Article 1

In order to promote the development, construction and development of the island, this approach has been developed in the light of the relevant laws, regulations and national policies.

Article 2

The development of the island should be guided by the principles of priority industry, infrastructure, urban construction, social cohesion and ecological protection coordination, as required by the overall planning of economic and social development in the country and the city, and by the overall planning of the city's cities.

Article 3 (Management authority)

The Municipal Government established the Island Development Management Committee (hereinafter referred to as “the Committee”) and the Office of the Commission (hereinafter referred to as “Development”).

The Committee is responsible for the integrated research and development of important matters and major issues for the development of the Island by the Director of Integrated Studies, and coordinates the organization of the development of the island by the relevant departments and units.

ADB assumes the day-to-day work of the Commission and exercises the following responsibilities in accordance with the provisions of this approach:

(i) Organizing development strategies, development planning and plans for island development;

(ii) Development of an overall land-use planning and land reserve plan, programme;

(iii) Approval of projects such as investment and development in the island;

(iv) Integrated coordination of the management of the use of capital-building funds for island development;

(v) Harmonization of administrative management structures for the development of the island.

The Government should assist in the development of the related work of the development of the island and be responsible for the management of public affairs in the island.

In accordance with their respective responsibilities, the relevant authorities of the city cooperate with the development of the island.

Article IV (Working mechanisms)

The city has established the following working mechanisms to promote the development of the Island:

(i) An important communications consultation mechanism, led by the development of a joint participation of the Mining Party Government, the relevant sectors of the city and the relevant enterprises and units, provides regular communications and consultations on important developments in the development of the Long Islander Island to identify issues and the responsibilities of the parties;

(ii) The important approval of the mechanism for the conduct of important administrative clearances by the Government of Minang and the relevant authorities of the municipality concerned for the development of construction, with the responsibility of ADB;

(iii) The notification mechanism for major matters affecting the development of the Long Islander Island could be informed within the corresponding context.

Article 5 (Development of funds)

The capital required for the development of the island was approved by the Urban Development Reform Commission, the Municipal Finance Bureau, together with the IDA study, and developed the corresponding funding use and management approach.

Article 6

The development of the island should be based on the legal, regulatory and regulatory provisions governing the protection of the environment and the protection of drinking water sources, the strict control of industrial pollution, urban living pollution, the prevention, control and reduction of water environmental pollution, and the effective protection of the ecological and water source safety of the island.

Article 7. Planning

The overall planning of the island should be based on the overall planning of economic and social development in the country and in the city, the overall planning of cities, reflecting the direction and functional characteristics of the island. The overall planning of the island is prepared by the Urban Planning Bureau with the Development Office, the Mining Party's Government, and is organized after the approval of the municipal government.

ADB should prepare detailed island control planning, in accordance with the overall plan for economic and social development in the city and approved by the municipal government, and with the approval of the municipal government, following a comprehensive balance between the city planning authorities.

Specific planning for the Island is organized by WCDC with the relevant departments of the Government and the municipality concerned, with the approval of the municipal government following a comprehensive balance between the ESDA.

The commune planning of the island, the village planning is organized by the commune government with the Mini District Planning Bureau, which is followed by the approval of the Government of the Mini District. In planning the approval process, the Government of Minanges should seek the views of the Development Office.

Article 8

ADB should propose land reserve plans and programmes based on the overall planning, land-use master planning, control and detailed planning of the Long Islander Island, to be submitted in accordance with the relevant provisions of the country and the city.

The Development Office is responsible for the land reserves of the Island and is mandated by its units to undertake the organization of the development and infrastructure construction of the reserve land. Implementation units for the development of engineering and infrastructure should be determined through open tendering.

Lands included in the development of construction planning should be promoted by the Mining Party's Government to assist in the transformation of farmland into the process of building land, and the management of demolitions in accordance with the provisions of the State and the city concerning house demolitions.

Article 9

The bidding for construction works within the island and the completion of the completion case are managed by the development of the office.

Article 10

The Development Office is mandated by the relevant sectors of the municipal government to implement the following administrative licences and case management matters on the island:

(i) Approval by external investment companies commissioned by the foreign-sector authorities;

(ii) Approval and documentation management of the internal investment projects commissioned by the enterprise investment project;

(iii) Planning management-mandated construction project selections, construction of land planning licences, construction of engineering planning design programmes, approval of construction engineering planning licences and construction of engineering clearances;

(iv) In addition to the collective conversion of all land, farmland to the building of land and the unused land for construction projects, the allocation of land-use rights by land administrations and the provision of concessions, etc. for pre-trial purposes;

(v) Approval of construction reports commissioned by the construction management, preliminary design of construction works and construction work permits;

(vi) Approval of logging within the road area entrusted by the municipal engineering authorities;

(vii) Removal, logging and provisional use of public green areas commissioned by green management;

(viii) Authorized by the forest management to comply with the approval of crediting management requirements in the context of the approved detailed control planning, which is subject to the approval of economic forests within the jurisdiction of the review;

(ix) Construction projects and approval for drainage within the river management commissioned by water management;

(x) Approval of the use of new construction homes commissioned by the Housing Administration;

(xi) Approval by the Civil Defence Administration for the construction of airfields in conjunction with civilian buildings.

The above-mentioned administrative licensor matters and the assignment of the case management are entrusted, and the relevant authorities shall enter into a letter of entrustment with the development of the Office and include specific elements such as oversight of the commissioning matter in a letter of commission. ADB should submit the administrative management request entrusted under the authority for the execution of administrative licences; the administrative management entrusted should oversee the implementation of administrative licences by ADB, providing guidance to the professionality, the administrative licensor and, if necessary, the appointing holder.

Article 11

ADB should work together with the Government of Minang to set up a single administrative licence request for service windows that would enhance the efficiency of its work, in accordance with the principle of “Option, processing”, to simplify the procedures for the development of administrative licence and licensing matters to be accepted and processed by the ADB and its sectors.

In addition to administrative licensor matters entrusted to the development office under article 10 of this scheme, the relevant sectors of the municipalities such as education, health and the administration of projects involving construction in schools, hospitals and other social links in the island should be provided with easy channels and designated specialists; and the development of administrative licences for construction projects such as schools, hospitals and other social links may also be organized by the relevant ministries of education, health, etc.

Article 12

The Government of Minang and its sectors relate to the related administrative licence matters relating to the development of the Island and shall be seized within two working days of the receipt.

The results of the administrative licence approval of the Government of Minang and its departments, the relevant sectors of the municipal government in relation to the construction of the Island project should be added within two working days of the approval.

Article 13 (Administrative law enforcement)

In addition to the construction of engineering and management permits under article 9, Article 10 of this approach, ADB should coordinate the implementation of administrative law enforcement functions by the relevant sectors of the municipal government and the Zangger Government within the Island.

The Government shall organize and coordinate the executive law enforcement functions of the relevant administration in the Mini region in accordance with the law in the Long Island.

Article 14.

In accordance with the public request of the ADB, it shall be made public at the office premises, such as the base, content, conditions, procedures, time periods and the form of application for all submissions.

Article 15

The Development Office is responsible for the organization of construction units and the municipal administration sector to complete the construction projects on the island by law. Upon completion of the construction project, the relevant administration is vested in the relevant departments of the Mining District and its sectors and municipalities, in accordance with their respective responsibilities.

Article 16

This approach has been implemented since the date of publication.
