(Act of 3 November 2007 No. 228 of the People's Government Order No. 228 of 3 November 2007 on 10 December 2007) Article 1 provides incentives for organizations and individuals that have made a prominent contribution in science and technology progress, mobilizes the active and creative nature of scientific and technological workers, enhances autonomous innovation, build innovative cities, and develop this approach in line with the National Science and Technology Awards. Article 2, Municipal government has established municipal science and technology awards, which are evaluated every year. The municipal science and technology awards are divided into the highest municipal science and technology awards, municipal technology invention awards, municipal science and technology progress awards and municipal science and technology technical cooperation awards, such as municipal technology invention awards and municipal science and technology progress awards, etc. II and III awards, and the remaining awards are not at all levels. The municipal science and technology awards are included in the municipal financial budget. Article 3. Municipal science and technology incentives for the implementation of the approach to respecting the talents of knowledge, encouraging autonomous innovation, focusing on science and technology levels and economic and social benefits. The evaluation of the municipal science and technology awards follows the principles of science, objectivity, impartiality and non-intervention by any organization or individual. Article IV sets up municipal science and technology incentives committees, whose members are nominated by the municipal science and technology administration and are submitted to the municipalities for approval. Article 5 The Municipal Council on Science and Technology Awards hire experts, scholars to form a special awards evaluation committee, with the establishment of a professional evaluation team to carry out evaluation in accordance with the provisions of this approach. The municipal science and technology administration should make the qualifications of the special awards evaluation committees and the professional evaluation team members available to society. Article 6 Article 7. The declaration, evaluation and incentive activities of the municipal science and technology awards do not collect any costs. Article 8 (i) Significant breakthroughs in science and technology research or significant contributions in promoting science and technology development; (ii) In science and technology innovation, the transformation of scientific and technological outcomes or the industrialization of high-technical technologies, access to major technological inventions, technology innovation, and the creation of greater economic benefits or social benefits. Article 9. The Municipal Technical Inventation Award granted major technological inventions, such as the use of scientific and technological knowledge, the acquisition of invention patents and the acquisition of tangible benefits after implementation. Article 11. The Urban Science Technical Cooperation Award granted active scientific and technological research and development, the transformation of science and technology outcomes and applications and scientific and technological exchanges and cooperation to organizations or individuals that have made a significant contribution to the scientific and technological cause of the city. Article 12 Declare (market), the Regional Science and Technology Administration organizes the declaration of the municipal science and technology awards in the current administration area, and the declaration of the municipal science and technology awards within the current industry by the relevant ministries and agencies of the municipality. Article 14. Formal review of the declaration by the municipal science and technology administration, which is qualified by review, shall be displayed in the municipal media for a period of 20 days. The municipal science and technology administration should report to the City Committee on Science and Technology Approval, which is ultimately decided by the Committee on Science and Technology. Article 16, after the end of the period of publication, the Committee on Science and Technology should consider incentives and provide incentives. Article 17 The municipal science and technology administration develops incentive programmes based on the incentives of the Municipal Science and Technology Approval Committee, which is followed by the approval of the municipal government. Article 18 The City Technical Inventation Award and the Urban Science and Technology Progress Award were awarded by the Municipal Government with honour certificates and awards. Article 19 encourages social forces to establish social science and technology awards. The scientific and technical awards established by the social forces in this city should be submitted to the municipal science and technology administration in accordance with the relevant provisions and shall not be charged with any fees in the incentive activities. Article 20: Theft, expropriation of the scientific and technological outcomes of others or other unjustifiable means of decepting science and technology awards, with the approval of the Municipal Science and Technology Administration, the payment of awards, certificates and awards; the administrative disposition of persons responsible for direct responsibility by law; and the provision of criminal responsibility by law. Article 21, which provides false data, material, assists in deception of municipal science and technology awards, provides administrative disposal in accordance with the law to the competent and other persons directly responsible for direct responsibility; constitutes a crime and is criminalized by law. Article 2 Article 23 of this approach is implemented effective 10 December 2007. The Means of Science and Technology in the city of Zannan, issued on 26 December 2003, were also repealed. |
