Chapter I General
Article 1 protects human health in order to prevent and control rats, mosquitoes, breaks (hereinafter referred to as four deaths) and develops this provision in accordance with the relevant provisions of the Restitutional Health Regulations.
Article 2
Article 3. The Government of the people of the city and district (Autonomous Region) should strengthen its leadership in the prevention and control of the four deaths.
The Government of the people at all levels and its agencies, the Patriotic Health Movement Committee (hereinafter referred to as the Guard) are responsible for the harmonization of management, integrated coordination and prevention and control of four deaths within the administration.
The Urban Guard Office (hereinafter referred to as the Guard) is responsible for the prevention and control of four deaths throughout the city. Districts (Autonomous Regions) are responsible for the prevention and control of the day-to-day management of four deaths within the administrative areas under their jurisdiction.
The relevant sectors, such as health, municipalities and construction, should be synergetic in the prevention and control of four deaths in line with their respective responsibilities.
Article IV provides technical guidance for the prevention and control of four deaths in urban and district (utonomous districts) disease prevention and control institutions, bottom surveys, effectiveness monitoring and evaluation.
Chapter II Prevention and control
Article 5

Article 8.
