In order to strengthen the management of non-modile vehicles, to preserve the transport order, to protect the legitimate rights and interests of citizens, legal persons and other organizations, and to develop this provision in line with the provisions of the Law on Road Traffic Safety of the People's Republic of China, the People's Republic of China Product Quality Act.
Regulations such as the production, sale, registration and movement of non-modile vehicles in the administrative regions of the Sichuan Province apply.
The production, sale and use of non-modile vehicles in the administrative regions of Sichuan shall be subject to this provision.
Article 3. Registration and management of non-modile vehicles in the current administrative area by the transport management authorities at the district level.
The higher quality technical supervision sector at the district level is responsible for the supervision of the quality of business products produced by non-motive vehicles.
More than the business administration sector at the district level is responsible for supervision of the non-modile vehicle sales market.
The following non-modile vehicles should be registered by district-level public security authorities, and the road will be delivered:
(i) Three buses;
(ii) Power-driven but designed the highest-time, the quality of air vehicles, the power-based vehicles in the light of the country's standards, and mobile chairs for persons with disabilities;
(iii) Other types of non-modile vehicles identified by the Government.
The road is prohibited from caring for children, the collation of their own vehicles, and non-modile vehicles such as their own vehicles.

The non-modile vehicle plates, the way forward, are regulated by the provincial public safety authorities' transport management.
Article 9. Non-modile vehicle registration includes:
(i) The names of all vehicles, the location, identification and number, and the means of communication;
(ii) Production of enterprise names, vehicle brands, morphology and plant dates;
(iii) Key technical parameters for vehicles.
Matters relating to the registration of mobile chairs vehicles for persons with disabilities should also include the name of the certified association of persons with disabilities and the date of proof.
The owner of the vehicle shall apply for the replacement or replacement of the original registry authority within 30 days.
Article 11 has been registered as a result of the transfer of non-modile vehicle titles, and the parties shall, within 30 days, bring their own identification and vehicle, brands, routers, to the original registration body for a change in registration.

Article 16, in violation of article 7, paragraph 2, of the present article, provides for the production, sale and sale of electric vehicles that are not in accordance with national standards, mobile chairs of persons with disabilities, which are subject to a fine of up to three times the value of the quality technical supervision sector, the business administration sector, in accordance with article 49 of the People's Republic of China Product Quality Act; forfeiture of products in conflict with the law, and for the sale of products in violation of the law; forfeiture of criminal liability.
Article 17 is one of the following acts, which is fined by over 50 public security authorities:
(i) Violations of article IV of this provision;
(ii) Violations of article 13, paragraph 2, and article 14.
Article 18 is one of the following acts, by means of a warning or a fine of over 50 dollars for the transport management of the public security authorities at the district level:
(i) In violation of article 13, paragraph 1, of the present article, the non-moile vehicle number has not been used;
(ii) Violations of article 15 of this provision.
Article 19 Staff members of State organs who fail to perform their duties in connection with the management of non-moil vehicles, malfeasing,ysing negligence, provocative fraud, are administratively disposed of by the competent and direct responsibilities that are directly responsible by their units or by the superior authorities, which constitute a crime and are criminally prosecuted by law.
Article 20
