Chapter I General
Article 1 ensures the safe operation of the ladder, prevents and reduces accidents, guarantees the lives and property safety of the people, and establishes this approach in line with the laws, regulations and regulations of the People's Republic of China Act on Safety of Production and the State Department's Special Equipment Safety Monitoring Regulations.
Article 2: The production of ladder within the city's administrative region (which includes manufacture, installation, rehabilitation, maintenance, etc.), sale, use, testing and inspection, etc., should be observed.
Article 3 provides for the management of the ladder's safety oversight within the current administration.
The executive branch, such as construction, housing, public safety, security production supervision, and business, are in line with their respective responsibilities in the management of ITU safety oversight.
Article IV, the zones and the people's governments should strengthen leadership in the management of the ladder safety monitoring, promote and support the Government's relevant departments to fulfil their ITU safety oversight responsibilities under the law and to coordinate and address critical issues in the management of ITU safety oversight.
Article 5
The main heads of the ladder production and use units should be fully responsible for the safety of the unit.
Article 6. The ladder production units, the day-to-day maintenance unit and the ladder test body shall be granted a licence under the law and may engage in related activities.
The personnel involved in the installation, rehabilitation, maintenance, day-to-day maintenance and the test personnel should obtain the corresponding licence in accordance with the law.
Article 7. Schools, the media, the ladder's use units should be promoted, accessible and accessible to the ladder's safety legislation, promote civilization multipliers, enhance security awareness and self-protection capacities.
Article 8 encourages the implementation of scientific management methods, the adoption of advanced technologies, the enhancement of the level of efficacy and management, and the enhancement of the ladder production, use of units to prevent accidents and energy.
Chapter II
Article 9. The quality of production of the ladder, including the entire machine and components, should be in line with national mandatory standards and safety technical norms.
The ladder manufacturing units should be responsible for the quality of the ladder and the quality of the safety operation, and the ladder should be accompanied by design documents, product quality certificates, installation and use of maintenance statements.
Article 10 The ladder manufacturing units shall provide the following technical guidance and services to the use units:
(i) To guide the development of pre-emptions to gradient relief;
(ii) Provision of spare parts for urgently needed ladder;
(iii) Skills such as professional drainage and relief.
Article 11. When the ladder is sold by the ladder sales unit, documents such as quality certificates, installation and use of maintenance statements should be identified and the distribution of the ladder product directory of the market quality technical supervision management.
The sale of the import ladder (with components) is carried out in accordance with the relevant national provisions.
Article 12 prohibits the sale of the following elevators:
(i) The ladder products produced by units free of the ladder manufacture licence;
(ii) The ladder products that are not in line with national mandatory standards and the requirements for technical norms;
(iii) The manufacturing units do not provide the ladder products for technical information;
(iv) The existence of defective products that may endanger the safety of persons and property;
(v) Laws, regulations prohibit the sale of other ladder products.
The installation, rehabilitation, maintenance of the ladder shall be carried out by the ladder manufacture unit or by the units that it has granted consent through the contract.
Prior to the installation, adaptation, maintenance, construction units should communicate the proposed ladder installation, adaptation, maintenance in writing to the management of the quality technical supervision of the city, which can be constructed. At the time of construction, there shall be no subcontracting or recapitalization.
The construction unit shall arrange for the personnel of the unit to obtain the corresponding licence to perform the ladder installation, rehabilitation and maintenance operation. The personnel involved in the installation, rehabilitation and maintenance of the ladder should be given evidence and operate in a chapter.
Article 14. Upon the installation, rehabilitation and maintenance of the ladder, the ladder manufacturing units should conduct school tests and interviews, as required by the safety-technical norms, and be responsible for the results of the school tests and tests.
The construction unit shall transfer the relevant technical information to the ladder's use unit within 30 days of the receipt. The ladder use unit should be placed in the ladder's safe technical file.
The installation, adaptation and major maintenance processes of the ladder should be monitored by the ladder test body in accordance with the requirements for safety technology norms; and no use should be delivered without monitoring tests.
Chapter III Use of ITU
Article 16 ITU procurement is subject to tendering, the ladder's use unit or the relevant construction units can be chosen by open solicitation or invitation to tenders. When electing ladder, the sale and construction contract should be concluded with the ladder manufacturing units, in which the ladder manufacturing units should be responsible for the installation, adaptation, maintenance and day-to-day maintenance of the ladder and for issues related to the quality and safety operation.
Article 17
Prior to the use of ITU inputs, the ladder use units should be nuclearly equipped with the relevant documents set out in article 9, paragraph 2, of this approach.
