Article 1 establishes this provision in conjunction with the provisions of the People's Republic of China Act on the Protection of Cultural Materials and the relevant legal regulations, in order to effectively prevent accidents of material security.
Article 2 presents a major safety accident as described in this Article:
(i) Theft, fire, water degradation, collapse or man-made destruction of national focus protection units in the province;

Article 3. Governments at all levels should establish a security responsibility for the property and organize oversight inspections of the implementation of the safety accident protection measures in the relevant sectors.

The current people's Government shall, within 30 days of the date of the investigation report, decide on the persons responsible.
