Chapter I General
Article 1, in order to regulate the construction, use and management of public safety video images information systems, enhance the capacity to prevent and dispose of emergencies, maintain public safety and social order, guarantee the legitimate rights and interests of citizens, legal persons and other organizations, and develop this approach in line with the relevant provisions of the State.
Article II applies to the construction, use and management of public safety video information systems within the city's administration.
This approach refers to the use of image-gathering equipment and other related equipment for the screening, transmission and storage system for video images of regional and sites involved in public safety.
Article III builds, uses and manages information systems for public safety video images in line with the principles of overall planning, harmonization of standards, resource integration, centralized management and resource sharing.
Article IV. Governments at all levels should incorporate the construction, use and management of public safety video images information systems in the integrated management of social policing objectives and strengthen organizational leadership in the management of public safety video information systems.
The public security authorities at all levels are responsible for the construction, use and maintenance of the public safety video information system.
Sectors such as development reform, finance, planning, construction, transport, culture, municipal public use, parking, material, quality, treasury, etc. should work in collaboration with public safety video information systems within their respective responsibilities.
Article 5 builds, use of public safety video information systems involves State secrets, commercial secrets, and is strictly enforced in accordance with the relevant national laws, regulations and regulations.
The construction, use of public safety video information systems should not infringe on the right of citizens to privacy, the right to be sceptive and other legitimate rights; confidential measures should be taken with regard to video images involving the privacy of citizens.
Article 6. Governments at all levels should give incentives to units and individuals using public safety videos information systems to detect major criminal, security cases or to capture important criminal suspects.
Chapter II Planning and construction
Article 7. The following places and regions should be established to develop a public safety video information system:
(i) Political organs and other State bodies, important information units such as radio stations, television stations, service places such as telecommunications, postal, financial, insurance, museums, exhibitions, archives, focus material protection units, national scientific research institutions, hazardous goods production, sale, storage and storage facilities;
(ii) Large or sizeable hotels, hotels, chambers, chambers, overmarkets, warehousing units, hospitals, schools, kindergartens, cultural recreation sites, Internet bars, sports parks, closed houses of small homes, public places brought together by parks, squares, parks, etc.;
(iii) Urban gateways and major transport corridors, airports, fire blocks, buses, public automotives, large bridges, tunnels, tunnels, tunnel corridors, street bridges, etc.;
(iv) Cities for drainage, electricity, fuel, heat facilities and critical urban infrastructure such as water works;
(v) National laws, regulations and other units, locations and regions identified by the Government of the people at the district level.
In addition to the places provided in article 8, regionally, other groups, business units and places can be built on a voluntary basis, in accordance with the need for public safety.
Article 9 prohibits the establishment of video surveillance facilities, equipment in places such as health, bathrooms, more clothing, hotel houses and employees, student dormitories, concerning the privacy of citizens.
Article 10 Public safety video information systems in public places such as urban public transport roads, squares, parks are constructed by the Government, managed by public security agencies, and any other units and individuals may not have unauthorized public safety video information systems in the region.
Article 11. The construction of a public safety video image information system should be consistent with national, local and industrial standards and encourage the adoption of international advanced standards.
A unit-building and use of public safety video information systems should establish an export interface that could link the public safety video information system monitoring platform.
Article 12. New construction, alteration and expansion of construction projects should build public safety video images information systems, and public safety video images information systems should be designed in parallel with the main works, while at the same time construction and operationalization.
The units and enterprises involved in the design, construction and maintenance of public safety video information systems should have the corresponding qualifications required by the State.
Article 14. The design of a public safety video information system should be validated in accordance with the relevant national provisions, and the construction units would organize the design units, construction units and technical experts.
After the construction of a public safety video information system, a system test was commissioned by the public security authorities; after the test, the construction units should be organized with the public security authorities.

Article 15. (v) Other relevant information.
The use of public safety video images information systems had been established prior to the operation of the scheme and the relevant information on the public safety video image information system should be available to the public security authorities within 60 days of the date of operation.
Chapter III Application and management
Article 16 should establish a public safety video information system monitoring platform at a level.
Pursuant to public safety needs, the public security authorities have a systematic link with the construction and use of public safety video information systems, which should be synchronized.
