Special-time firefighting fleet management provisions in the Province of Broad Orientale

(The eleventh 16th ordinary meeting of the Government of the Greater Orientale province, held on 17 October 2008, considered the adoption of Decree No. 129 of 31 December 2008 of the Order of the People's Government of the Province of the Great Britain and Northern Ireland, effective 1 February 2009)

Article I, in order to regulate the construction and management of special fire brigades and to enhance the capacity of fire relief and fire prevention teams, sets out this provision in the light of the relevant legislation such as the People's Republic of China Fire Act.

Article 2 refers to a dedicated fire brigade referred to in this Article to include a dedicated firefighting team and enterprise unit. The Government's dedicated fire fleet is a dedicated firefighting unit established by the Government of the commune (communes) and the street offices, in addition to the public safety fire brigades, and the enterprise's unit is a dedicated fire brigade established by the enterprise's unit.

Article 3 provides for a dedicated fire brigade consisting of local people's governments, business units, in accordance with fire law regulations, in the context of the actual needs of the region and the units. The following areas, units should form a dedicated fire brigade.

(i) The region produces more than 1 billion yen and more than 5 million inhabitants (communes);

(ii) In the region, more than one billion dollars of total production, more than five million people living in the country and far from the bush;

(iii) Nuclear power plants, large power plants, large ports, civilian airports; large enterprises producing, storing dangerous items; large stores, bases for essential supplies that can be fuelled; larger businesses that are at risk of fire, far from the public safety fire fleet; management units of the collateral complex that are far from the security fire fleet as a national focus asset protection unit;

(iv) The local people's Government believes that other units of the dedicated fire brigade should be formed.

Development zones, levies, industrial zones, science and technology parks, and trade zones, may be established either alone or jointly by specialized fire brigades, such as communes, street offices, business units.

Article IV is the primary responsibility for a dedicated fire brigade:

(i) The Government's dedicated firefighting teams are responsible for fire safety training, fire detection and fire relief training at the current level of the Government of the People's Government; and the enterprise's unit is responsible for fire safety training, fire detection and fire relief.

(ii) Participation in the rescue of dangerous chemical spills, collapse of buildings, traffic accidents, and active rescue of persons trapped and exclusion of dangerous situations.

(iii) Be subject to the movement control command of the territorial public safety firefighting agencies and participate in fire relief assistance in other areas.

Article 5 provides for the implementation of the standards for the construction of general fire stations in the National Urban Fire Station Standards, which are developed by the Office of Public Security.

Article 6. The dedicated fire brigades of the enterprise unit can be divided into subgroups, large teams, medium teams. More than two special firefighting units or numbers are set up for more than one hundred people, which can be established for a dedicated fire fire brigade; more than five special fire brigades or more than one hundred persons can be established. The dedicated firefighting units, the full-time firefighting teams under the main team, were referred to as a dedicated fire brigade.

Article 7. The establishment or cancellation of a dedicated fire brigade shall be in accordance with the relevant provisions of the State and with the consent of local public safety firefighting agencies, and shall be submitted to the provincial public safety fire agency for approval.

Article 8. The dedicated firefighting team is administered by the local people's Government, the business unit.

Article 9. The Government of the local population should incorporate the Government's special fire brigade requirements into the financial budget, with the responsibility of this unit to finance the construction, construction, equipment construction, operational construction and day-to-day work of the dedicated fire brigade.

Article 10 provides guidance on the operational implementation of the Special Fire Team. The dedicated fire brigades operate under the guidance of the public safety firefighting agencies.

Article 11. The Government's dedicated firefighters are recruited by the current people's Government, and the enterprise's unit is recruited by the enterprise's unit and reported to the local district fire agency.

The full-time firefighters are engaged in labour contracts, which are concluded by law.

Article 12

(i) Horizon fire;

(ii) Health, age of up to thirty-five years of age;

(iii) The level of culture above.

The full-time firefighting team leader is responsible for the operation of the team. The team chiefs (heads, deputy team chiefs, senior team chiefs, deputy chiefs, medium team chiefs, and vice-ministers) are appointed by the Government of the people at this level and by this unit to report back to the public safety fire agency at the local district level.

Article 14. The full-time firefighting team leader should be trained by provincial public safety firefighting agencies, who should be trained by road safety firefighting agencies.

