Chapter I General
Article 1, in order to strengthen the integrated movement control of watercourses, to rationalize the allocation of water resources and to promote improvements in the economic and social development and ecological environment in my province, to develop this approach in accordance with the laws and regulations of the People's Republic of China Water Act and the State Department's Roadwater Movement Control Regulations.
Article 2
Article III. Harmonial water movement control is carried out in accordance with the principle of ensuring water for rural and urban residents, rationalizing the allocation of agricultural, industrial and ecological environmental water, preventing the release of rivers, in compliance with the overall control, control over movement, sub-management, and the principle of proportionality.
Article IV. The provincial Government's water administration authorities and the development of administrative authorities responsible for organizing, coordinating, guiding and monitoring the movement of water throughout the province. The provincial watershed management body is specifically responsible for the implementation and monitoring of the inspection by the organization responsible for the movement of water throughout the province, with the specific responsibility of the provincial hydrological institutions for monitoring and forecasting of water for the management of the rivers.
The local, district and territorial Government water administration authorities are responsible for the implementation and supervision of the inspection by the organization responsible for the management of waterborne water flows within the scope of the river.
The dried river streams are mainly triggered by the Water Engineering Management Unit responsible for the implementation of the dried water movement control movement.
The authorities of the Government of the People's Water Administration in the relevant establishments should clarify the water control agencies and personnel of the rivers, and be able to carry out the management of water.
Article 5 Implementation of the water control movement control plan, the movement control programme and the movement control directives, and the implementation of the relevant establishments of the executive heads of the Government of the people of municipalities, districts (markets, zones) and the management sector, institutions, units and units of the water control organization.
Article 6. Governments at all levels should strengthen infrastructure-building, operation maintenance and management of river water control and management. Article 7.
Chapter II Distribution of water resources
Article 8. The distribution of water from rivers and the introduction of a preliminary distribution programme by the governing bodies of the river basin, developed by the Government of the Provincial People's Government, the municipality concerned with the construction area, and approved by the Government. The water distribution programme should be reproduced to the provincial people's Government in the development of administrative authorities for reform.
The movement of water from the river should strictly implement the water distribution programme approved by the Provincial Government.
Article 9 establishes a programme for the distribution of water resources that should be guided by the following principles:
(i) Long-term supply planning based on river basin planning and water;
(ii) Sustaining plans for water use and water conservation;
(iii) Full consideration of the condition of watershed watersheds, the status of access to water, demand and development trends, and the integrated benefits of water resources;
(iv) Integrate water for life, production, ecological environment and maintain sound flows;
(v) The relationship between downstream and around-shores is treated correctly.
Article 10. Reapproved approval in accordance with the original authorization authority and procedures when the water distribution programme is required.
Chapter III
Article 11. Removal of water by means of movement, combined with the monthly, late and time-bound movement control programme.

Article 12
Article 13. The annual water movement control plan should be based on approved water distribution programmes, annual distribution of water availability in the yellow river and non-Kangqa water movement control plans, annual forecasts for water and water storage, in line with the principle of an increase in proportion to abundance, and in the context of the annual water use plan recommendations and the recommendations of the water operation plan.
Article 14.
The approved annual water movement control programme is the basis for the identification of monthly, late water movement control programmes and annual water control indicators.

Article 15. The provincial river basin management should be based on the approved annual water movement control plan, in conjunction with the declared monthly water plan recommendations, to develop a water-transmission movement programme, with the approval of the territorial Government's water administration authorities; the water peak period should be based on the need for the development and delivery of a water-efficient movement programme.
Article 16 allows the provincial river basin management authorities to adapt and provide real-time movement control instructions based on real-time water, rain, drought, water condition, water storage and water use.
Article 17: Municipal, district and territorial Government water administration authorities and the dried watershed management units should be organized, implemented in accordance with the issuance of prefabricated months, late water control programmes or practical movement control directives.
Article 18 Controls for the movement of cigarette water. The indicators for the establishment and flow control of the municipal administrations in the provinces have been determined and published by the territorial Government's water administration authorities, and are implemented in accordance with the requirements for the movement of water from the River.
The provincial Government's water administration authorities can adjust the identified movement control and its traffic control indicators, as required.
In the municipalities, districts (communes, districts) the Government's water administration authorities and the dried water management units should ensure that the corresponding movement controls are in line with the mandated control indicators.
Article 19 Refrains in the control of the water flow are subject to monitoring data from national and provincial hydrological institutions.
Article 20
Provincial hydrological institutions should submit monthly reports, water forecasts, total water in late and average daily flows to provincial elite basin management bodies, as required.
Chapter IV
Article 21 has resulted in serious droughts, the reduction of the flow of river dried early warning control to emergencies such as early warning flows, the failure to operate in the water treasury and major water pollution accidents, which may result in the water crisis, the disruption of rivers, and the organization of emergency control movements by provincial river basin management agencies.

