Chapter I General
Article 1 promotes social development in the jewell jewelling of economic functional sector management systems and fully plays a leading role in the economic functional areas of the city, drawing on the relevant provisions of the State and the province.
Article 2 refers to the economic functional areas referred to in this approach to regions with specific economic functions and corresponding special policies, including the jewell Heavy Industrial Development Zone, the jewell levies, the jeopardy transboundary industrial zones and the high-column economic zone approved by the Government of the People's Republic of the Great Britain and Northern Province, the Yochen Economic Development Zone and the Testing Zone for Ocean Development.
Article 3 applies to units and individuals engaged in activities related to this approach in the economic functional areas of the city.
Article IV Economic functional areas are coordinated by the Government of the city (hereinafter referred to as the municipality).
The Economic Functioning Zone Management Committee (hereinafter referred to as the Economic Functioning Zone Commission) approved by the Municipal Government (hereinafter referred to as the Economic Functional Commission) is mandated by the municipal government and its functional sectors to exercise economic, social affairs and related administrative functions in the economic functional areas and to exercise the economic and social management authority at the municipal level.
The development and construction of Article 5 economic functional areas should be guided by the principles of synchronization and urbanization, harmonious development in rural and urban areas, pre-planning, efficiency, functional alignment, people-centred development, and accelerate the construction of new sectors of economic, social, ecological coordination.
Chapter II Institutional and mandate
Article 6 Economic functional areas are subject to a level of financial management and should be established and sound financial management systems.
Article 7 Economic functional commissions are entitled to carry out personnel management in accordance with managerial competence, in accordance with the principles of separation, political separation and simplification, harmonization and effectiveness, based on actual work needs.
Article 8 Economic functional areas exercise the following functions:
(i) Follow-up to laws, regulations and regulations, implementation of policies relating to economic functional areas and development of relevant implementation approaches.
(ii) Preparation of long-term economic and social development planning and development planning in economic functional areas, with the approval of the post-approved organization.
(iii) To guide, coordinate the work of the municipal government functional offices in the area of economic functionality.
(iv) Public goods in economic functional areas.
(v) The construction of rural villages within the economic functional areas to assist in the clearance of evictions.
(vi) Approval or approval of investment projects, science and technology development projects in accordance with municipal economic management competencies.
(vii) The management of financial, State-owned asset management and tax supervision in economic functional areas.
(viii) responsible for external affairs and tourism management in economic functional areas and for the approval of State agents; management and guidance, coordination of solicitation, external economic technical cooperation, export and import trade.
(ix) The management of land in economic functional areas.
(x) The management of economic functional areas, such as planning, construction, etc., is entrusted with the issuance of the book on the selection of construction projects, the construction of a land-use planning permit, the construction of engineering planning licences, construction permits and related approval documents.
(xi) To carry out integrated monitoring management of the safe production of economic functional areas, an incident survey team commissioned to investigate accidents below larger accidents and to exercise relevant functions such as the safe production of administrative law and administrative licences.
(xii) Environmental protection management in economic functional areas.

