(The 7th ordinary meeting of the Government of the Shanghai City, held on 28 April 2008, considered the adoption of the Decree No. 3 of 6 June 2008 of the People's Government Order No. 3 of the Shanghai City, effective 1 July 2008)

In order to further expedite the transformation of government functions, the reform of the administration system, the construction of a service-building government, the Government of the Shanghai City decided to cease the implementation of eight municipal government regulations dealing with regulations relating to administrative expenses.
Decides to cease the implementation of the relevant provisions of:
Article 5, Article 8, Article 9 and Article 10 on “Relevant management fees” and “non-predictable costs” of the construction of a land-based approach in the State of the Shanghai City.
Article 7 of the scheme for the management of private houses in the city of Shanghai, provides for “review of identification fees”.
Article 39, paragraph 2, of the Shanghai Remuneration Society Management Scheme provides for “Security pay management costs”.
Article 6 of the Rules for the Protection of aquaculture in the Shanghai City and article 33 on “Removal fees for fishing waters”.
Article 16, Article 17, Article 19, paragraph 3, article 20, article 22, article 23, and article 24 on “Promotion of protection expenses”.
Article 16, Article 36, paragraph 1, of the Quality Assurance Scheme for the Construction of the Shanghai City.
Article 31 of the Shanghai Mece Management Scheme provides for “Hambase management costs”.
Article 28 of the Shanghai Home and Industrial Management Provisions provides for the “Financing of Individuals and Business Employers”.
This decision has been implemented effective 1 July 2008.
