Article 1
In order to guarantee public safety, to preserve the integrity of urban cities and to protect the environment, this provision is based on the relevant laws, regulations and regulations.
Article 2 (Definition)
The air conditioning equipment referred to in this provision refers to window air conditioners, sub-conditional air conditioners, counter-stop air conditioners, outdoors of centralized air condition systems, refrigeration ( heat) water fleets and other supporting facilities and installation units.
Article 3
This provision applies to the installation, use and supervision of air conditioning equipment within the city.
Article IV (Management)
The Urban Transport Commission and the district-building sector are responsible for the installation and use of the construction of new air conditioning equipment.
The Urban Premier Resources Authority and the District and the Territorial Department are responsible for the installation of air conditioning equipment and for the supervision of security protection during the use of the process.
The Urban Environment Agency and the District Environment Department are responsible for the installation of air conditioning equipment and the monitoring of environmental protection in the use process.
The relevant administrative departments of the city are implementing this provision in collaboration with their respective responsibilities.
Article 5
The construction of new homes must be consistent with the normative requirements of the Housing Design Guidelines (GB50096-1999) and the residential design standards issued by the Shanghai City (hereinafter referred to as “the air conditioning equipment factor”) and the air conditioning water (including water-growing, underground water pipelines) or the active water system (hereinafter referred to as “the air conditioning water drainage”). The number and size of the air conditioning equipment be matched by the number and size of the room.
In addition to the use of commercial office premises other than centralized air conditioning systems, the establishment of air conditioning equipment panels and the air conditioning water pipes should be harmonized, with specific criteria specified by the municipal transport board.
In reviewing the construction map design document, the review body should review the design of the air conditioning equipment gallery. After review, the construction authority may grant construction permits.
The construction units should, at the time of the completion of the survey, be accompanied by a board of air conditioning equipment and a refrigeration of water pipelines; the air conditioning equipment pouchers and the air conditioning of water pipeline experience are eligible for delivery.
Article 6
The construction units should harmonize the installation of air-conditional refrigeration water pipelines when they assume integrated renovations and housing renovation projects; and, where conditions permit, the establishment of air conditioning equipment panels should be harmonized.
Article 7
The air conditioning equipment suppliers should assign specialized air conditioners of air conditioning equipment or commission the specialized installation of air conditioning equipment to provide air conditioning equipment installation services to users in the purchase of air conditioning equipment, and provide air conditioning equipment to air conditioners.
The strength and resilience of air conditioning equipment suppliers should be consistent with national standards, and life expectancy should not be lower than the time frame for the design of air conditioning equipment. The supplier of air conditioning equipment should be responsible for the installation of the installed and immediate security of the equipment.
Article 8
The specialized installation of air conditioning equipment suppliers and air conditioning equipment should enhance induction training for the installation of personnel. The installation of a staff member may be placed on a trained and qualified party.
Article 9
The users of air conditioning equipment should be able to install air conditioning equipment on their own, and specialized personnel should be recruited.
Article 10
The installation of air conditioning equipment should be in accordance with the requirements of the National Standards Air Regulatory System (GB17790-1999).
The installation of air conditioning equipment at the air conditioning and air conditioning hydro pipelines has already been established, and the installation of air conditioning equipment should be installed on the air conditioning equipment floor and the inclusion of air conditioning residues in the air conditioned water pipeline.
Emissions of a refrigeration water pipeline have not yet been established, and releases of a refrigeration water must not hinder the normal work and life of others. Article 11
The installation of air conditioning equipment shall not take place.
The installation of air conditioning equipment in buildings along the road side requires security protection measures and the installation of air conditioning equipment from the field is not less than 1.9 m.
Article 12
The installation of air conditioning equipment should choose to distance from the window of the neighbouring side as far as possible.
The most recent distance between the air conditioning centre and the relative home could not be limited to the following provisions:
(i) A refrigeration rate of 3 mwatt;
(ii) A refrigeration rate of more than 2,000 kwah was 4 m;
(iii) The refrigeration rate of more than five thousand kwah was less than 10 kwa;
(iv) A refrigeration rate of more than 10 kwah was 6 m;
(v) More than 300,000 kwash in the refrigeration rate, by an increase of 20 kwa distances by 1 m.