Article 18
(i) The development and strict implementation of the ladder security use management system and the establishment of a complete ladder safety technical file;
(ii) The creation of a ladder security management body or a ladder safety manager;
(iii) A clear and effective safety test of qualified symbols, warning notes and warning signs at a prominent place in the ladder;
(iv) A gradient Driver based on the use, use and security needs;
(v) Ensure that ITU emergency police units are able to respond effectively to emergency response;
(vi) Develop a management system for the use of key (earmarked) keys in the ladder (earmarked) and the keys should be used by trained professionals;

(x) Other security responsibilities under laws, regulations.
Article 19 should be tested on a regular basis with a regular test cycle of one year. The ladder use unit should provide a regular test requirement to the ladder inspection body for one month prior to the expiration of the ladder safety test. No continued use is possible without regular testing or testing of non-qualified cranes.
The day-to-day maintenance of the ITU should be carried out by the ladder manufacturing unit or the units that it has agreed through the contract.
The ladder use unit should enter into a daily maintenance contract with the ladder's daily maintenance unit.
Article 21, the day-to-day maintenance unit of the ladder should develop a daily maintenance plan, as required by the ladder's use of maintenance statements, to maintain daily maintenance records and to ensure the maintenance of the safety and technical capabilities of the ladder.
The day-to-day maintenance of ITU includes the following:
(i) To conduct a clean, lucrative, adaptive and inspection of ITU and security facilities at least 15 days;
(ii) Not less than one month of inspection of the appearance and operation of security devices, steel Okinawa, movables, contacts and other functional components;
(iii) One safety test for security devices, restricted devices and bufferers every half year;
(iv) A manual competency test for one mechanical movable;
(v) Not less than 1 per year to conduct a comprehensive review of the operation of the ladder.
Article 2: The day-to-day maintenance unit of the ladder should be marked by the name of the unit, emergency telephone calls and the following security obligations:
(i) To find that gradient failures are promptly excluded;
(ii) Upon notice of the defectiveness of the ladder passengers, 30 minutes have been removed to the site for the release of the relief;
(iii) Inadequate notification should be given in a timely manner to the ladder's use unit to suspend the use of the ladder by failing to exclude the delivery of the ladder before a failure to exclude the use of the ladder's written notice of the suspension of the use of the ladder, without the justification for refusing to cooperate and should be reported promptly to the municipal, district quality technical monitoring management.
Article 23. The day-to-day maintenance of ITU should be consistent with the requirements of national security technical norms. The replacement of the ladder spare parts should have a product quality certificate, and security components should have qualified experimental reports.
The maintenance of the ladder products shall not be carried out in a false manner and be good.
Article 24
(i) The day-to-day inspection of the ladder's operation and management records and the implementation of the ITU regular test plan;
(ii) Monitoring the regular screening and maintenance of the ladder's daily maintenance units;
(iii) Identifying that the ladder's accidents require cessation of use, have the right to decide on the suspension and to report immediately on the measures taken by the head of the unit;
(iv) Immediate measures should be taken to stop the ladder's operation in the event of sudden incidents affecting the operation of ladder and the safety of ladder passengers, such as fire, earthquakes.
Article 25 The ladder's passengers should be used in the right manner in accordance with the ladder's safety concerns and warning signs, without the following acts:
(i) In violation of the ladder's safety use alerts;
(ii) The ladder of an express non-security situation;
(iii) The opening of the ladder layer by non-safe means;
(iv) To dismantle, destroy the ladder's safety alert markings, secure testing of qualified markings, poster devices and safe control of the ladder's safety components;
(v) In violation of the ladder's use unit's provisions for the management of ladder safety;
(vi) Other acts that endanger the safe operation of ITU or the safety of others.
In one of the following cases, the ladder's use unit could provide test requirements to the ladder test body:
(i) Targeting conditions such as ladder structures or changes in State-mandatory standards may have a bearing on accidents;
(ii) Changes in the main parameters of ITU and the need for adaptation;
(iii) Significant maintenance is required in ITU.
The ladder test body testifies to the existence of severe accidents, the lack of renovation, maintenance value, and the ladder's use units should be reported in a timely manner and the write-off procedure for the registered sector.
The ladder that has been reported shall not be transferred, sold and used again.
Article 27 dismantled the ladder and the ladder's use unit should be entrusted to the extent to which the ladder was installed in accordance with the law, and to the conclusion of a security construction contract and the development of a security demolition programme. Prior to the ladder's removal, the management of quality technology should be informed in writing.

Chapter IV Inspection and oversight
Article 29 ITU tests should provide reliable and accessible testing services for gradient production, use units, and gradient testing results within 10 working days of the completion of the test.
Article 33 ladder production, use units contested the ladder test results, which could be presented in writing to the ladder test body within 15 days of the date of receipt of the ladder test. The ladder test body shall provide written replies to the ladder production, use units within 15 days. The ladder test body was delayed or the written responses of the ladder production, use units to the ladder test body were still contested, which could apply for review to the urban quality technical oversight management within 15 days of the receipt of the response, and the municipal quality technical supervision authorities should make a review within 30 days.
