(Summit 5th ordinary meeting of the People's Government of the Nin summer Autonomous Region on 23 April 2008 to consider the adoption of the Decree No. 2 of 25 April 2008 No. 2 of the People's Government Order No. 2 of the Ningela Self-Government Zone, effective 1 June 2008)

Article 1 establishes this approach in accordance with the special provisions of the Department of State on strengthening the management of product safety, such as food security, in order to implement the accountability system for food security, improve the effectiveness of food security monitoring and safety.
Article 2
Article 3. Administrative responsibility for food security is held to uphold the principles of integrity, accountability, integrity, integrity, education and corrections.
Article IV means accountability for food safety administrative responsibility:
(i) To caution against statements;
(ii) A written inspection order;
(iii) To inform criticism;
(iv) Suspension of functions;
(v) Disposal.
Article 5 The primary responsibility is:
(i) Integrate food security monitoring management into the Government's work appraisal system, regularly analyse food security in the region and coordinate the resolution of the priority, difficult issues affecting food security;
(ii) Establish a mechanism for the management of sound food security monitoring to enhance coordination and oversight of food security enforcement activities;
(iii) Development of emergency preparedness cases for food security, harmonization of leadership, command of emergency food security, and organization of food safety accidents;
(iv) Establish the responsibility for the management of food safety monitoring and review, appraisal and evaluation of food safety management;
(v) Management responsibilities for other food safety monitoring under the laws, regulations and regulations.
The Government of the people at the district level does not perform the duties set forth in the preceding paragraph, cautions against the principal heads of Government and the responsible supervisors directly responsible for the written examination of the warrants; in the light of the gravity of the circumstances, the notification of criticism or the suspension of their duties; in the event of a serious nature, the warning or punishment.
Article 6 (c) People's Government has one of the following cases, warnings or seizures of the principal Government and the responsible supervisors directly responsible;
(i) Three general food security accidents or more than two larger food safety accidents or false food cases in the current administrative region have a serious social impact;
(ii) A major food safety accident;
(iii) After food security accidents are not reported in accordance with the law or are not subject to emergency treatment or emergency response, causing serious consequences.
One of the former provisions was given warnings, lapses or excessive disposal of the principal heads of the communes and the direct supervisors responsible for the establishment.
Article 7. Regulatory management, such as farming, quality, business, health, business, and food medicine, should be managed in accordance with the principle of “the head, who is responsible” for food safety monitoring:
(i) To report regularly on food security and related information to the Government and the superior authorities;
(ii) Enhance day-to-day monitoring management and conduct in violation of food safety laws, regulations and regulations by law;
(iii) Emergency relief and survey-processing in response to food security emergencies;
(iv) Advocacy, education and training for food security;
(v) Management responsibilities for other food safety monitoring under the laws, regulations and regulations.
The supervisory authorities, such as farming, quality, business, health, commerce, food medicine, do not perform the functions set out in the previous paragraph, cautioned against their principals, competent persons directly responsible and others directly responsible for carrying out a written examination; in the light of the gravity of the circumstances, criticizing or suspending their duties; in the event of serious or non-performance of the functions set out in the preceding paragraphs, warning or disposal.
Article 8. Regulatory authorities, such as farming, quality, business, health, commerce, food medicine, have one of the following conditions, warning or disposing of their principals, direct responsible supervisors and other direct responsibilities; in the light of the gravity of the circumstances, giving them over or downgrading; in the event of a serious nature, granting removal or removal of:
(i) In the course of administrative licences, certification, the absence of a rigorous review of the terms, conditions and procedures of the statutory authority, resulting in the entry into the area of food production of the producers incompatible with the prescribed conditions;
(ii) The discovery of food security conceals uncoordinated changes, causing prolonged or food safety accidents;
(iii) In the event of a food safety accident, there is no compliance with the prescribed report, investigation and treatment resulting in an expansion of the situation;
(iv) The wrongfulness of the operation of food production, which causes serious consequences;
(v) To condon and shelter food production in violation;
(vi) There are other instances of non-compliance with the statutory responsibilities, abuse of mandates, negligence and provocative fraud.
