Article 1 ensures the management of natural disaster relief and relief supplies (hereinafter referred to as natural disasters) and protects the basic life needs of the affected populations, preserves social stability in the affected areas, and develops this approach in line with the relevant laws, regulations and regulations.
Article 2
Article 3 of this approach refers to natural disasters caused by drought, flooding, tea, earthquakes, low-blues, snowset, pests, landslides, cements and muds.
Paragraphs of this approach refer to natural disasters.

Article IV. Governments of more people at the district level should organize natural disaster relief funds each year in the financial budget, in accordance with the circumstances of the previous year and the needs of the Fund and the disaster forecasts of the year.
More than the people's financial sector at the district level has established a dedicated pool of natural disaster relief funds and has been administered with exclusive families.
Article 5
The Government of the commune (communes) and the street offices are responsible for the clearance and distribution of natural disasters.

Article 6 arranges for natural disaster relief payments to be consistent with the principle of exclusive use, priority use, non-reimbursable use, and shall not draw the working capital without approval to expand the scope of use.

Article 7. Natural disaster relief shall be used to:

(v) Laws, regulations stipulate other subjects that should be helped.

Article 8
(i) The cost-of-living of assistance during the emergency rescue, transfer and resettlement period shall be subsidized in accordance with the basic living standards of the disaster-affected population;
(ii) The loss of housing (with partial collapse) homelessness, unsaving capacity, and the provision of adequate housing assistance in accordance with the average local construction price;
(iii) 500 grams of food rations and essential drinking water per person per day;
(iv) Guarantee the basic needs of the victims of the cold clothing;
(v) There are illnesses, with appropriate benefits based on illness and family hardship.
Article 9. The Government of the people of the affected areas has difficulty in raising funds and can make requests for assistance to the Government of the people at the highest level.
In emergencies, the civilian affairs of the Government of the people of the affected areas and the financial sector can directly apply to the Government's civil affairs, the financial sector.
Article 10
Article 11. The provision for the provision of assistance in spring and winter shall be subject to the following provisions:
(i) The civil affairs, the financial sector of the Government of the province, upon receipt of a national allocation document, shall be brought to the civil, financial sector in the city (State, land) within 7 days;

Article 12 Arrange for natural disaster response assistance funds shall be subject to the following provisions:
(i) The civil affairs and the financial sector of the Government of the province, after receiving a national allocation document, shall be brought to the civil affairs, financial sector of the city (State, land) within 3 days;

Article 13
When natural disasters occur, the top-level disaster relief funds have not been allocated, the food sector of the population at the district level should be matched by the same level of civil affairs. After the stability of the disaster, the civil affairs sector of the communes should be settled with food-for-food enterprises.
Article 15. Natural disaster relief shall be delivered to the affected areas in accordance with the specified time frame.

Article 24

Article 25 imposes a voucher to deceive natural disasters, which does not constitute a crime, and is warned by the territorial Government's civil affairs sector to deceive the natural disasters of the period of time; a fine of up to 100 million yen.
