Modalities for the management of public safety video information systems in the Province of Broad Orientale

(Summit No. 24 of 15 January 2009 from the Government of the Greater Orientale province to consider the adoption of the Decree No. 132 of 25 February 2009 by the People's Government Order No. 132 of 25 February 2009, effective 1 April 2009)

Chapter I General

Article 1 provides for the regulation of the planning, construction, management and application of a public safety video image information system, the maintenance of public safety, the safeguarding of social stability and the development of this approach in line with the relevant laws, regulations and regulations.

Article 2

This approach refers to the use of video-monitoring technical equipment for the collection, transmission, storage and management of images of sites and regions involved in public safety.

Article 3

Sectors such as development reform, economic trade, science and technology, construction, transport, information industry, water, quality technology monitoring and communications management are working in accordance with their respective responsibilities.

The units such as electricity, telecommunications operation, radio and television are working together.

Public safety video images information systems should be guided by the principles of integrated planning, harmonization of standards, integrated construction, resource sharing and legitimate use.

The construction and application of public safety video information systems shall not disclose State secrets and commercial secrets and shall not violate the privacy and other legitimate rights of citizens.

Chapter II Planning and construction

Article 5. The Government of the people at the local level should prepare, in accordance with the needs of public safety in the current administrative region, the construction of a public safety video image information system in the current administrative region and, in accordance with the planning.

The development of a public safety video information system should take full advantage of existing cyber resources and avoid duplication of effort.

The following places relating to public security and regional public safety video information systems should be established:

(i) Arms, ammunition, fuel, prone, blend, radioactive items, production, storage or operation of toxic chemicals, as well as testing, servitude of communicable diseases, toxic units;

(ii) The national focus on scientific research institutions to concentrate on the storage, treasury of important archival information;

(iii) The location of museums, memorials, exhibitions, etc., which are central to the collection, storage of important material, information and valuable items and the significant number of protection units;

(iv) The treasury, the currency, the availability of securities, the manufacture of instruments or the central storage of places, the operation, storage of financial institutions and financial information;

(v) Radio stations, television, newsletters, telecommunications, postal and large energy engines, water supply, electricity supply, heating, etc.

(vi) Airports, ports, large vehicle stations, terminals, parking lots, highway, urban rapid line, urban roads, central towns and ground iron, road corridors, tunnels, and important bridges;

(vii) important ministries such as hotels, public recreation sites and Internet access sites;

(viii) Large-scale reserve units, large-scale trade centres, commercial streets and large-scale agro-industries;

(ix) The major public events and centres such as sports competitions, parks, large squares, hospitals, schools, kindergartens, etc., and the entrances and weeks of homes;

(x) Public transport instruments such as urban public transport, passenger vehicles and passenger rounds;

(xi) River fire protection, water treasury, man-made lakes, focus on flooding and other important hydro-engineering facilities;

(xii) Laws, regulations and regulations require the construction of other places and regions where public safety video information systems are needed.

The above-mentioned important sections, important ones, refer to the place of the Ministry or the road.

Article 7 prohibits the installation of video surveillance equipment at hotel accommodations, workplaces such as workers, students, public bathrooms, clothing, health interpersonal facilities and regional locations that involve personal privacy.

Article 8. The Government of the people at all levels should include the construction and management costs of public safety video information systems in the current financial budget.

Article 9 provides for the establishment and management of public safety video images information systems, in accordance with the provisions of this approach, which may be subject to the agreement of the owner or the user, the operator of the place or region, and the operator of the operator, without the consent of the owner. Article 14. The design technology programme for public safety video images information systems should be validated in accordance with national standards, and the public safety video image information system should be tested through statutory inspection bodies.

The facilities provided for in article 6, paragraph 1, of this approach, or regions, fall within the scope specified in the Safety and Technology Preventive Management Regulations of the Broad Orientale province, and the completion of its public safety video information system project is carried out in accordance with the provisions of the Safety Technical Preventive Management Regulations of the Broad Orientale Province.

The facilities or regions provided for in article 6, paragraph 1, of this approach do not fall within the scope set out in the Safety and Technology Preventive Management Regulations of the Broad Orientale Province, and the construction units shall, within 60 days of the completion of the work of the systematic engineering project, design technical programmes, systematic testing and completion of the receipts, report on the request of the Government's public security authorities at the district level. This approach has been developed before its implementation, and the use of units should be made available within 60 days of the date on which the material is reported to be made available to the Government's public security authorities.

