Article 1 regulates the management of public safety video images information systems, upholds public safety and social order, guarantees the physical, property security of citizens, legal persons and other organizations, and develops this approach in line with the relevant laws, regulations and regulations.
The public safety video information system referred to in this approach refers to a video system using video-gathering equipment and other related equipment for recording information on places and regions involved in public safety.
Article 3. This approach applies to the construction, use and supervision of public safety video information systems within the territorial administration.
Article IV. The construction, use and supervision of the public safety video image information system should be guided by the principles of integrated planning, integration of resources, territorial management and legitimate use.
Article 5 states, municipalities, districts (at the district level, district, etc.) public security authorities are responsible for the construction and use of public safety video information systems in this administrative area. Departments and units such as information industry, construction, transport, cultural, quality technical supervision, electricity and services are responsible for the management of public safety video images information systems within their respective responsibilities.
Videographic information systems established by law for national security needs are governed by national security authorities.
Article 6: Public safety video information systems should be installed in the following places and regions dealing with public safety:
(i) Radio stations, television stations, telecommunications, postal, financial units, museums, archives, exhibitions, priority material protection units, major units such as the production, sale, storage of dangerous goods;
(ii) Important transportation facilities such as airports, ports, vehicle stations and large bridges, tunnels;
(iii) Tradefields, guests, schools, hospitals, parks, cultural recreational places, tourist sites, parks, etc.;
(iv) Large energy power facilities, water facilities and urban water, electricity, fuel, heat supply facilities;
(v) Urban chiefs, key transport routes, squares;
(vi) Other places and regions provided for by law, regulations.
The municipalities, the communes and the relevant departments of the provincial government can determine the location and regions where public safety video images information systems should be installed.
Article 7 provides for the construction of public safety video images information systems in urban gates, key transport routes and squares, and other units and individuals shall not create public safety video information systems in the region.
The urban, district and people's governments should incorporate the above-mentioned public safety video information systems in urban infrastructure planning, and construction and management costs should be included in the current financial budget.
Article 8. Building a public safety video information system that does not violate the privacy of citizens; confidential measures should be taken with regard to the information of images involving the privacy of citizens.
The development of public safety video information systems involving State secrets and commercial secrets should be implemented in accordance with the relevant national provisions.
Article 9 prohibits the installation of a public safety video information system in places such as the residence of citizens, in the hotel premises, in the public bathroom, in the room, in the room of the buoys, in the evening room.
Article 10. The development of a public safety video image information system should be consistent with national and industrial standards.
Article 11. New construction, alteration and expansion projects need to be accompanied by the construction of a public safety video image information system, which should be used in parallel with the project's main work.
Article 12 Construction units of a public safety video image information system shall be available to the public security authorities at the district level of the video system, within 30 days of the system's use. The changes in the video system should be reported within three working days to the public security authorities in the case.

Public safety video information systems developed by Government investment should be marked.
Public security authorities, in accordance with public safety needs, can integrate public safety video information systems for government investment-building, in accordance with legitimate, normative and reasonable requirements.
Article 14. The use of the public safety video information system should take the following measures to ensure the safe operation of the system:
(i) Training in relevant legislation, legislation and regulations, such as professional skills and confidentiality of persons concerned;
(ii) Establish systems such as safety inspections, operation maintenance, emergency response management, maintain a clear picture and ensure the proper functioning of the system;
(iii) The establishment of a system of ombudspersons to detect suspicious cases involving public safety and to report promptly to public security authorities;
(iv) The establishment of a registration system for the use of image information, registration of photographers, time-consuming and user-friendly matters;
(v) No unauthorized change in the use and location of public safety video information systems;
(vi) No unauthorized provision and dissemination of information on images;
(vii) Unless otherwise provided by law, legislation and regulations, the proper preservation of image data more than 15 days and the maintenance of one year for material material of vital value.
The use of units entrusts other units with operating and maintaining a public safety video information system, and the parties should clearly guarantee the responsibility for the safe operation of the system.
No unit or individual shall have the following acts:
(i) Theft, destruction of facilities, equipment and equipment for the public safety video system;
(ii) To deny, impede facilities, equipment and image information for the use of public safety video information systems by the relevant authorities of the Government;
(iii) Removal, wilful concealment and destruction of the original records of the information stored within the time period;
(iv) Information on the sale, dissemination and illicit use of public safety videos;
(v) The use of public safety video information systems;
(vi) Other acts affecting the normal use of public safety video information systems.
Article 16 should strengthen the construction and use of public safety video information systems and conduct routine inspections, finding that violations of the provisions of this approach should be addressed in a timely manner.
Article 17, Public security authorities, national security authorities, with the approval of the heads of this body, may directly use the video image system of the relevant units or bring the system into the designated video image system.
In the event of sudden public events such as natural disasters, accidents and public health, the relevant Government departments have the right to access, receive and replicate information on images, which should be synchronized with the approval of the public security authorities in the district.
Article 18
(i) No staff member shall be less than two;
(ii) Submission of approval documents;
(iii) Submission of law enforcement documents;
(iv) To complete the registration form for accessing, releasing and reproduction of information on images;
(v) To adhere to the use, confidentiality system of image information.
Article 19 Use of the Public Security V images information system provides key evidence and cables for the detection of major criminal, security cases or other prominent contributions, and the relevant departments should grant the identification, incentives and incentives.

Article 26, in the management of public safety video images information systems, does not carry out their duties in accordance with the law, resulting in loss of personal, property and public property of citizens, or other acts of negligence, abuse of their functions, administrative disposal of the competent and other direct responsible persons directly responsible, in accordance with the law; constitutes a crime and is criminalized by law.
Article 27 of this approach was implemented effective 1 January 2008.
