flammable liquids, oxinants and organic oxides, drugs and corrosion.

Article 34, paragraph 1, of the present article is implemented effective 1 November 2007.