Article 13
A number of air conditioning equipment has been installed by the same unit or by individuals on the same ground, which is less than 1 m, and the refrigeration rate should be combined.
Article 14
The installation of air conditioning equipment is prohibited in the buildings, the building ladder, exporting.
Article 15
The installation of air conditioning equipment within the framework of the protection of the historical buildings of the city or the property protection unit must be subject to the relevant provisions of the management of the good historical building and the property protection unit.
Article 16
The users of air conditioning equipment shall not be able to increase other loads in air conditioning equipment and shall conduct regular inspections and maintenance of the safety of air conditioning equipment.
In one of the following cases, the users of air conditioning equipment should take timely measures to eliminate the security hidden:
(i) The air conditioning equipment exceeds the design deadline;
(ii) The installation of uniformed equipment and the spectacular or severe saving;
(iii) Property services are advised by air conditioning equipment users of air conditioning equipment to be installed and construed or severely damaged.
Article 17
The noise generated by the use of air conditioning equipment by the users of air conditioning equipment should be consistent with the national and present market-related environmental noise standards; more than the prescribed standards should end the use and take effective measures, such as maintenance, to reduce noise contamination.
Article 18
The newly constructed accommodation unit has a arsenal of air conditioning equipment and a refrigeration of water pipelines, which should be used by air conditioning equipment users to install air conditioning equipment at air conditioners and to incorporate the release of air conditioned water residues into air conditioned water pipelines.
The Property Services Unit should conduct at least one inspection of the safe use of air conditioning equipment in the area of work. The Property Services Unit may be entrusted by the owner by adding to the safe use of air conditioning equipment in material services, which are agreed by both parties.
Article 19
The former Servicing Unit or the Commission of Industry may make appropriate agreements for the installation of air conditioning equipment for the population in accordance with the actual situation in the area of work services.
Article 20
Disputes arising from the installation, use of air conditioning equipment may require the mediation of the material services unit; mediation can also be applied to the street offices, the communes (communes) the Government of the people or to the communes of the village.
The installation of air conditioning equipment, the use of which violates this provision or violates other relevant laws, regulations, regulations, etc. may be challenged to the relevant administration. The executive branch should be processed in a timely manner and inform the complainant of the results.
Article 21
In violation of article 10, paragraphs 2, 14 and 16 of the present article, the users of air conditioning equipment are one of the following acts, which are being converted by the time limit of the imposition of an order in the city or area, and in the district premises sector, and which is later imprecise, punishable by a fine of 500,000 dollars:
(i) The installation of air conditioning equipment at the uniformed air conditioning blocks or the non-inclusion of air conditioned residues into the air conditioning water pipeline;
(ii) The installation of air conditioning equipment in the buildings, the ladder, export, etc.;
(iii) The increase in air conditioning equipment resulting in additional security features;
(iv) The air conditioning equipment exceeds the design time frame for use, or the installation of the air conditioning equipment and the spoiler or severe saving, without timely measures to eliminate the security hidden.
Article 2 (Criminal penalties for air conditioning equipment users against environmental behaviour)
In violation of article 10, paragraph 3, Article 12, paragraph 2, Article 12, Article 12, paragraph 3, Article 17, users of air conditioning equipment are one of the following acts, which are being converted by the municipal or district environmental authorities, and which is later uncorrected, punishable by a fine of up to $50 million:
(i) Emissions of cigarette water are not in accordance with the provisions;
(ii) The installation of air conditioning equipment in violation of a high provision;
(iii) The installation of air conditioning equipment in violation of the relative installation of distance provisions and without the consent of the relative party;
(iv) In violation of the provisions of the anti-speaking Pollution Control.
Article 23 (Criminal penalties for other offences)
In violation of other relevant provisions of this provision, laws, regulations, regulations and regulations impose penalties under the relevant administration.
Article 24
This provision was implemented effective 1 February 2008. The Regulation for the installation of air conditioning equipment in Shanghai City, No. 2, of 26 April 1995, was also repealed.
