Reservations for military personnel in Yunnan

(The 9th ordinary meeting of the People's Government of Yumnang on 21 August 2008 considered the adoption of the Decree No. 148 of 12 September 2008, No. 148 of the People's Government Order No. 148 of 12 September 2008, effective 1 November 2008)

In order to improve the pensionability system for military personnel, the benefits of military personnel are guaranteed, and in accordance with the State Department of State and the Central Army (hereinafter referred to as the Regulations), this provision is developed in the light of the actual status of the province.

Article 2

Article 3. Governments of more people at the district level should strengthen the retention of military pensions and establish natural growth mechanisms to improve the provision of military pension benefits, gradually improve the treatment of pension benefits and ensure that their lives are less than the average standard of living on the ground.

Specific criteria for the average standard of living on the ground are determined by the provincial level of civil affairs, finance, statistics, in accordance with the relevant national provisions.

Article IV provides for the benefit of military personnel in the current administration area, at the district level above.

The State organs, social groups, business units should fulfil their responsibilities and obligations under the law.

Article 5 The higher-level financial and current-level financial arrangements should be allocated in a timely manner. The pension of military personnel at all levels of financial arrangements is well-funded, earmarked by the civil service and subject to the supervision of the financial and auditing sectors.

The top-level finance should be subsidized in difficult areas where the number of children is higher.

Article 6 Deaths of active forces are authorized as martyrs, recognized as public sacrifices or ill-treatment, and their remains are conferred by the State's Civil Affairs Department of the House of Commons, or the letter of notification of public sacrifices, the letter of notification of the ill-treatment of prisoners issued by the authorities, respectively, to the H People's Republic of China, the letter of proof of death, the letter of proof of the death of military personnel of the People's Republic of China, the letter of imprisonment of the People's Republic of China, the certificate of death of military personnel, the People's Republic of China.

The original of the certificate provided for in the previous paragraph was granted to the survivor's agreed owner. Article 7. Article 8 continues to support soldiers, public sacrifices, parents of the ill-treated military, depending on the provision of article 15 of the Regulations, and the civil affairs sector at the district level where their household is located continues to receive regular pension payments.

Article 9 does not enjoy the regular pension, the parent of the military for public sacrifices, the sick's military (grantor), the spouse, whose income is less than the local average standard of living, is granted a regular pension under article 15 of the Regulations.

Article 10 Removal of persons with disabilities requires the provision of auxiliary devices such as matures, the replacement of the third round of cars, to be addressed by the provincial civil affairs sector and the provision for provincial financial arrangements.

Specific approaches to the management of the pension of persons with disabilities are developed by the provincial civil affairs sector.

Article 11 grants for the demobilization of military personnel in line with article 51 of the Regulations, the veterans in the communes and other pension entitlements that are consistent with the State's provisions, are paid by the district-level civil affairs sector for the payment of the living allowance and are awarded the payment of the living allowance.

Article 12 benefits for the payment of a living allowance are paid for the death of the disease by the district-level civil service for the 12-month increase in the number of living benefits for its remains, as a burial payment, while the cost of living benefits is cancelled.

Article 13 Obligations during active military service, their families are granted privileges or other preferences by the provincial-level people's Government. You should be included in the district-level financial budget, which is not less than the local average standard of living.

Article 14.

Article 15 pays a lump-sum pension, a fixed-term pension, a disability pension, a bonuses and a living allowance for the benefit to be paid, and is exempted from personal income tax by law.

Article 16, which has a job unit, shall participate in the basic health insurance of the worker in the town; the pension of the non-working unit in the town shall be the subject of basic health insurance for the urban population; and the right to pay in rural areas shall be subject to new rural cooperative medical treatment. Participation in the contribution of the urban and rural health insurance system has been difficult, with the help of the local civil service at the place where the benefits are paid, including through the Urban and Rural Health Relief Fund.

The sectors such as social security, tax, etc. should promote the payment of basic health insurance expenses for the benefit of the parent's units or the relevant district-level civil service.

The Government and the civil affairs sector should take financial budgetary arrangements, welfare tickets and social donations to raise health assistance funds to secure the participation of the beneficiaries in various types of health insurance.

Article 17 Governments and sectors such as finance, civil affairs, social security and health should be guaranteed by State regulations for medical expenses for persons with disabilities at the first to six levels. The treatment of medical assistance for persons with disabilities under the terms of basic health insurance treatment and disability is to be addressed in the district level of finance beyond the two treatment provisions.

The old medical expenses incurred by persons with disabilities from 7 to 10 years have been covered by the work injury insurance scheme, which is paid by the work injury insurance fund, which is not covered by the work unit, is not covered by the work unit and is unable to pay, and the Government of the more than the population at the district level has been addressed in terms of the payment of the benefits to be paid. Medical expenses other than medical repayments have been incurred by persons with disabilities at the seven to ten levels, which are treated under the basic urban and rural health safeguards system, with a greater burden of personal medical costs and difficulties in paying benefits, as appropriate, by the Government of the people who have been reported at the district level above.

Article 18 Effective documents such as the medical certificate of disability, the witness of living benefits or the testimony of the remains of the military, the remains of the deceased military, and the other pension provided by the State to the basic medical institution for medical care are obtained by the following medical benefits:

(i) Priority walls, referrals, medicines and hospitalization;

(ii) Removal of the general patriots;

(iii) Removal of health, air conditioning and heating fees for hospitalized patients;

(iv) Curriculum emergencies require hospitalization, treatment and a 50 per cent reduction in ambulance fees;

(v) The rate of treatment, injection fees, for pharmacies, care fees, bed fees for 10 per cent.

Article 19 Free access to cruise parks, artisanal monuments, free of charge by active military personnel, persons with disabilities from military status documents, and by military personnel with disabilities; free access to museums and memorials in accordance with national provisions.

Vulnerable soldiers can also enjoy the relevant strengths of the Convention on the Priorities of Persons with Disabilities in the Province of Yunnan.

Article 20

(i) The right to be paid in accordance with the conditions of the rented housing is to be addressed on a priority basis by the territorial Government.

(ii) The rental rate is charged in accordance with the standard of rental housing rental accommodation, depending on the pension benefits and the benefits paid.

(iii) The right to be paid in accordance with the conditions for the purchase of affordable housing is to be prioritized by the Government of the Territory.

(iv) Reservations for housing in rural areas where there is no housing, habitat or housing difficulties, and the inclusion of a housing security scheme by the Government of the more than the population at the district level is gradually helping to resolve.

(v) The housing of dispersed-for-second-second-size-wire-wife military personnel is to be addressed by the Government of the Territory.

Article 21, in violation of this provision, is responsible for legal responsibility in accordance with the Regulations and the relevant laws, regulations.

Article 2 The Modalities for the implementation of the Code of Excellence of Military Benefits, issued by the Government of the People of the province on 19 April 1990, were also repealed.