Article 17 Use units of a public safety video image information system should comply with the following provisions:
(i) Establish a system for the safe management of public safety video images information systems, operation maintenance, emergency response, confidentiality of information, field visits, job skills training;
(ii) The introduction of a public safety video image information system is not expected to operate throughout the day. The operation of the public safety video information system cannot be interrupted without justification, and the number of facilities collected by video images should not be reduced;
(iii) The establishment of a dedicated office to detect suspicious information relating to public safety to report to the public security authorities on a timely basis, prohibiting the entry of unrelated persons into the monitoring aircraft;
(iv) The complete preservation of data on raw video images more than 15 days and the provision of other provisions by law, legislation and regulations;
(v) A person, content, time, use, approval of a video-based information should be strictly enforced and registered.
Article 18 creates advertisements, set-up lines, trees or other facilities that prevent the collection of images of the already established public safety video material facility. The establishment of facilities that serve the public interest does not have access to public safety video data collection facilities, which are addressed in consultation with public safety video information systems, use, management units, and, where necessary, coordination by public security authorities.
No unit or individual shall have the following acts:
(i) Theft, destruction of facilities, equipment and equipment for the public safety video system;
(ii) To deliberately conceal and destroy information on criminal activities collected by video images;
(iii) The sale, dissemination, unlawful broadcasting or the illegal dissemination of public safety video material in other ways;
(iv) Intrusion of public safety video information systems;
(v) To change the use, location and coverage of public safety video information systems;
(vi) Other acts that affect the normal use of video information systems.
In the event of sudden events such as natural disasters, accidents, public health and social security, the Government of the people with a right to investigate, dispose of, and its relevant authorities have the right to access, retrieve and replicate information on public safety videos, which should be synchronized.
Article 21: The Government of the People and its relevant sector staff shall receive the following provisions:
(i) Staff members shall not be less than two;
(ii) Submission of work documents and documentation;
(iii) To complete the registration form of information on video images of public safety;
(iv) Compliance with the use and confidentiality of information on public safety video images.
In article 22, the public security authorities should monitor the day-to-day use and maintenance of the public safety video information system and find that the relevant units are being rebuilt in a timely manner.
Chapter IV Legal responsibility
Article 23, in violation of this approach, does not have the corresponding qualifications required by the State to engage in the design, construction and maintenance of public safety video information systems, which are warned by the public security authorities to correct the deadlines; and is not later rectified, with a fine of more than 5,000 dollars for units.
In violation of this approach, the Public Security V images information system has been used without programme evidence, inspection, or in the absence of qualifications, as well as by public security authorities, for a period of time being converted and for a fine of 1000 units.
In violation of this approach, units that should be constructed without the construction of a public safety video image information system should be warned by the public security authorities to correct the deadlines; they were not reformulated and fined to more than 5,000 units.
Article 26, in violation of this approach, provides for the creation of a public safety video information system in public places, warnings by public security authorities to be dismantled, the imposition of a sub-unit to impose a fine of up to 1,000 units, and the imposition of a fine of up to 500 dollars for individuals.
Article 27, in violation of this approach, has not been justified by a warning by the public security authorities of the duration of the period of time being rectified; a fine of up to 1,000 units and a fine of up to 5,000 dollars for the operating unit.
Article 28, in violation of this approach, does not provide for the construction of a public safety video image information system, which is warned by the public security authorities to change the order, and is imprecisely late, with a fine of 1000 units.
Article 29, in violation of this approach, does not provide for the use of a public safety video image information system, which is being warned by public security authorities to correct the period of time; is overdue with a fine of 1000 dollars for the unit; and fines of up to 200 million dollars for the head and other direct responsibilities directly responsible.
Article 33 violates this approach, while punishing it in accordance with the provisions of the Internal Security Defence Regulations of the Enterprise Unit, the Public Security Agency's supervision of the internal security defence of the enterprise unit and the Recreation Facilities Regulations.
Article 31, in violation of this approach, constitutes a violation of the law and punishes it in accordance with the Law on the Safety and Security of the People's Republic of China; constitutes an offence punishable by law; and constitutes a civil abuse, and assumes civil responsibility under the law.
In article 32, the supervision of the Public Security V images information system and its staff do not perform statutory duties, play negligence, infrastructural fraud, shall be subject to administrative disposition by the principal heads of units and those responsible directly; constitute criminal responsibility by law; constitute civil abuse and assume civil responsibility under the law.
Chapter V
Article 33 of this approach is implemented effective 1 March 2008.