Article 22 states that the provincial river basin management shall be a competent authority for the water administration of the people of the municipalities in the relevant establishment area, as well as provincial irrigation management units, to develop emergency water control scenarios for emergencies such as severe droughts, spousal flow control, and to early warning flows, which are reviewed by the territorial Government's water administration authorities, and approved by the provincial people's Government.
The pre-response of the emergency water movement is subject to re-approval in accordance with the original authorization authority and procedures.
Article 23 of the relevant municipalities' government water administration authorities and provincial irrigation management units should be based on approved emergency water control presupposes, the development of a programme for the movement of emergency water within the area under the authority and presentation of the provincial river basin management request.

Article 25
Article 26 During the movement of emergency water, the provincial hydrological institutions should send hydro-monitoring material on a daily basis to provincial elo River basin management agencies. Governmental water administration authorities and provincial irrigation management units in the relevant districts should send water (relead) and water storage (lead) water information to the provincial elo River basin management authorities on a daily basis, along with the provincial governor's drought control command and the territorial Government water administration authorities.
In the event of emergencies such as water failures, major water pollution accidents, the provincial Government's water administration authorities and their governing bodies, the municipalities of the relevant establishments, the territorial Government and its water administration authorities, the environmental protection administrative authorities and provincial irrigated management units, and in accordance with the required competencies and responsibilities, shall take timely steps to reduce water prices until the closure of the water gallery, the implementation of the watershed response programme, the strengthening of hydrological monitoring, the imposition of an emission limitation or disposal measures, and compliance with the relevant units.
Oversight inspection
Article 28 should be communicated regularly to the municipalities and their water administration authorities, provincial hydrological institutions, provincial irrigation management units. Important circumstances should be reported in a timely manner to the provincial Government's water administration authorities and to the social announcement.
Article 29 of the Government's Water Administration, the provincial river basin management and provincial hydrological institutions should carry out inspection inspections within the scope of the authority and undertake priority monitoring inspections for major (relead) water streams in the event of the water peaks, and, in exceptional cases, can be carried out on board inspections of the rivers, water treasury, major (relead) water gallery to ensure the implementation of the movement control directives.
The following measures may be taken when the authorities of the Government of the People at the district level, the provincial river basin management and the provincial hydrological institutions carry out oversight inspections:
(i) To request the inspectorate to provide relevant documentation and information for access or reproduction;
(ii) To request the inspection units to provide clarifications on issues related to the movement of water;
(iii) On-site inspection of places of production of the inspectorate;
(iv) On-site monitoring of access to (return) water;
(v) Recruited by the inspectorate to correct violations of this approach.
In carrying out its oversight duties, the inspector shall submit a law enforcement document to the inspector or to the individual, the inspector shall receive and cooperate in the supervision of the inspection and shall not refuse or impede the supervision of the inspector's performance in accordance with the law.
Chapter VI Legal responsibility
Article 32, in violation of this approach, provides that one of the following acts shall be treated by law with respect to the responsible and other persons directly responsible:
(i) No timely declaration of annual, monthly water plan recommendations and annual water operation plans;
(ii) Not to provide for the annual water movement control programme and the monthly and late water movement control programme;
(iii) Non-developing serious droughts, digging pre-emption flow to emergencies such as early warning flows, and their implementation programmes;
(iv) Releasing or storing information on reported hydro-monitoring data, access to water data or the operation of water banks.
In violation of this approach, there are one of the following acts, the administrative disposition of the responsible supervisors and other direct responsibilities under the law; the grave consequences, the alleged offence and the transfer of the judiciary to the extent that:
(i) Non-implementation of the annual water movement control programme and the monthly and late water movement control programme;
(ii) Non-implementation of serious droughts, reduction of the flow of rivers to pre-emptive water control in emergencies such as early warning flows and their implementation programmes;
(iii) Non-implementation of water movement control directives and water movement response measures;
(iv) Non-performance with the oversight of inspection duties or finding that the offence is not investigated;
(v) Other abuses of authority,ys of negligence.
Article 34 of the administrative sector or of significant control over interface flows are not in accordance with the prescribed control indicators, which are communicated by the provincial embassy watershed management structure and are responsible for the change of the duration of the time period; unprocessarily, the deduction of the water flow in accordance with the control of the overflows in the next movement control period; the severe impact or other grave consequences of the control of movement of downstream water. Individuals responsible and other direct responsibilities are subject to administrative disposition by law.
Article 33, in violation of this approach, provides that the relevant legislation provides for administrative sanctions, from its provisions.
The provincial Government's water administration authorities can commission administrative sanctions against the provincial river basin management authorities.
Article 36, in the movement control of water, impedes, obstructs the supervision of inspectors, access to water works managers to carry out their official duties under the law or instigate mass events, which constitute violations of the security administration and is dealt with by the public security authorities in accordance with the law, and is suspected to be transferred to the judiciary.
Chapter VII
Article 37 deals with the protection of water resources, protection against hunger, prevention and water pollution control in the context of the relevant legislation.
Article 338 is implemented effective 1 March 2008.