Article 9 is one of the following acts by the Food Productive Operators, which is not based on their respective responsibilities to take measures to correct violations, resulting in consequences, giving them a greater weight or a reduction in the disposal of their principal responsibilities, competent and other direct responsibilities; causing serious consequences, giving dismissal or removal from disposal:
(i) In accordance with the law, a licence shall be obtained without a licence to engage in a productive operation;
(ii) The acquisition of a licence note or the certification thereof shall not be subject to statutory conditions, the requirement to engage in productive activities or to the production and sale of food incompatible with statutory requirements;
(iii) The producer is no longer in accordance with the statutory conditions and approves its continued operation;
(iv) The production of food by producers does not use raw materials, supplements, additives, agricultural inputs in accordance with the provisions of the law, administrative regulations and national mandatory standards;
(v) The saleers have not established and implemented the delivery inspection system and established food entry points;
(vi) Producing businesses and sellers found that their foods are safely hidden and may cause damage to human health and life safety and do not meet obligations such as cessation of production, sale, reporting;
(vii) The producer violates legal, regulatory and other relevant provisions.
Article 10. Regulators such as farming, quality, business, health, business, and food medicine have found violations of food security management that fall under the responsibility of other regulators and should be notified promptly in writing and transferred to the relevant regulatory sectors entitled to be addressed. The regulatory authorities do not immediately deal with or trigger the food security accident, which has been disposed of by their principals, the direct responsible supervisors and other direct-responsibility personnel, and in the event of serious circumstances, giving downgradable treatment.
In the event of food security accidents, surveillance authorities such as livestock, quality, business, health, commerce, food medicine must respond in a timely manner, within their respective responsibilities, to control developments and reduce losses, and to issue information in accordance with the provisions of the Department of State and the Government of the self-government region.
Regulatory authorities such as farming, quality, business, health, commerce, food medicine, violate the previous paragraph, are less criticized or suspended for their principals, directly responsible supervisors and other direct responsibilities; in the light of the gravity of the circumstances, give warnings or have been disposed of; in the light of the gravity of the circumstances, give excessive or lower treatment.
Article 12. The relevant branches of the Government of the Autonomous Region have been established in various municipalities, districts (communes, districts) and should be managed in accordance with the law, with the unity of leadership and coordination of the local population.
The agencies concerned are not subject to the unity of leadership, coordination and accountability of the local people's principal and direct responsible supervisors to conduct written inspections or to inform them; in the event of a greater or negative social impact or consequences, warning or default of their principal heads and direct responsible supervisors.
Any organization or individual has the right to report on the actions of the Government and the relevant sectors that do not carry out the responsibility for food security monitoring.
More than the people at the district level and their supervisory authorities, agricultural pastoral, quality, business, health, business, food medicine, etc. should publish reports, complaints telephones, promptly verify, process reports, complaints and respond to the results.
The Government of the above-mentioned population at the district level and its supervisory authorities, agricultural pastoral, quality, business, health, business, food medicine, are in contravention of the previous provision, which is duly criticized for its main responsibilities, directly responsible supervisors and other direct responsibilities; in the light of the gravity of the circumstances, the warning or disposal.
Article 14. The inspection body or the agency shall be heard by the parties before deciding on administrative responsibility for food security.
Persons held accountable for food safety administrative responsibility may apply for review or appeal.
The executive responsibility for food security is governed by relevant provisions such as the Civil Service Act of the People's Republic of China, the Civil Service Disposal Regulations of the Administrative Institutions and the Administrative Accountability of the Indies of the Indiesautonomous Region.
Article 15. The inspectorate or the non-exclusive body responsible for the administration of food security is misused by staff responsible for the handling of cases of misconduct, negligence, provocative fraud, in the light of circumstances, warning, lapses or excessive disposal of their direct supervisors and other direct responsibilities; in the light of the gravity of the circumstances, giving downgradation or removal of their duties; and in the event of serious dismissal.
Article 16 refers to general food safety accidents, including:
(i) The scope of the accident relates to more than two communes (communes, districts) that pose serious harm to public food security;
(ii) The number of persons injured by 30 to 99 and the absence of death cases;
(iii) Other general food security accidents identified by the people's Government in the counties (markets, areas).
This approach refers to larger food safety accidents, including:
(i) The impact of the accident covers more than two districts (markets, zones) in the established area, causing serious harm to public food security;
(ii) More than 100 persons injured or cases of death;
(iii) Other major food security accidents identified by the municipality's Government in the area.
The main food safety accidents described in this approach include:
(i) Food safety accidents are grave and affect the scope of the two municipalities in the self-government area;
(ii) More than 100 victims and cases of death;
(iii) Death of more than 10 cases;
(iv) Other major food security accidents identified by the Government of the people of the autonomous region.
The criteria for general food safety accidents, larger food safety accidents and major food safety accidents are set out in the State and autonomous areas.