The municipal authorities have established branches in economic functional areas, which are exercised by the branch.
The economic functional areas should exercise this mandate and should establish, maintain a system of archives and regularly report complete information on the municipal government functions.
Article 9. The functioning of the municipal government shall entrust the economic functional areas with the exercise of their duties, and shall be guided by the economic functional areas of the service and promote the development of the economic functional area as a basic principle, with a focus on entrusting economic management.
The economic functional areas are independent of the delegated authority and have the right to self-determination, and the municipal government functions should be supported and coordinated.
Article 10. The municipal authorities, in accordance with the development needs of economic functional areas, may establish branches in economic functional areas and entrust the branches with the independent exercise of their economic management competence under Article 8 of this scheme.
Article 11. The leadership of the branches established by the municipal authorities in the economic functional areas shall be dismissed by the municipal government functional branch, who shall seek in writing the views of the economic functional areas in which the economic functional area has been reviewed, and the municipal government functions should restructure the related personnel exemption arrangements.
The economic functional area conducts annual work appraisals for the branches of the municipal government function, which are qualified by economic functional areas. The results are included in the performance appraisal of the municipal government functions.
Article 12 The municipal functions are not established in the economic functional areas, and the economic functional sector should be entrusted with the exercise of the relevant functions set out in article 8 of this approach, and the economic functional areas should have the appropriate authority to guide and manage their operations.
Article 13 Economic functional areas should be reported to the authorities by the end of the year on the assumption of the functions of the municipal government. The municipal government function should conduct regular inspections of the exercise of delegated authority in the economic functional areas and produce written material archiving.
With regard to the problems identified in the regular special examination, the municipal authorities have the right to be responsible for changing the economic functionality area, which should be restructured as required; the economic functional area has not been changed to cause the accident of responsibility, and its responsibility is vested in the economic functional areas.
The specific findings of the municipal government functions are an important basis for the evaluation of economic functional areas.
Article 14. The municipal government functions should be carried out in accordance with this approach with the Economic Functioning Commission to develop a programme for the implementation of the mandate entrusted to it and to report to the municipal government for approval.
It is mandated to implement programmes in a manner consistent with the rule of law of the municipality.
Article 15 authorizes the implementation of the programme to be issued in the Official Gazette or in the main media of the city.
The announcements in the previous paragraph should include the commissioning sector, the mandated sector (governing), the commissioning and the responsibility.
Article 16 provides that the municipal government functions should be evaluated in conjunction with the reporting and specific inspection findings of the economic functional area, and that the evaluation results be made public in society.
Chapter III Promotion and development
Article 17 Governments should expedite the construction of industries in the relevant industrial parks in economic functional areas, increase infrastructure inputs and integrate the development and construction of economic functional areas into the economic and social development planning of the city.
The economic functional sectors of the executive branch of Article 18 in the economic functional area shall create a good investment and business environment for the development of economic functional areas, and the economic functional areas should support the economic development of their respective administrative areas, in conjunction with the work of the municipal government functional sector.
The development and construction of the economic functional areas of Article 19 should be aligned with the integrated consideration of the development goals of economic functional areas, industrial composition, functional distribution and infrastructure-building, and synchronize industrialization and urbanization in the context of regional integration.
Article 20 Economic functional areas should be aligned with urban planning administrative authorities in the preparation, improvement of subsector planning, the organization of detailed control planning in the areas in which they are located, and the implementation by the Economic Functioning Committee after the approval of the law, and the urban planning administration authorities should enhance oversight of planning implementation.
Article 21 Governments should conduct integrated planning for building land, in accordance with the overall planning and land-use planning of the city's cities, based on the development needs and realities of the economic functional areas.
The city authorities should expedite the development of land-use planning, integrate decentralized land into industrial parks and their surroundings, reclaim land resources and create conditions for new building land and cropland balance, while expanding the scale of construction on the basis of payment of additional construction-based reimbursements.
Article 2 should, subject to planning and security management, determine the size of the project area of the economic functional area in a reasonable manner, encourage industrial projects in the economic functional area to increase the construction congestion rate, facilitate the pooling of land and increase the investment of unit land.
Article 23 of the city's authorities should increase the unused cleaning of economic functional areas, strictly leakage of land under the law, and adopt a method of sterilization of land with new land, and reclaimed by law for long-term unused land.
Article 24, in order to synchronize industrialization and urbanization, and to enhance the sustainability of the economic functional areas, the municipal government can set targets for commercial land suitable for economic functional areas on the basis of actual circumstances. In addition to the financial system, the proceeds of commercial land should be retained in part of the economic functional area and should be earmarked for infrastructure construction in economic functional areas.
The development and construction of the Article 25 economic functional area could introduce a model for the development of enterprise legal personality, the development of a corporate in the economic functional area responsible for infrastructure construction, external financing and solicitation, and the investment in engineering projects, tendering, etc.
The economic functional area of article 26 should establish a complementary service system for sound businesses and economic activities.

The Economic Functioning Zone Commission may, subject to the relevant provisions of national, provincial and municipal governments, develop specific enabling approaches for industries and enterprises in the economic functional areas.
The fire licence process for construction projects in the twenty-eighth economic functional area may be entrusted to the Economic Functioning Zone Commission for its presentation, and the municipal fire service should be granted by law after receiving the information from the Economic Functioning Zone Commission.
Outdoor advertisements in the economic functional area of article 29 are included in urban designs, which are governed by the regulations relating to the establishment of regulatory regulations for overseas advertising facilities in the city of jewell, after the first instance of the economic functional area.
Article 33 Environmental protection administrative authorities need environmental protection institutions in accordance with environmental protection management, with personnel and equipment consistent with national standardization-building requirements, strengthening environmental protection capacity-building, developing and implementing specialized environmental protection planning in economic functional areas, accelerating environmental protection facilities in the region and ensuring that environmental safety and major pollutant emissions in the region are in line with the overall control requirements, economic construction not exceeding environmental resources, and protecting the ecological environment in economic functional areas.
The thirty-first Economic Functional Commission should promote self-innovation and integrate cultural resources in economic functional areas and develop specialized industries.
Article 32 Economic functional commissions and their working bodies should clarify administrative services procedures, establish and improve centralized processing and harmonization systems and improve the quality of administration and services.
The municipal government functions should enhance service awareness, innovative service approaches, promote the use of e-government and proactive extension services.
Article 33 governs the application of the annual appraisal system for economic functional areas. The specific approach to the annual evaluation is developed by the municipality.
Article 34 of the municipal government functions are guided, monitored and inspected by the relevant laws, regulations and regulations of the State, the province, the city and the work of the economic functional area.
The work agencies affiliated with the Economic Functioning Zone are subject to administrative penalties for the offences identified in the administration, within the delegated authority.

Chapter IV

Article 38 of this approach was implemented effective 1 October 2007.
