Rural Highway management approach in Southern Susang Province

Chapter I General

Article 1 promotes economic and social development in rural areas, in accordance with the laws, regulations and regulations of the People's Republic of China Highway Act, the Sheang Province Highway Regulations, and in line with the practice of the province.

Article 2 Planning, construction, conservation and management of rural roads within the province's executive region apply. The law, legislation and regulations provide otherwise, from their provisions.

Article 3. Rural road construction, conservation and management, in line with the principles of harmonization of leadership, tier responsibility, nutrient-building and coordination of development.

The provincial-level people's government is the primary responsibility for rural road planning, construction, conservation and management in the current administration area, and should include rural road work in the annual work objectives of the local government and organize the coordination of rural roads.

The Government of the communes (communes) is responsible for the construction, conservation of villages within the current administration, and organizes the coordination of villagers' committees in collaboration with the construction, conservation and management of rural roads.

The Village People's Committee, under the guidance of the local people's Government, organizes a normative process for villagers to support the construction, conservation and management of rural roads within the current administrative village, in line with the principle of voluntary and democratic decision-making by villagers.

Article 5

More than the local government transport authorities at the district level may entrust the road management with the legal exercise of the responsibility of the rural road administration. In the absence of a road management authority in the district (communes, districts) transport authorities, they can be entrusted with the dispatch of the urban highway management body in the establishment area (the immediate) to exercise the administrative responsibility of rural roads in accordance with the law.

In line with their respective responsibilities, the local people's Government has developed and reformed, financial, land-use resources, public safety, construction, water, agriculture, forestry and environmental protection.

Article 6. Rural roads are protected by the State and no unit or individual may be destroyed, damaged or illegally occupied without interference in normal construction, conservation and management.

Any unit and individual have the right to investigate and prosecute acts of destruction, damage to rural roads and influence the safety of rural roads. Individuals may be given appropriate incentives for reporting units and individuals.

Any unit and person are prohibited from illegally placing cards, fees, fines and intercepting vehicles on rural roads.

Chapter II Planning and construction

Article 7. Rural road planning should be based on the needs of local rural economic development and new socialist rural construction, in line with the dry-line road network, in coordination with the overall planning, commune planning, village planning, etc.

Rural road planning should be based on the rural road planning approach developed by provincial transport authorities.

Newly constructed, renovated zones should meet higher road standards at three levels; new construction, alteration and communes should meet the criteria established by provincial transport authorities.

The rural roads of single vehicles should be synchronized with building. The bridge on rural roads should be built in parallel with the road.

Article 12 Rural Highway construction units should prepare and report environmental impact evaluation documents in accordance with the provisions.

The criteria for the establishment of security management facilities such as rural road traffic signs, mark lines are developed by provincial transport authorities.

Chapter IV

Article 25 Highway management, commissioned by the district (market, district) transport authorities, is responsible for the management of district and communes and for violations by law.

(viii) Other damage, pollution of rural roads and practices affecting rural roads.

Chapter VI Legal responsibility

Chapter VII