Article 15. Changes in objective conditions do not fall within the scope of article 6, paragraph 1, of this approach, which stipulates that the use of public safety video images information systems can dismantle the relevant facilities, equipment related to the public safety video image information system, but that the public security authority of the people at the district level above the date of the demolition should be provided.

Article 16 provides for the installation of a public safety video information system in public places, which should be clear.

Chapter III Management and application

Article 17 Use units of a public safety video image information system should take the following measures to secure the safe operation of the public safety video information system:

(i) The establishment of systems such as probation, operation and security inspections;

(ii) Conduct job skills and confidential knowledge training for public safety videos and managers;

(iii) To ensure that persons who are not interested in the conduct of the prison are not allowed to access the places of worship;

(iv) The location and functioning of the public safety video information system cannot be altered by any authority.

Article 18 Use units of a public safety video image information system should comply with the following provisions:

(i) Establish a security management system for information information;

(ii) Supervision and management of public safety video images information systems;

(iii) Registration of information-recorded personnel, distributors, time-consuming, user-relevant and referrals;

(iv) Identify suspicious information relating to public safety and other criminal offences and report promptly to public security authorities;

(v) The effective storage period for information is not less than 15 days, and the effective storage period for important information on public safety and other criminal offences is not less than two years. The law, legislation and regulations provide otherwise, from their provisions.

Article 19

(i) Changes in the use of public safety video images information systems to collect information about State secret, commercial secret or personal privacy and other legitimate rights;

(ii) The original records of the information on the public safety video information system that has been reclassified and destroyed within the time period;

(iii) The intentional concealment and destruction of information collected by video images of public safety related to criminal activities;

(iv) To deny and impede the use of public safety video information systems and information materials by the relevant administration authorities in accordance with the law;

(v) Provide information on public safety video information systems to units other than those provided for in this approach.

No unit or individual shall have the following acts:

(i) Theft, destruction of facilities, equipment and equipment for the public safety video system;

(ii) Information on the sale, illicit reproduction and dissemination of public safety video information systems;

(iii) Other actions that affect the normal functioning of public safety video information systems.

Article 21 provides for the use of public safety video information systems and information materials in the administration sector in accordance with legal, security and normative requirements.

(ii) Submission of work documents;

(iii) Submission of documents for approval by public security authorities or proof documents from their offices;

(iv) Implementation of registration procedures;

(v) Compliance with the use and confidentiality of information on public safety video information systems.

Information on the public safety video information system, as provided for in article 22, paragraph 1, of this approach, is not required to provide the former paragraph (iii).

Article 24 should take the following measures to enhance the management of public safety video information systems and their information:

(i) Monitoring of the day-to-day operation of the public safety video information system, the maintenance of and the safe management of information materials, and finding that problems are being replicated in a timely manner;

(ii) To regulate the use of public safety video images information systems and their information materials and to strengthen the management of the use of public safety video images information systems and their information materials;

(iii) Enhance confidentiality education and working norms for the staff of public security agencies to prevent the release of incidents.

Chapter IV Legal responsibility

(i) In violation of article 6, paragraph 1, of this approach, public safety video information systems should be constructed without construction;

(ii) In violation of article 14, paragraph 3, of the present approach, the information on the construction of a public safety video information system is not submitted on time;

(iii) In violation of article 15 of the present approach, the dismantling of the facilities, equipment and equipment related to the Public Security Valistic Information System is not submitted on time;

(iv) In violation of article 17 of this approach, there is no management measure to secure the safe operation of the public safety video information system, affecting the safe operation of the system;

(v) In violation of article 18 of this approach, no security management system for information was established or violated.

The law, legislation and regulations provide otherwise, from their provisions.

Article 27, in violation of article 7, article 8, paragraph 1, of this approach, provides for the installation of public safety video information systems and other video surveillance equipment, to be dismantled by the public security authorities of more than the population at the district level; to refuse to dismantle, by the public security authorities. The unit has set up a fine of up to $300,000 for the unit and a fine of up to $200 million for the direct responsible and other direct responsible personnel.

(vi) After receiving a police alert report from the public safety video system using units, the performance of their duties is not carried out in accordance with the law, resulting in damage to the legitimate rights and interests of citizens, legal persons or other organizations;

(vii) Other acts of negligence, abuse of authority, favouring private fraud.

Chapter V

Article 31
