In order to regulate the publication and dissemination of meteorological disaster early warning signals, to defend and mitigate weather disasters, to protect the security of national and people's life properties, and to develop this approach in line with the People's Republic of China's Meteorological Act, the People's Republic of China's Emergency Response Act and the Youth Sea Provincial Meteorological Regulations.
Article II uses this approach by issuing and disseminating meteorological disaster early warning signals within the territorial administration.
This approach refers to meteorological disaster early warning signals (hereinafter referred to as early warning signals), which refer to information on meteorological disaster warnings issued by meteorological stations with competence to the public.
Early warning signals are composed of names, maps, meaning and defence guidance, divided into types such as storms, snow, typhoons, sand dust storms, high temperatures, droughts, ices, ices, ices, road ices, floods, forest (black) fire risk (see Guidelines for Early Warning signals and defences in Blue Sea Province).
Article 3 Early warning signals are generally divided according to the level of hazards, urgency and development dynamics that may result from meteorological disasters, at four levels: at the level of (special gravity), at the secondary level (serious), at the third level (gross) and at the fourth level (General), in the light of the degree of harm, the degree of urgency and the evolution of the landscape.
Provincial meteorological authorities can make use of, or establish, early warning signals, and develop and improve defence guidelines, based on the Department's meteorological authorities' Guidelines for Early Warning and Defence, and the need for defence of meteorological disasters in the province, with the agreement of the Department of State Meteorological Authorities, to be published after the preparation of the Provincial People's Government.
Article IV. Governments at all levels should strengthen their leadership in the publication and dissemination of early warning signals, establish a social coalition for sound meteorological disaster early warning and meteorological disaster defence, and incorporate early warning signals into rural and urban planning in accordance with the law, and establish channels for free and effective early warning signal dissemination and dissemination, and expand the coverage of early warning signals.
Article 5 Provincial meteorological authorities are responsible for the management of early warning signals throughout the province, organizing early warning studies for meteorological disasters and increasing the early warning capacity of meteorological disasters.
The state (territory, city), district (market) meteorological authorities are responsible for the management of early warning signals in the current administration.
The management sector, such as radio Television, news publication, communication, organizes the dissemination of early warning signals.
Article 6. The administrations such as the Government's education, public safety, land resources, construction, transport, water, pastoral, health, safety regulation, communications, municipalities and tourism should take into account the Early Warning signals and defence guides for meteorology in Blue Heavy Province and, in practical terms, improve the safety and normal functioning of public facilities such as transport, communications, water supply, drainage, electricity, heating and heating.
Article 7 provides recognition or incentives to units and individuals that make significant achievements in the publication and dissemination of early warning signals.
Article 8 Early warning signals are unreimbursed by meteorological stations, which are owned by more than district-level meteorological authorities (including updating and lifting of early warning signals).
The meteorological stations affiliated with the above-level meteorological authorities should promptly and accurately issue early warning signals in accordance with the issuance of authority and operational processes, identify early warning regions and update or remove the warning signals issued, in accordance with weather changes and possible weather events. No other organization or individual may issue early warning signals to society.
A number of early warning signals can be launched simultaneously when multiple meteorological disasters occur or forecast.
The announcement of an early warning signal should report in a timely manner to the current people's Government and the senior-level meteorological authorities and inform the relevant sectors and the units responsible for the dissemination of early warning signals.
Article 9 Radio stations, television stations, newspapers and telecommunications enterprises carrying out basic telecommunications operations, value-added telecommunications operations (hereinafter referred to as the units responsible for the dissemination of early warning signals) should be free of charge for the dissemination of early warning signals.
Following the launch of the early warning signal, the meteorological stations that issued early warning signals should immediately communicate early warning signals to local units that undertake early warning signal transmission.
After receipt of the warning signals directly provided by meteorological stations, the units responsible for the dissemination of early warning signals should use a variety of forms of early warning signals to complete their dissemination within the shortest time frame. The dissemination of early warning signals should indicate the name and timing of the meteorological stations that issued early warning signals, without modifying the content of early warning signals.
No organization or individual shall disseminate false warning signals.
Article 10 meteorological stations and units responsible for the dissemination of early warning signals should establish effective cooperation mechanisms to improve the timely transmission of early warning signals and reliable means of delivery of early warning signals to ensure safe access to early warning signals.
Article 11. Governments and relevant sectors of the population at the district level in the area of meteorological disaster early warning should immediately disseminate early warning signals and, in accordance with the level of early warning signals and the requirements of the defence guide, organize effective measures for meteorological disaster defence, initiate emergency pre-response cases in due course, and avoid or mitigate meteorological disasters.
After receiving early warning signals from the communes, street offices, village (habiliation, pastoral) committees and communities, it should be widely disseminated to the public in a timely manner through a variety of means, such as radio, telephones.
Upon receipt of early warning signals by a population-intensive regional and public place management unit, such as schools, hospitals, airports, airports, vehicle stations, terminals, squares, parks, tourist landscape sites, early warning signals should be used for the immediate dissemination of early warning signals at facilities such as radio, signals, e-coups, and emergency preparednesss based on the needs of defence weather disasters.
Article 12. Governments of people at all levels and relevant sectors should be informed of early warning signals and meteorological disaster defence knowledge.
Meteorological authorities should promote meteorological disaster defence knowledge through, inter alia, the preparation of early warning signals, raising public awareness of disaster risk reduction and raising public resilience.
The media, such as radio, television, newspapers and others, should be able to carry out related work on early warning signals.
Article 13 units responsible for the dissemination of early warning signals are in violation of this approach, which provides for the non-use of time-appropriate early warning signals directly from meteorological stations affiliated with meteorological authorities, which are redirected by the appropriate Meteorological Authorities, warnings and fines of up to 50,000 dollars.
Article 14.

The Early Warning signals and Defence Guidelines for Meteorological Disasters in Blue Sea Province are published in conjunction with this approach.

Annex: Early Warning signals and defence guidance for meteorology in Blue Heavy Province
I. Rainal early warning signals
Rain rain early warning signals ranged from four levels to blue, yellow, ion, and red.