In carrying out its mandate, the full-time firefighting squads should be harmonized with a clear marking and wearing specialized firefighters.

Article 16 should be dedicated to the management of paramilitaryization and the establishment of sound regulations that regulate learning, training, work, attendance and life order.

Article 17 should introduce a system of night-time duty, request for leave, transfer of value, etc. to maintain the maintenance of fire-fighting equipment in accordance with the provision for maintenance and maintenance of personnel equipment at all times in good emergency situations. No firefighting equipment shall be used for non-fire operations.

The specialized fire brigade should establish a sound training inspection appraisal system and actively undertake technical, tactical and physical training.

Article 19, the dedicated fire brigades should carry out compliance with the law, strengthen the concept of the modus operandi of the team, monitor compliance with national legislation and the regulations of the fire fleet and hear from orders and subject to management.

Article 20 should be actively involved in fire safety advocacy training, using various means to promote fire safety awareness and legal regulations, train firefarers and the workforce, and increase self-sustainability for all.

Article 21, a dedicated fire brigade should conduct regular fire safety inspections of the area and promote the removal of fires by the relevant units. There should be a timely report on public safety firefighting agencies, which are still not reformulated.

In the event of extinguishing fire, the Special Fire Team should follow the principle of the priority of the rescue, move quickly, rescue people and distributors in a timely manner and report to local public safety fire agencies to assist public safety firefighting agencies in conducting disaster accident surveys and statistical work.

Article 23, after having received fire relief instructions from public safety fire firefighting agencies, should be swiftly activated and commanded by the public safety fire agency.

Article 24 provides for a dedicated fire block for firefighting vehicles for fire relief.

Article 25 Oriental firefighting vehicles (both sea) dedicated to fire brigades are included in the scope of the management of special vehicles (both sea) and can be installed, used as a warning tool and a marking light in accordance with the identifications.

Article 26 is dedicated to the cost of firefighting equipment for fuel, fire extinguishment and damage to cover off-site fire damage, which is reimbursed by the local public safety fire agency, as approved by the local public safety fire agency; the cost of saving residential fires is duly compensated by the local people's Government; and the cost of saving the business units involved in the insurance and the residential fire.

Article 27 of the Government pays specialised fire squads should not be lower than the average wage level of employees in the region, the benefits of the employee of the cause unit, and the wages of the enterprise's specialist fire brigades should not be lower than the average wage level of the employee produced on the line of this unit and the benefits of the productive worker.

The twenty-eighth units of the dedicated fire brigade should be established to conduct social insurance such as feeding, medical, work injury, unemployment, maternity, etc., as well as to purchase the necessary commercial insurance for dedicated firefighters.

The twenty-ninth special fire brigades, taking into account the public safety firefighter leave system, should arrange for 20 days each year and receive benefits during the leave period.

Article 33 The dedicated firefighters were injured, maimed and killed in operational training, fire relief and in the performance of their duties, and the relevant administrative authorities, business units should be treated in accordance with the labour insurance or injury pension; and, in accordance with the provisions of the Emergency Relief Coordinator's Shelter Regulations, the Revolutionary Mediator declared the fighters of the Revolution in accordance with the prescribed procedures.

Article 31, the dedicated firefighting team shall carry out other vocational skills training in a systematic manner, without prejudice to performance and operational training, and create favourable conditions for the re-employment of team members.

Article III provides a strong contribution to fire relief and fire safety efforts by dedicated fire brigades and specialist firefighters, and the local people's Government, business units should be rewarded and rewarded.

In violation of this provision, there are one of the following cases in which the persons responsible for direct responsibility and other persons directly responsible are disposed of, depending on the circumstances of the gravity of the case; and criminal responsibility is lawful:

(i) The Government of the People's Republic, the Street Office and the Enterprise Unit have not established a dedicated fire brigade in accordance with this provision, resulting in a lack of effective recovery after fire, resulting in more than a fire;

(ii) The delay in the issuance of fire reports by the dedicated fire fire brigade, resulting in higher casualties and loss of property;

(iii) The dedicated fire brigade does not accept the command of fire safety firefighting agencies.

Article 34, paragraph 1, of the present article is implemented effective 1 February 2009.
