Article 1 establishes this approach in line with the laws, regulations and regulations of the People's Republic of China Road Traffic Safety Act, in order to strengthen the management of non-moil vehicles, maintain road traffic order, protect the legitimate rights and interests of citizens, legal persons and other organizations.
The non-modile vehicles described in this approach are human or livestock-driven, road-block transportation tools, and transport tools such as the design of a maximum-time, air condition quality, mobile chairs, electric motorcycles for persons with disabilities that are in line with national standards.
Article 3. This approach applies to non-mote vehicle management activities within the province's administration.
Article 4 states, municipalities, districts (including district, district, etc.) public security authorities are responsible for the management of non-modile vehicles in the present administration.
Transport, business, construction, environmental, material, land, business administration, quality technical supervision and other relevant sectors are governed by their respective responsibilities.
Article 5
The production of a non-motive vehicle producer in accordance with national and industrial standards shall not be subject to the intended technical parameters of the product.
The salesr shall not sell non-modile vehicles that are incompatible with national and industrial standards.
The quality technical supervision sector, the business administration sector, is governed by law by the supervision of non-modile vehicles produced and sold by producers and salesrs.
Article 7. The following non-modile vehicles shall be registered by the transport management of the public security authority, and the road will be delivered:
(i) Electrical vehicles;
(ii) Mobile wheelchairs for persons with disabilities;
(iii) Three rounds of manpower.
The Governments of the municipalities decide on the registration system for their own vehicles based on local realities.
Article 8 Applications for registration of non-modile vehicles shall be registered with the following materials from the date of the acquisition of the vehicle to the transport management of the local public security authorities in the vehicle:
(i) Identification of non-motive vehicles for all;
(ii) Legal origin of non-moile vehicles;
(iii) A certificate of eligibility for non-motive vehicles.
An application for the registration of a mobile chairs vehicle for persons with disabilities requires the provision of evidence that the People's Republic of China Persons with Disabilities and the hospitals at the district level have a driver.
Article 9. Transport management of the public security authorities is contentious to the material and is in line with the non-motive vehicle safety technical standards, where non-moil vehicle registration certificates and brands are issued and a vehicle file.

Article 12
The transfer of non-moile vehicle titles or changes in other registration elements should be made to the original registry authorities to process a change in registration process.
Article 14. Non-modile vehicle plates were lost, with vehicle owners or their clients carrying vehicle and identity certificates to be added to the original registration authority. In order to meet the conditions, the transport management of the public security authorities completed the identification process within two working days of the date of receipt; the reasons for the incompatibility were given to the applicant.

Minors are prohibited from driving themselves.
Article 16 Non-moile vehicles should be stopped at designated locations. There are no designated parking sites that affect the location of other vehicles and movement.
In the area of transport, such as fire yards, terminals etc., there is a high number of places of movement of passengers, such as sea, light trajectory, etc., hospitals, large schools, large commercial sites, walks, theatres, etc., where non-modile car parks should be installed and the exclusive management or commission of professional service agencies.
The establishment and fees for non-modile vehicle parking sites are implemented in accordance with the relevant national, provincial and municipal provisions.
The establishment of a non-modile car parking facility shall perform the following functions:
(i) Establish and implement management systems;
(ii) Training, education for managers on laws, regulations and management of business knowledge;
(iii) It was found that a non-modile vehicle with no brand or a long-term ban on uncocoordinated brands should be obtained and reported to the public security authorities in a timely manner;
(iv) Compliance with the relevant provisions of urban management.
Article 18 encourages the movement of electric vehicles at the road, mobile chairs for persons with disabilities, and three human vehicles to participate in the relevant liability insurance.
Article 19 Transport management of public security agencies should strengthen non-moil vehicle material, archival management and information collection, establish a non-motive vehicle information network and provide free access to information services to society.
Non-moile vehicle information includes the following:
(i) Carowners, basic material for vehicles;
(ii) Abductee and transsource information for non-motive vehicles;
(iii) The loss and theft of information from non-mobile vehicles;
(iv) Handicapped non-motive vehicles;
(v) Other information to be collected.
Article 20, in violation of article 15, paragraph 1, and article 16, paragraph 1, of this approach, is dealt with by the transport management of the public security authorities in accordance with the Standard Rules for the Execution of Road Traffic Safety in the Province of Extension.
Article 21, Public security authorities and their staff have one of the following acts, and administratively disposed of directly responsible supervisors and other persons directly responsible, in accordance with the law; constitute crimes and hold criminal responsibility under the law:
(i) Registration of non-modile vehicles not in accordance with statutory conditions or non-modile vehicles subject to conditions;
(ii) deliberately harass the applicant or delay the registration of non-modile vehicles;
(iii) Detaining non-mocile vehicles in violation;
(iv) The use or violation of the relevant provisions to deal with the seizure of non-moile vehicles;
(v) To facilitate access to property by other persons in their duties;
(vi) Other omissions, provocative fraud and abuse of authority.
The public security authorities and their staff members have one of the offences listed in the previous paragraph, causing losses to the parties and should be liable under the law.
Article 2, non-modile vehicles purchased prior to the operation of this approach, shall be registered in accordance with the provisions of this approach within six months from the date of operation of this method.
Article 23 of this approach is implemented effective 1 January 2008.
