Article 1, in order to fully, objectively and systematically codify local grams, develops the use of local resources in a scientific and reasonable manner, in accordance with the State Department's Local Chart Work Regulations, and develops this provision in conjunction with this province.
Article 2
Article 3 refers to local logs, including local logs, local integrated Yearbook.
The local book refers to a comprehensive and systematic reference to the information literature on the natural, political, economic, cultural, social history and status of the administrative region.
The local integrated Yearbook refers to the systematic presentation of the annual material literature on the natural, political, economic, cultural, social and economic aspects of the present administrative region.
Article IV. The Government of the people at the district level should strengthen the leadership of the local logs in the current administrative region, integrate local work into local economic and social development planning and annual work plans, incorporate local log work requirements into the current financial budget, strengthen local work institutions and guarantee working conditions.
More than the people at the district level have developed local logs planning for this administrative region and reported on the local logs of the Government of the people at the highest level and the local works of the provincial government.
Article 5
(i) The development of local logs planning and codification programmes and the development of local logs systems;
(ii) Organization, guidance, promotion and inspection of local logs;
(iii) Organizing the compilation of local logs, local integrated Yearbooks and local logic literature;
(iv) Organizing a review of local logs;
(v) Organizing training of magistrates;
(vi) To collect, collate, maintain local literature and information;
(vii) Organizing the preparation of the old log to promote the study of local logs;
(viii) Organizing geodesy research and development of local resources.
Article 6. The authorities at all levels of the province, social groups, entrepreneurship units and other organizations, as well as the units in the provinces of LTTE, shall determine institutions and personnel, participate in local codification and receive operational guidance and inspection by local logs of the local government of the host people.
In accordance with the authorities, social groups, business units and other organizations entrusted with the task of compiling local logs, the requirements for the compilation of local logs should be included in the unit budget. The financial budget unit of the local people's Government is allocated by the Finance Department of the Government of the People's Government to seek advice from local working agencies of the people's Government; it is not the financial budget unit of the local people's Government, which is aligned with the budget prepared by the Government's local work agencies, and the Government's financial sector has been allocated to the local authorities of the People's Government for the purpose of granting them to the relevant units.
Article 7 The relevant units should send local log information in accordance with the local logic system.
Article 8 is published by the local directory of the executive region at the district level and the local integrated Yearbook, respectively, by the local logs of the Royal People's Government, in accordance with the planning organization, with other organizations and individuals not codified.
Article 9. The local authors should have the corresponding expertise to participate in the training of local logs in the codification of business.
Scientific institutions, higher schools and other organizations should support the participation of scientific researchers, expert scholars in local works.
Article 10 is published in public by name of the regional name of the district level and by a review of the local logs included in the planning process. The review of the local book is based on first instance, review and final review.

Article 12. The local book review body organized by the Government of the Republic and above shall be composed of experts in the areas of confidentiality, archives, history, law, economy and military.
The specific approach to the review of the identification was developed by the provincial Government's local logic agencies, followed by the approval of the Provincial Government.
Article 13, a local consolidated Yearbook of the name of the directory at the district level, which is approved by the Government of the current people, can be published publicly.
Article 14. The local book of the town, which was reviewed by the local authorities of the people at the highest level, can be published publicly; the town's comprehensive Yearbook is approved by the same-ranking people's Government and can be published publicly.
The compilation of sectoral logs, industry logs, sectoral Yearbooks and industrial Yearbooks, which are listed at the district level above, should be subject to operational guidance from the local log agencies of the people's government.
The book and the publication of the previous two paragraphs shall be published within three months after the publication of the book and the Yearbook of the People's Government at all levels.
More than 15 people at the district level should be able to establish a cadres with conditionality.
Units and individuals are encouraged to do so or provide local literature or information.
Article 16 Governments of more people at the district level should support the development of information on the work of local logs and integrate them into the information-making planning of the people at this level. The provincial Government's local logic agencies should establish a provincial information bank, which should establish a local logic website for the people of the local government, at the local level, at the district level and in the district.
The development of information on local work should take full advantage of the e-government public information platform at all levels.
Article 17 provides units and individuals with access to the treasury, the treasury and the provincial information bank, access to the ground, extracting local logic literature or information.

(i) The intentional inclusion of false information in the codification of the local log;
(ii) After the examination of the receipt or approval of the local consolidated Yearbook, the local book has been used to add and revise its content;
(iii) Authorize the publication of local logs as personal works;
(iv) The intentional destruction of local signals.
