Article 1 regulates the identification, evaluation and management of enterprise technology centres (hereinafter referred to as “technical centres”), plays a central role and demonstration role in the technology innovation system, establishes the dominant position of enterprises in technology innovation activities and technological innovation systems, and develops this approach in line with the laws, regulations, such as the People's Republic of China Science and Technology Progress Act, the National Identification of Enterprise Technology Centres Management Approach, in conjunction with this province.
Article 2
Article III refers to the technical centres established in the whole province-based industries, emerging industries, high-technical industries, and business, industry-technical economic organizations that have a role to play and play in the industry.
The technical centres are divided into national, provincial and municipal technical centres.
Article IV should establish technical centres to adhere to national industrial, technical policies, in line with the provincial economic development strategy, and to enhance the principles of technology innovation in the pillar industry and products.
Article 5 Governments of more people at the district level should support and encourage the building and development of technical centres.

(i) Procedural areas identified by provincial technical centres during the year;
(ii) The declaration of provincial technical centres;
(iii) Organizing provincial technical centres to determine;
(iv) Guidance for the establishment of provincial technical centres;
(v) Develop a methodology for evaluation and indicator system for provincial technical centres and conduct annual evaluation exercises;
(vi) Publication of the results of the evaluation of provincial technology centres.
Article 8. Business and technology centres that apply for the identification of provincial enterprise technology centres should have the following basic conditions:
(i) Enterprises have independent legal personality, and sales revenues are more than 100 million yen per year and have been identified as the city-level enterprise technology centre for more than one year;
(ii) The importance given by enterprises to the work of the Technology Centre, with a strong technological innovation and market competition capacity, provides good conditions for the building and operation of the technology centre;
(iii) Enterprises have a clear advantage and important place in the whole province or in the same area, with high value in product technology and an important role in the development of enterprises;
(iv) Technical centres should have policy research, market analysis, intellectual property management and productive capacity;
(v) Technical centres should have improved research, development and testing conditions and stable technological innovation inputs;
(vi) The technical centre has a well-established technical leadership and a sound and technical innovation team;
(vii) The organizational system of the Centre for Technology has been improved, the functioning mechanism is sound, the planning objective is clear, the stability of research and technology innovation performance is significant.
The provincial technology centre has identified an annual organization. The deadline for the application for the identification of provincial technology centres is 5 September each year.
Article 9 requires that provincial technical centres be identified, in addition to the conditions set out in article 8 of this approach, as follows:
(i) The construction of studies or with industry enterprises;
(ii) Shared technology proliferation and service capacity;
(iii) Capacity for research and development of key technologies in the industry.
Article 10 does not apply for the identification of provincial technology centres within one year:
(i) There are smuggling offences;
(ii) The alleged violation of tax law and has been reviewed in the tax sector case;
(iii) Tax offences such as theft of taxes, the deception of export levies are subject to administrative and criminal treatment.
Article 11
(i) It is proposed that a written request be made by an enterprise to be declared to the industrial economic authorities in the establishment area or to the provincial industrial authorities (hereinafter referred to as “the competent authority”) and, as required, to submit an application;
(ii) A review by the competent authorities of the applications submitted by the enterprise to determine, in accordance with the relevant request, the list of recommended businesses and to send corporate declaration materials and advice to the provincial industrial economic authorities within the time specified;
(iii) Provincial industrial economic authorities entrust the social intermediary assessment body or the relevant expert with an initial evaluation and organize the assessment of the response;
(iv) The provincial industrial economic authorities, in conjunction with the same sectors as STI, Finance, Tax and Customs, have chosen to determine new identified provincial technical centres in the light of national industrial, technical policy and provincial technological innovation development planning, in conjunction with the initial assessment, the views of the respondent, and published in the form of a public declaration.
Article 12. The provincial technical centres are in a dynamic management manner that grants recognition, warning and revocation of qualifications to technical centres in accordance with annual evaluation findings.
Article 13
(i) Business that participates in the evaluation of the provincial technical centres should send the evaluation material to the competent authorities by 30 April, in accordance with the evaluation requirements of the provincial industrial economic authorities;
(ii) In the first instance of the material reported by the technical centre, the authorities reported to the provincial industrial economic authorities by 10 May;
(iii) Provincial industrial economic authorities should entrust eligible social intermediary assessment agencies or relevant experts with verification of evaluation material and related circumstances reported at the technical centres;
(iv) The technical centre evaluation expert to calculate, analyse and produce evaluation results in accordance with the requirements of the technical centre evaluation indicator system;
(v) The provincial industrial economic authorities confirmed the evaluation findings and the evaluation reports and issued the evaluation findings within 70 working days.
Article 14. Evaluation by provincial technical centres is decentralized and divided into levels: excellence, qualifications, non-qualification:
(i) Evaluations are higher than 85;
(ii) Evaluations are qualified between 60 (60 and 85);
(iii) The evaluation is less than 60, the insolvency of enterprises in accordance with the law and the non-representation of evaluation materials in one month;
(iv) Evaluations are less than 65 (with 65) warnings.
Article 15 has one of the following cases, which may be suspended by approval by the provincial industrial economic authorities, but not more than two years:
(i) Business relocation;
(ii) Business restructuring;
(iii) Significant changes in enterprise technology, products.
Article 16 revocation of provincial technical centres by one of the following cases:
(i) There is no basic condition for provincial technical centres;
(ii) The evaluation is not qualified;
(iii) Significant quality and safety accidents for technical reasons;
(iv) Violations of relevant national laws, regulations.
Article 17 The provincial industrial economic authorities will make public announcements in conjunction with the same sectors as science, technology, finance, tax and customs.
Article 18 Applications for corporate reports shall be authentic and complete. The provision of false material may not be applied to provincial technical centres after verification, which have confirmed the eligibility of provincial technology centres to withdraw.
Article 19 takes a greater number of adjustments, such as restructuring, and shall be communicated to the authorities within 30 working days of the process and to the provincial industrial economic authorities within 10 working days.
Article 20 of the establishment of municipal industrial economic authorities or provincial industry authorities are responsible for the rehabilitation of provincial technical centres that have been warned in the annual evaluation.
Article 21, the relevant departments of the Government of the province should provide recognition and support to provincial technical centres with excellence in the previous annual evaluation:
(i) The provincial industrial economic authorities have recommended, on a priority basis, the declaration of the National Centre for Enterprise Technology and the award of the Award for the Achievement of the Centre for Technology in the Province of San Suu Kyi for over two years;
(ii) Priorities and financial support for declared projects by the provincial scientific and technical administration authorities;
(iii) Provincial fiscal administration authorities have increased their fiscal tax policy support;
(iv) The implementation of relevant tax incentives by tax authorities;
(v) Customs services are provided in accordance with the law, for example, for easy clearance, tax relief, vetting and access.
In the management of the technical centres, the staff of the executive branch are in favour of private fraud, abuse of their functions, and are administratively disposed of by the dismissal authority or by the administrative inspectorate.
The evaluation indicator system and the sub-rules set out in Article 23 of this approach are developed by the provincial industrial economic authorities.
Article 24 Governments of the municipalities in the area should work in conjunction with the region to develop a management approach for the municipal enterprise technology centre, based on this approach, and provide policy support and financial support.
