Archives management approach for rural and urban development in the city of au-Prince

(The 18th ordinary meeting of the Government of the Faro City, held on 4 December 2008, considered the adoption of Decree No. 67 of 20 December 2008 by the Government of the People's Republic of Guinea-Bissau, effective 1 February 2009)

Article I, in order to strengthen the management of archives in rural and urban areas, has a full role to play in urban and rural development planning, construction, management, in line with the relevant laws, regulations, such as the People's Republic of China Archives Act, the People's Republic of China Rural and Rural Planning Act, the construction of quality management regulations.

Article 2, this approach applies to the issuance, reception, protection, use and management of rural and urban construction files within the city's administration.

Article III of this approach refers to the construction of archives in rural and urban areas, which are directly developed in urban and rural planning, construction, management activities, as well as to the documentation materials of various components, such as languages, books, maps, voices, e-documents, etc.

Article IV. Governments of municipalities, districts (communes, districts) should strengthen their leadership in the construction of archives in rural and urban areas, including the construction of archives in urban and rural areas in the planning of economic and social development for their nationals in the municipalities, districts (communes, districts) and include requirements in the current financial budget.

Article 5

Article 6. Municipal planning authorities are responsible for the management of rural and urban construction of archives within the city's administration.

The City Archives Authority is specifically responsible for the day-to-day management of rural and urban construction files in the city planning area.

The district (market) planning authorities are responsible for the management of rural and urban construction files in the current administration area; the commune government is responsible for the management of the construction of the archives in townships in the current administrative area.

The municipal, district (market) archives management oversees and guides the construction of archives in rural and urban areas within the current administration.

The relevant sectors of the Government should be able to build the archives in rural and urban areas within their respective responsibilities.

Article 7. The construction units should be equipped with dedicated (and) managers, in accordance with the actual circumstances of the unit, to provide the necessary working conditions, to establish a sound system of work; to collect, maintain and manage the rural and urban construction files of the unit and to transfer them to the urban Archives Authority.

Article 8

(i) Various types of rural and urban construction works archives:

1 Industrial, civilian construction works;

2: Urban infrastructure works;

3 Public infrastructure works;

4 Transport infrastructure works;

The construction of gardens and the construction of winds;

6) Environmental sanitation construction works;

7: Urban fire prevention and counter-attacking works;

In the military engineering archives information, the gateway to the location of the hidden works, in addition to the border crossings and the military management area.

(ii) Various types of routing lines (including rural and urban water, drainage, fuel, heat, electricity, telecommunications, industry, etc.) and related human defence files.

(iii) The operational management and operational technical files developed by the various professional management agencies of the construction system (including urban and rural planning, surveying, design, construction, construction, treasury, gardening, winding, sanitation, municipalities, public use, real estate management, human protection, etc.).

(iv) Based information on rural and urban planning, construction and management approaches, policies, regulations, plans, scientific research results and urban history, natural, economic aspects.

(v) Other land-building files with conservation values.

Article 9. The construction units shall communicate the content and requirements of the engineering archives to be transferred after the completion of the construction work and, in conjunction with the construction units, the letter of responsibility for the construction of the engineering archives.

Prior to the signing of the Code of Responsibilities for the Construction of Engineering Archives with the City Archives Authority, the construction of the construction of the construction of the construction of engineering archives should be concluded with the corresponding qualitative mapping units to ensure that the authenticity and accuracy of the mapping data are tracked.

Article 11. The construction units shall apply to the City Archives Authority to conduct special pre-receives of construction works paper, Voices and electronic files prior to the completion of the work of the organization.

The City Archives Authority shall receive advance receipts for 10 working days of the receipt of the construction unit's advance receipt. Article 12. The construction units, within six months of the date of completion of the construction work, transferred the original or copies to the City Archives Authority.

The City Archives Authority, after receipt of the construction work files consistent with the normative requirements, issued a nuclear certificate of eligibility for construction works files to the transfer cell.

Article 13 build-up units shall transfer their results to the City Archives Authority within 15 days of the land line engineering tracking or completion of the completion of the survey.

The right to property is governed by national regulations.

Article 15. Construction works for alteration, expansion and major maintenance should be carried out by the construction units to organize survey, design, treasury, construction units to modify, complement and improve original construction works based on actual circumstances; changes such as structural peacemaking should be reconfigured and sent to the City Archives Management Service within six months of the completion of the work.

The geotechnical management units should be supplemented in a timely manner by changes, omissions, sterilization and disbandment of the ground-based engineering files and sent to the City Archives Authority within 15 days.

Article 18

Article 21, the city's Archives management should take full advantage of the development of archival information resources in rural and urban areas, the establishment of a repository of information on rural and urban construction of archives, the compilation of integrated information on rural and urban construction, and the provision of basic data, information advice and technical services to the community.

The second article of the Town Archives Authority, which contains the signature of a statutory representative of this unit or a minor and other replicated form of rural and urban construction files, has the same effect as the original of the rural and urban construction archives.

Article 23 provides that citizens, legal persons or other organizations take advantage of the open rural and urban-rural construction files and must hold legal documents such as presentation, identity cards. Foreigners or foreign organizations use open rural and urban construction files and should be authorized by the relevant departments.

The use of rural and urban-rural-building archives is the principle of popularity. Technical advisory services are required to be implemented in accordance with the relevant provisions.

Article 25

Article 26 is one of the following cases and is awarded by the planning of administrative authorities or by this unit:

(i) Considerable achievements in the management of archives in rural and urban areas or in doctrine studies;

(ii) Resort or donation of valuable information on the construction of archives in rural and urban areas;

(iii) Other incentives should be recognized.

Following the completion of the construction work, the construction unit had not transferred the construction of the engineering archives to the City Archives Authority within a specified period of time, which was redirected by the planning administrative authorities and fined according to the following provisions:

(i) A fine of up to 3,000 dollars over three months;

(ii) A fine of up to 50,000 dollars for more than six months overdue;

(iii) A fine of up to 80,000 dollars for more than six months overdue;

(iv) More than 9 months overdue, a fine of more than 80,000 dollars.

The head responsible for the unit is directly responsible and other direct responsible personnel, with a fine of more than 10 per cent for the unit.

Article 28, in violation of this approach, provides that one of the following cases is governed by the law by an exemption authority or by the inspector to the competent and other direct responsible persons directly responsible:

(i) No late extension or non-compliance with the provisions;

(ii) Change, falsification, destruction and loss of rural and urban construction files.

Article 29: Urban and urban-rural Archives, abuse of authority, provocative fraud, loss of rural and urban-rural-building archives, are subject to administrative disposition by law to the competent and other direct responsible personnel directly responsible; and criminal liability by law.

Article 31 does not determine administrative penalties and may apply for administrative review or administrative proceedings in accordance with the law.

Article 31 of this approach, pre-implementation of rural and urban construction works, which have been completed, was transferred by the construction unit within six months from the date of operation of the scheme to the relevant urban Archives management.

Article 32 of this approach is implemented effective 1 February 2009.
