Article 1 provides incentives for individuals, organizations that have made a prominent contribution in science and technology progress, mobilizes the active and creative nature of science and technology workers, promotes the implementation of the Cyberculture Strategy, and develops this approach in line with the National Science and Technology Approval Regulations and the Science and Technology Awards of the Province of San Suu Kyi.
Article 2, the Government of the city has established municipal science and technology awards, which are evaluated every year.
The municipal science and technology awards are divided into the highest municipal science and technology awards, the city's natural science awards, the City Technical Inventories, the Urban Science and Technology Progress Award and the International Science Technical Cooperation Award for the City of Blue Island.
There is no science and technology awards in the commune sector.
Article 3
The highest award for science and technology in the city does not exceed 2 per year.
The International Scientific Technical Cooperation Award for the City of Blue Island does not exceed 10 awards per year.
The city's natural science awards, municipal technology invention awards and municipal science and technology advancement awards are awarded awards such as awards, two awards and three awards each year.
Article IV governs the management of municipal science and technology awards.
The Government of the city has established the Committee on Science and Technology Awards, whose composition is presented by the Municipal Science and Technology Administration, which is approved by the Government.
The Office of the Urban Science and Technology Approval Committee (hereinafter referred to as the municipal incentives). The municipal incentives are based in the municipal science and technology administration and are responsible for the day-to-day work of the municipal science and technology incentive committees.
The Urban Science and Technology Approval Committee employs experts, scholars to form municipal science and technology incentives evaluation committees and a number of professional evaluation teams to conduct evaluation in accordance with the provisions of this approach.

The evaluation of the municipal science and technology awards upholds the principles of science, objectivity and impartiality and is free from illegal interference by any organization or individual.
Article 6

Article 7 provides the basis for basic research and application, research on natural phenomena, characteristics and regulations, as well as scientific doctrines, doctrines, innovations in research methods, instruments and creative contributions in data collection and integrated analysis, and individuals recognized by the national and international scientific community.

Article 10. The International Scientific Technical Cooperation Award of the City of Blue Island grants to cooperate with me in researching the development of significant scientific and technological outcomes, the transfer of advanced science and technology, the effectiveness of talents and foreign organizations that make important contributions to promoting international scientific and technological exchanges and cooperation in my city.
Article 11. The Supreme Award for Science and Technology in the city is 500,000 yen; the City's Natural Sciences Award, the City Technical Inventation Award and the City Science and Technology Progress Award, the second, etc. Awards, the three awards are $80,000, $40,000 and $20,000.
Article 12
The Government of the communes, in accordance with the needs of science and technology and economic development, may, in due course, increase the provision of municipal science and technology incentives.
Article 13
(i) The science and technology administration of the people's governments in all sectors;
(ii) The relevant sectors and institutions of the municipality;
(iii) Other units that are recommended by the municipal science and technology administration.
Article 14.
(i) A dispute over intellectual property;
(ii) The completion of scientific and technological outcomes or the completion of the contentious;
(iii) The same project or the main technology that has been obtained from national or provincial scientific and technical incentives;
(iv) Declare that municipal science and technology awards are incompatible with the actual completion of the project;
(v) The same project or main technical content that had been awarded to municipal science and technology awards or other municipal awards.
The same project can only be declared in the same year a prize of the municipal science and technology awards.
Article 15 declares the city's science and technology awards, which shall be submitted to the recommended eligible units for the declaration of scientific and technical awards on the Blue Island and shall provide information in accordance with the provisions.
Projects and personnel responsible for the recommended units shall make public statements for the declared municipal science and technology awards.
Article 16 recommended that the recommended unit be in fact completed and that it provide real evaluation material to ICRM.

Article 17 evaluates the professional evaluation team organized by the Urban Science and Technology Approval Committee in compliance with the recommended declaration conditions. Article 18 HOF should inform the society of the recommended awards made by the ICG and the fifteenth anniversary. Article 20 Municipal science and technology awards are awarded by the Government of the city. In this regard, the City's Natural Science Award, the Municipal Technical Inventation Award, the Urban Science and Technology Progress Award was awarded by the Municipal Government, and the Municipal Science and Technology Award was signed by the Mayor and awarded by the Municipal Government.
Article 21, with respect to the following persons, can be reviewed as a model of the city's labour or advanced workers, in accordance with the conditions and procedures established by the Government of the city:
(i) Persons with the highest municipal science and technology award;
(ii) The first of the highest provincial science and technology awards;
(iii) The first of the provincial natural science awards, provincial technology invention awards, provincial science and technology advancement awards;
(iv) The first member of the National Science and Technology Award.
Article 2: Theft, inventation or other scientific and technological outcomes of others, or the use of municipal science and technology awards by unjustifiably, is approved by the Government of the People's Government of the city's Science and Technology.
Persons with direct responsibility are treated by law by the unit of the institution; they constitute crimes and are criminally prosecuted by law.
Article 23 provides false data, materials, assists others in decepting municipal science and technology awards, in the event of serious gravity, and provides administrative disposal in accordance with the law to the competent and other direct responsibilities that are directly responsible.
Article 24 experts involved in the evaluation of municipal science and technology awards and related staff members who have misguided or disclosed technical content and evaluation of the evaluation project, in which the expert was dismissed by the municipal science and technology administration, and staff members were subject to administrative disposition by the unit of the institution; constituted a crime and held criminal responsibility under the law.
Article 25 encourages social forces to establish social science and technology awards. Social forces have established social science and technology awards that should be registered in the municipal science and technology administration. Specific management approaches are implemented by the municipal science and technology administration and by the approval of the municipal people's government.
Social forces have registered social-oriented science and technology awards and no fees are charged in incentives.