Article 31 found that gradient accidents were hidden by ITU in the implementation of the testing exercise and should be informed in writing about measures taken by ITU's use units to eliminate accidents. When gradients are found to be at risk of serious accidents, the ladder's use units should be informed in writing of the immediate cessation of their use and the timely reporting of the municipal, district quality technical supervision management.
Article 32: The management of the ladder's safety monitoring should be strengthened and priority safety inspections are carried out for the ladder of personnel, such as schools, kindergartens, airports, vehicle stations, business sites, sports stations, exhibitions, and major conferences or major venues.
A safety inspection directive should be issued in writing to oblige the units concerned to take measures in a timely manner to reorganize or eliminate accidents; to find that serious accidents are hidden and should be reported in writing to the people's Government; to support, cooperate and inform the other relevant sectors in a timely manner.
Article 33 Technician of the city, district quality should establish an ladder safety inspection system, make public reports of telephones, boxes or e-mail addresses, receive reports of violations such as ladder production, sale, use, testing, etc., and gradient accidents in a timely manner.
In the event of an accident by the ladder, the ladder's use units should organize in a timely manner drainage, rescue, protection of accident sites, and immediately report on municipal, district quality technical oversight management; and in the event of a physical injury or injury accident, reports should be made to the executive branch, such as public security, safe production supervision.
Upon receipt of the ladder accident report, the municipal, district quality technical supervision management should be stopped immediately to organize the investigation. The reports and investigations of the ladder accidents are carried out in accordance with the provisions of the State Department's Regulations on the Production of Safety Accidents and the Processing of Investigations and related legislation.
Chapter V Legal responsibility
In violation of article 11, paragraph 1, of the present approach, the ladder sales unit was sold to the ladder, without the sale of the ladder product directory for the management of the quality technical supervision of the market, which was redirected by the management of the quality technical supervision of the city and was fined by more than 1 million dollars.
In violation of article 13 of this approach, the construction unit is undertaking an ladder installation, rehabilitation, maintenance operation, subcontracting its operations or redirecting them, or a person who does not have the licence to obtain the corresponding licence documents for the installation, rehabilitation, maintenance operation, which is being transferred by a regulatory order of the municipal, district quality technical supervision authority, with a fine of more than 1 million dollars in the year 2000; in exceptional circumstances, the fine of more than 30,000 dollars.
In violation of article 18 of this approach, the ladder's use unit is one of the following cases, which is being corrected by the regulatory authority responsible for the quality of the city, the district and the district, and which has not been corrected, imposes a fine of up to 1,000 dollars for offences committed in non-operational activities and imposes a fine of more than 1 million dollars for offences committed in the operation:
(i) No management system for the safe use of ladder;
(ii) The failure to mark an effective safety test of qualified symbols, warning notes and warning signs at a prominent place in the ladder;
(iii) Failure to ensure that the ladder emergency police units are able to respond effectively to emergency response;
(iv) In accordance with the ladder's use, use and security needs, there are no gradient drivers;
(v) In cases where gradient passengers are trapped, no quick steps have been taken to reassur and organize relief for those who have been displaced.
In violation of article 20 of this approach, the ladder use unit does not authorize the installation, rehabilitation, maintenance units to maintain the ladder on a daily basis, and is subject to a fine of more than 5,000 yen by the regulatory authority of the municipal, district quality technology supervision.
In violation of this approach, the ladder's daily maintenance unit consists of one of the following cases, which is being rectified by the regulatory responsibility of the municipal, district-based quality technical supervision, and a fine of up to 1 million yen of the year 2000:
(i) No routine maintenance plan has been developed and is maintained and recorded on a daily basis;
(ii) No significant place in its maintenance of ladder, indicating the name of the unit and the emergency telephone;
(iii) After a notice of failure by the ladder passengers, no more than 30 minutes have been transferred to the field for emergency relief;
(iv) The use of gradients that fail to be excluded.
Article 40. In violation of article 27 of this approach, the ladder's use unit had not writtenly informed the municipal quality technical supervision management or had not been entrusted with the removal of the ladder by a unit with a corresponding ITU installation, which was reordered by the regulatory order of the municipal, district-based quality technical supervision, imposing a fine of up to 1,000 dollars for offences committed in non-operational activities, imposing a fine of more than 1,000 dollars for offences committed in the operation.
Annex VI
Article 40
(i) The ladder, including the ladder(s), the automatic ladder and the automated trajectory.
(ii) The ladder use unit means units or individuals with gradient management responsibilities, including the ladder owner, or persons entrusted by the ladder's owner, who exercise ITU responsibility for security management.
Article 42
