Article 1, in order to enhance the security management of promotional activities, to guarantee the legitimate rights and the safety of property of consumers and to develop this provision in the light of the relevant legal regulations.
Article 2
The commercial retail units referred to in this provision include the construction of barters, shopping centres, supermarkets, stores, home construction stores, professional stores, sales stores, discount shops, etc.
Article 3 (c) Business authorities are responsible for overseeing marketing activities organized by commercial retail operators.
The relevant sectors, such as security production, business administration and public safety, are governed by the division of duties and are managed in connection with promotional activities.
Article IV, the main heads of commercial retail operators are fully responsible for the safety of promotional activities.
The operation should have legal, regulatory, regulatory and national standards, industrial standards and security conditions under local standards.
Article 5 Business retail operators organize promotional activities and should provide consumers with real information on the length, manner and rules of express marketing and the scope of marketing commodities.
Commercial retail operators may not hold vouchers; they shall not undermine the legitimate rights and interests of consumers on the grounds of retaining the final interpretation.
Article 6. Business retail operators organize promotion activities and should establish emergency pre-emptions, on-site order maintenance and personnel evacuation measures, vehicle parking and evacuation-oriented measures.
During the promotion of marketing activities, commercial retail operators should implement security measures that are safely inspected and inspected in accordance with the relevant provisions, with adequate dedicated security staff to maintain on-site order.
When consumers gather relatively, commercial retail operators should take effective controls and evacuation measures to ensure safety.
Article 8 Business retail operators organize promotional activities in the name of national statutory annual festivals, openings, memorials, or organizing recreational activities for more than 16 hours of business, and shall report in writing, in accordance with the following provisions:
(i) The area of construction is more than 1 million square meters, reporting to the commercial authorities of the location (the district);
(ii) Unification of promotional activities within the entire city or part of the sector (zone) and reporting to the municipal business authorities.
Article 9. Upon receipt of reports by the commune and regional (territorial) business authorities, information should be provided on the relevant aspects of promotional activities and on-site inspections of promotional activities. Where necessary, the sectors such as security production, business administration and public safety are informed.
Article 10
Business retail operators organize promotional activities that focus on the regulation of essentials of life, promotional time may not be less than three consecutive business days, and should guarantee adequate supply of commodities, without limiting the quantity and time of consumer purchases and retaining information on commodity sales.
Article 11. Commercial retail operators organize restricted marketing activities that focus on the regulation of essential commodities other than those for life, and should express the name, brand, specifications and quantity of commodities. Business locks should indicate the number of movable commodities in various hotels.
After the sale of commodities is completed, it should be expressed in a timely manner or communicated to the consumer and maintain a sales voucher for commodities. The sale certificate retains at least 30 days.
Article 12. Business retail operators violate this provision and any units and individuals may report to the location's commercial authorities or the municipal business authorities. The commune or district (zone) business authorities should be processed within 10 working days from the date of receipt of the report; the reporting matter that is not within the purview of this sector should be transferred to the relevant sector within three working days from the date of receipt of the report.
The commune and district (zone) business authorities should publish the telephones to society.
Article 13 Commercial retailing units are one of the following cases, and administrative penalties are imposed by municipal or district (zone) business authorities in accordance with the following provisions:
(i) In violation of article 5, paragraph 2, of the present provision, the organization of a voucher activity to stop the promotional activity; the impact on the order of the operation or the refusal to stop the promotional activity, with a fine of more than 5,000 dollars;
(ii) In violation of article 8 of the present article, the penalty of more than 1,000 dollars has not been reported on the promotional activities;
(iii) In violation of article 10, paragraph 2, of the present provision, the time required to focus on the regulation of living is less than three consecutive days of business or limitations, at the time of time, with a fine of up to 30,000 dollars; in the event of a serious fine of up to 100,000 dollars;
(iv) In violation of article 11 of the present article, there is no limitation on the sale of commodity vouchers and a fine of more than 1,000 dollars.
Article 14. Business retail operators organize accidental spectacles, with the full or partial cessation of marketing activities by business authorities.
